School Leaders Institute Conducts Capacity-Building Training for School Leaders

ORMOC CITY — The School Leaders Institute (SLI) of the Division of Ormoc City conducted a three-day training program titled “Managing Conflict, Curating Image: A Training Program for School Leaders in Difficult Conversations and Media Presence”, September 1-3, 2026.

The activity is implemented in partnership with the Local Government Unit of Ormoc City and funded through the Special Education Fund (SEF).

Designed to align with the core objectives of the School Leaders Institute, the training aims to empower school heads to manage their schools more effectively by strengthening their competencies in conflict resolution, handling difficult conversations, and maintaining professional media presence — critical skills in today’s dynamic educational landscape.

SDS Dr. Carmelino P. Bernadas, Schools Division Superintendent and proponent of Project EXCELLED, underscored the vital role of the initiative in building the capabilities of school leaders.
“Effective leadership goes beyond managing instruction and facilities — it requires the ability to navigate conflicts with wisdom and communicate with clarity and professionalism. This training equips our school heads with the tools they need to lead with confidence, uphold the institution’s reputation, and serve as effective partners in the community,” said SDS Bernadas.

The program forms part of the broader Project EXCELLED — the division’s flagship leadership development initiative — and reflects the strong collaboration between the DepEd Division of Ormoc City and the LGU in investing in the continuous professional growth of school administrators.

Participants expressed optimism that the knowledge and strategies gained would be immediately applied in resolving school-level conflicts, engaging stakeholders, and projecting a positive and credible public image for their respective schools.

LGU Ormoc Local School Board Approves Project LUCY 4.0

ORMOC CITY — In a significant move to uplift the academic performance of learners in the city, the Local School Board (LSB) of Ormoc City, chaired by Hon. Lucy Torres-Gomez, City Mayor, and co-chaired by SDS Dr. Carmelino P. Bernadas, formally approved the implementation of Project LUCY 4.0 during its special meeting held on September 1, 2026 at Ormoc City Mayor's Conference room, Ormoc City.

During the session, Dr. Abel M. Dayandayan, Education Supervisor in Science, presented the rationale and purpose of the project, outlining how the initiative would directly benefit learners and support the division’s goals in foundational skills development.

Project LUCY 4.0 is a targeted intervention program designed to provide financial assistance to identified struggling learners, enabling them to fully participate in specialized remediation activities focused on Reading and Numeracy — two foundational skills critical to student success.

Through this initiative, qualified learners will receive financial support to remove barriers that may hinder their attendance and engagement in scheduled intervention programs. The assistance is intended to help cover necessary expenses so that students can focus on improving their literacy and numeracy competencies.

Education officials led by Dr. Carmelino P. Bernadas expressed gratitude to LGU Ormoc City for its unwavering commitment to education and for championing this initiative. The approval underscores the strong partnership between the local government and the schools division in ensuring that no learner is left behind.

Implementation of Project LUCY 4.0 is set to begin immediately, with identified beneficiaries to be notified through their respective schools. The program is expected to benefit 782 learners across public elementary schools in Ormoc City.
