Ozamiz City Special Justice Zone

Before the year ends, select members of the PNP of Ozamiz City, PNP of Clarin, 2nd-PMFC, CIDG of the Province and the RMFC underwent an intensive training conducted by the WCPC-MFU, the RACU and the International Justice Mission in an activity conceptualized and led by the Ozamiz City Special Justice Zone and sponsored principally by the JSCC.

This activity aims to change the investigatorial and entrapment landscape concerning OSAEC and CSAEM violations in Ozamiz City and in its neighboring municipalities.

Soon, the local PNP shall be in the forefront in the fight against online sexual child abuse and exploitation in its territorial jurisdiction.

Following the OCA-ordained Security Dialogue and Focused Group Discussion held by the court to assess the threat and risk security, if any, to the judges, prosecutors, public attorneys, private lawyers and court personnel, the Ozamiz City Special Justice Zone conducted a one-day Basic Tactical Defense Training Program and Practical Shooting Exercise to further intensify the justice zone’ enablers’ cooperation, coordination and collaboration.

Led by the Ozamiz City Police Station and partnered by the 2nd-PMFC, CIDG of the Province, the Anti-Kidnapping Group of the Mindanao Field unit and the Provincial Intelligence Unit, the attendees were treated to a three-course subject in the morning including marksmanship, hostage negotiations and security intellgence and a tri-gun firing in the afternoon.

To end a successful day with good vibes, a boodle fight was shared by the attendees, sponsored by the PNP.

Carrying the banner of the Ozamiz City Special Justice Zone, key players in the delivery of justice in the City of Ozamiz conducted a post- NACOCOW celebration at the Ozamiz City Jail, by bringing gifts of food and drinks, packed goods containing personal easentials and rice for each PDL, medicines and the most important of all although an intangible one- joy to the PDLs.

The activity transformed the jail into a festive venue of a pre-Christmas party where PDLs danced and participated in games for prizes.

Students of the Misamis Institute of Technology interviewed the lead convenor of the OCSJZ as part of the academic requirements of their research which focuses on online sexual abuse against children in Ozamiz City.

On her part, the lead convenor willingly obliged as it is also a way of institutionalizing the justice zone into the fabric of the society.

Through this timely research, it is hoped that more will come to know about the legal concept of OSAEC and CSAEM, and more will be enjoined to act against them.

Ozamiz City Special Justice Zone celebrates its first anniversary from its establishment last September 3, 2024.

On the occasion of its 5th regular meeting, the OCSJZ adopted and approved its By-Laws, capped by the ceremonial signing of the members of the Executive Committee as a momentous highlight of its anniversary celebration.

Presided by the lead convenor and attended by all the judges of the RTC and MTCC of Ozamiz City, the City Mayor represented by the City Administrator, the City Vice-Mayor and members of the Sanggguniang Panglungsod, SK Federation President, Provincial Prosecutor, City Prosecutor and the deputy and prosecuting attorney, Public Attorney, Chiefs from the PNP of Ozamiz City and 2nd PMFC, City Legal Officer, City Health Officer, Jail Wardens of the Male and Female Dorms of the BJMP Ozamiz, City Social Welfare Officer, Dean of MU College of Law, IBP Chapter Vice-President, Supervisor of the DepEd, Parole and Probation Officer, judiciary staff and PNP and LGU support staff, the meeting was reminiscent of the purpose of its establishment and a gentle reminder of the tasks ahead it.

The meeting was made even more special because of the additional support of the LGU of Ozamiz, through the City Mayor’s Office, by the provision of additional food and beverages which was shared by the attendees in the spirit of the 3Cs of a Justice Zone and the song renditions of the three MTCC judges and staff of RTC, Branch 15.

A year has passed and the journey has begun.

The Technical Working Group of the Committee on By-Laws, chaired by Atty. Ivy Manago and co-chaired by Judge Cleo Cabanilla and Atty. Francisco Sulita, convened to draft the OCSJZ By-Laws.

In the presence of the JZ Convenor, Judge Mary Faith Montederamos, the TWG finished the final draft of the by-laws which will be presented to the OCSJZ Executive Committee on the JZ’s first year anniversary for adoption and ceremonial signing.

Barely six months after its establishment, the Ozamiz City Special Justice Zone (OCSJZ) took a huge leap by staging its first activity to address the lack of awareness on the basic concepts of OSAEC and CSAEM of its constituents.

Barangay Chairpersons, Barangay Kagawads who chair the Barangay Women and Children Committee and the SK Chairpersons of the 51 barangays of Ozamiz City were made the attendees in a “Two-Day Training Workshop of the Barangay Key Officials on OSAEC and CSAEM” which was held last March 27-28, 2025 at the Royal Garden, Grand Ballroom/Function Hall, Ozamiz City.

The event was principally sponsored by the EU-GOJUST II, and the City Government of Ozamiz City.

Among the resource speakers with their respective topics were: Provincial Prosecutor Dickie Gongob and Atty. Sean Guiang of the Public Attorney’s Office on RA 11930 (OSAEC & CSAEM), Prosecutor Noel Boter (Anti-Trafficking Law), Atty. Ivy Manago (historical background of OSAEC), Ms. Arlene Via of DepEd (Gender Equality and Social Inclusion) and Jhasanel Tamparong of the CSWDO (Trauma Informed Care).

The OCSJZ Convenor and RTC Executive Judge Mary Faith Potoy-Montederamos provided the overview of the event along with an Opening Remarks while OCSJZ Vice-Convenor and RTC Judge Grace Yulo introduced to the participants the significance of the justice zone. MTCC Judge Cleo Marjo Cabanilla facilitated the Open Forum during the event.

Significant guests who also lend credence and importance to the activity by taking the stage were the following: Vice Mayor Bebe Neri, SK Federation President JohnFel Duhaylungsod, PltCol. Harvey Abellanosa, Atty. Daniel Lao, Atty. Lhem Naval, Atty. James Donato of the EU-GOJUST II and Engr. Nel of the SC-PMO.

In order to ensure that the attendees understood the substantive lecture series, a workshop was held where the participants showcased their knowledge and understanding of OSAEC & CSAEM and their artistic, dramatic flair. At this point, volunteer lawyers from the IBP-MisOcc Chapter led the eight paricipating groups in a dramatic skit which showed the participants’ possible response to these crimes in their barangays.

To culminate the event, each barangay chair/leader of the 51 barangays of Ozamiz City signed on a covenant enclosed on a Wall of Commitment as a gesture of his and her barangay’s unified and unwavering stand against OSAEC & CSAEM.

The event was made more entertaining by the hosts coming from the MU College of Law and the Ram SamSam icebreaker, among others. Gifts and tokens from the Office of the City Mayor of Ozamiz City were also given to some lucky and winning participants.

Overall, the participants went home after the two-day event well-informed and well-entertained. This is to ensure that the purpose of the activity would be well-entrenched in them.

A significant milestone in the saga of the Ozamiz City Special Justice Zone is the enactment of a City Ordinance institutionalizing the OCSJZ, barely two months after its establishment.

This Ordinance was principally presented to the Ozamiz City Special Justice Zone officers during the OCSJZ’s 1st Regular Meeting at the Oakhill Park by no less than Ozamiz City Vice-Mayor Bebe Neri herself.

While it is true that OCSJZ is still taking baby steps since its baptismal, the active participation and support of its officers in the regular meeting is a positive indication that soon, OCSJZ will take its stroll while making a positive impact in achieving its shared goals and forging meaningful partnerships with the OCSJZ enablers.

EU-Gojust led the Ozamiz City Special Justice Zone (OSJZ) in a two-day Strategic Planning Workshop on October 15-16 at the Royal Garden Hotel, Ozamiz City.

During the event, the OSJZ enablers were taught to identify the pressing problems endemic to the OSJZ and their possible causes and effects, with emphasis placed on the justice zone’s specialization- OSAEC and CSAEM and a reminder on gender equality and social inclusion (GESI). The OSJZ enablers were likewise encouraged to lay down the OSJZ’s top priority objectives and flagship programs for the OSJZ’s institutionalization.

With this, the OSJZ is set to embark on its mission of providing a positive impact to the community.
