The 17th Sangguniang Panlungsod has enacted the ordinance granting the renewal of the legislative franchise for VS Grand Tours Corporation to continue operating its privately-owned van terminal. The terminal, located at the corner of Rizal and Carlos Tan Streets, was granted the renewal following a favorable endorsement from City Mayor Lucy Torres-Gomez and a certification of compliance from the Van Terminal Accreditation Committee. Authored by Councilor Eusebio Gerardo Penserga, Ordinance No. 219, Series of 2026, ensures the facility remains operational under the guidelines set by previous local mandates governing public transport terminals.

Under the provisions of the new ordinance, the franchise is valid for a minimum of six (6) years from the effectivity of the Ordinance, subject to strict adherence to maintenance and safety standards. The grantee is required to maintain separate restrooms for male, female, and disabled passengers, ensure all loading and unloading occurs exclusively within the terminal premises, and prohibit on-site vehicle repairs. To ensure continued compliance with Ordinance No. 038, Series of 2017, the terminal will undergo inspections at least twice a year, with the local council reserving the right to cancel the franchise should the corporation commit a third offense against the stipulated regulations.

The Barangay Council of Cogon has enacted an ordinance institutionalizing the accreditation and participation of civil society organizations (CSOs) in local governance and in the utilization of village funds, based on a resolution passed during its regular session on May 12, 2026.

Under Resolution No. 2026-158, the council adopted Barangay Ordinance No. 001, series of 2026, which sets the guidelines for the accreditation, recognition, and participation of CSOs in barangay governance. The resolution cited provisions of the Local Government Code of 1991 and Department of the Interior and Local Government memoranda supporting CSO involvement in local decision-making and development programs.
