The Punong Barangay, Ma. Cassandra T. Codilla together with Lupon Member(s) Alvenio R. Rosende, Teresita L. Ballais, and Myrna P. Fiel, attended the KP Seminar: “Towards Effective Barangay Justice: Capacity-Building on Katarungang Pambarangay for Lupon Members” (Batch 2) held last November 13, 2025 at the Liga Conference Hall.

This learning activity reinforces our commitment to a more responsive, fair, and effective Katarungang Pambarangay System, ensuring that disputes at the community level are resolved efficiently and professionally.

As we continue to enhance our skills and deepen our understanding of the law, we reaffirm our dedication to delivering quality public service to the people of Barangay Cogon.

Barangay Cogon proudly joined the two-day capacity enhancement activity on the Katarungang Pambarangay process, held at the Liga Multi-Purpose Hall, August 19–20, 2025.

Representing our barangay were: SB Member Saldo P. Solis – Acting Punong Barangay, Enrique O. Caberos – Barangay Secretary, and Lupon Members: Armando N. Damayo Sr, Angelita C. Miro, and Carmen S. Velasquez

A stronger justice system begins at the grassroots. This initiative strengthens our community’s role in promoting accessible, fair, and effective dispute resolution—bringing justice closer to the people.

The Katarungang Pambarangay (KP) Website is not just a digital tool, it's a step forward in building a child-friendly, gender-responsive, and indigenous peoples-relevant Barangay Justice System.

This initiative is part of the Katarungang Pambarangay (KP) Project, implemented by the Ateneo Human Rights Center (AHRC) in partnership with the Department of the Interior and Local Government (DILG), with support from the Governance in Justice (GOJUST) Program.

At its core, the KP Project seeks to empower barangay officials and Lupon members by strengthening their capacity to deliver justice that respects and upholds the rights of children, women, Indigenous Peoples, and persons with diverse SOGIESC.

Among the key accomplishments of the project are:
✅ The development of an updated KP Training Manual attuned to modern contexts
✅ Capacity-building workshops for barangay officials and Lupon Tagapamayapa
✅ Promotion of accessible, rights-based, and inclusive dispute resolution at the barangay level

Barangays can now use the KP Website to access forms, procedures, and resources that support their role in upholding justice and good local governance.

We encourage all barangay officials and stakeholders to actively use this platform as a tool for better, fairer, and more inclusive justice delivery.

Ang Barangay Protection Order (BPO) usa ka matang sa protection order nga giisyu sa Punong Barangay batok sa usa ka tawo nga nagbuhat og kalapasan nga gilatid sa Section 5 (a) ug (b) sa Republic Act No. 9262 o ang Anti-Violence Against Women and Their Children Act of 2004.

𝗧𝘂𝗺𝗼𝗻𝗴: Ang BPO gituyo aron mapahunong ang padayon nga pag-abuso ug hatagan dayon og proteksyon ang biktima samtang naghulat pa sa mas dako nga legal nga aksyon.

𝗨𝗻𝘀𝗮𝗼𝗻 𝗽𝗮𝗴-𝗶𝘀𝘆𝘂 𝘀𝗮 𝗕𝗣𝗢?
• Kung adunay mag-file og aplikasyon para sa BPO, kinahanglan nga modesisyon dayon ang Punong Barangay sa mismong adlaw sa pag-file, pinaagi sa ex parte determination (bisan wala pa ang pikas partido).
• Kung wala ang Punong Barangay, usa ka Barangay Kagawad ang pwede modawat ug mo-isyu sa BPO. Sa ingon nga kahimtang, kinahanglan nga ang Kagawad maghatag og attestation nga dili available ang Punong Barangay sa panahon sa pag-isyu.

𝗨𝗻𝘀𝗮 𝗸𝗮𝗱𝘂𝗴𝗮𝘆 𝗮𝗻𝗴 𝗯𝗶𝘀𝗮 𝘀𝗮 𝗕𝗣𝗢?
• Ang BPO valid sulod sa kinse (15) ka adlaw gikan sa adlaw sa pag-isyu niini.

Walay lugar ang pagmaltrato batok sa kababayen-an ug kabataan sa atong mga barangay. Ang barangay adunay dakong papel isip unang dangpanan sa mga biktima sa VAWC — alang sa ilang proteksyon, suporta, ug pag-atiman.

The City Government of Ormoc, in collaboration with the Barangay Affairs Office, Liga ng mga Barangay - Ormoc City Chapter, Public Attorney’s Office - Ormoc, Rotary Club of Ormoc, and the Department of the Interior and Local Government (DILG), is honored to host the “Revitalizing Local Justice System: A Capacity Enhancement for Ormoc City's Katarungang Pambarangays.”

This LTIA Training Program is designed to enhance understanding of the Katarungang Pambarangay Law, with a particular emphasis on the administration of Lupong Tagapamayapa and effective dispute resolution. The program aims to train Lupon Members in mediation techniques, promote equitable barangay justice, and alleviate court congestion.

All Lupon Members of Ormoc City are encouraged to attend via Zoom and FB Live.

The Lupong Tagapamayapa conducted their monthly meeting where they discussed ways to resolve disputes through Conciliation via the Pangkat Tagapagkasundo. They also approved the repudiation, Ex*****on, and issuance of the Certificate to File Action after watching a Video Presentation during the zoom meeting organized by DILG Region 8.
