𝗕𝗔𝗟𝗔𝗡𝗚𝗔 𝗖𝗜𝗧𝗬 𝗝𝗔𝗜𝗟 𝗣𝗘𝗥𝗦𝗢𝗡𝗡𝗘𝗟 𝗦𝗨𝗣𝗣𝗢𝗥𝗧 𝗕𝗥𝗜𝗚𝗔𝗗𝗔 𝗘𝗦𝗞𝗪𝗘𝗟𝗔 𝟮𝟬𝟮𝟲

Through the initiative and leadership of JCINSP FRED A. PAYAP-A, Warden, personnel of Balanga City Jail actively participated in Brigada Eskwela 2026, demonstrating their commitment to community service and support for quality education.

On June 2, 2026, Balanga City Jail personnel conducted cleaning activities and distributed school supplies at MP Cuaderno Elementary School, helping prepare students and school facilities for the opening of classes.

Likewise, on June 4, 2026, personnel rendered voluntary service at E. Bernabe Elementary School through the painting and refurbishment of school chairs, contributing to a more conducive and comfortable learning environment for learners.

These meaningful activities reflect the Balanga City Jail's dedication to fostering stronger partnerships with educational institutions and the community while promoting the values of volunteerism, cooperation, and social responsibility.

Balanga City Jail remains steadfast in supporting programs that help shape a brighter future for the youth and strengthen community development.

📢 MEMORANDUM OF AGREEMENT SIGNING CEREMONY

The Balanga City Jail, headed by JCINSP FRED A. PAYAP-A, WARDEN, and Bataan Peninsula State University (BPSU), led by DR. RUBY B. SANTOS-MATIBAG, UNIVERSITY PRESIDENT, formally signed a Memorandum of Agreement (MOA) signifying a meaningful partnership aimed at supporting the welfare and rehabilitation programs of persons deprived of liberty (PDLs) under the custody of this unit.

The agreement covers the donation of various items from BPSU to the Balanga City Jail, further strengthening collaborative efforts in promoting humane custody, education, and community engagement. This initiative reflects the shared commitment of both institutions to foster positive change, enhance rehabilitation opportunities, and contribute to the holistic development of PDLs.

The Balanga City Jail extends its sincere gratitude to DR. RUBY B. SANTOS-MATIBAG and the entire BATAAN PENINSULA STATE UNIVERSITY community for their generosity and unwavering support. Likewise, under the leadership of JCINSP FRED A. PAYAP-A, this partnership highlights the importance of collaboration in advancing rehabilitation and reintegration efforts.

📢 Community Empowerment Through Skills Training and Health Services 🌱💎

With the guidance and support of JCINSP FRED A. PAYAP-A, the Balanga City Jail Development Team continues to strengthen community engagement through meaningful partnerships and outreach initiatives.

JO3 Lexalene L. Almario and JO1 Luigie E. Dagal facilitated a Beaded Bonsai Training for the residents of Pilar, an activity requested by the Department of Trade and Industry (DTI Bataan). The training equipped participants with practical skills in creating beaded bonsai, fostering creativity while providing opportunities for livelihood development and income generation.

As part of the activity, JO3 Ireneo L. Quiambao II, Jail Nurse, also conducted blood pressure monitoring for all participants to promote health awareness and ensure their well-being during the training.

This collaborative initiative highlights the commitment of Balanga City Jail to empowering communities through skills enhancement, health promotion, and strong partnerships with government agencies and stakeholders.

📢 TUPAD Orientation Conducted for Persons Deprived of Liberty (PDLs)

The Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) orientation was successfully conducted for the Persons Deprived of Liberty (PDLs) of Balanga City Jail and Dinalupihan Municipal Jail.

The activity was led by Gerard Cagang and Joshua Reyes, who provided valuable information regarding the TUPAD program, its objectives, qualifications, and the opportunities it offers to disadvantaged workers.

This orientation aims to equip PDLs with knowledge about available livelihood and employment assistance programs, supporting their rehabilitation and preparation for reintegration into the community.

We extend our sincere appreciation to Department of Labor and Employment Bataan for their continued commitment to empowering individuals through meaningful employment and livelihood opportunities.

BALANGA CITY JAIL SHOWCASES PDL-MADE PRODUCTS AT 3-DAY TRADE FAIR

The personnel of Balanga City Jail headed by JCINSP FRED A. PAYAP, Warden proudly participated in the 3-Day Trade Fair held on May 19–21, 2026 at WALTERMART BALANGA with the theme, “Strong Moms, Build Strong Businesses.”

The activity was facilitated by DEPARTMENT OF TRADE AND INDUSTRY BATAAN led by EILEEN OCAMPO, Provincial Director.

During the event, Balanga City Jail proudly showcased various products personally made by the Persons Deprived of Liberty (PDLs) as part of their livelihood and rehabilitation program. These handcrafted products reflect the creativity, hard work, and determination of the PDLs in developing productive skills and preparing for their reintegration into society.

The participation of BCJ in this activity highlights its continued commitment to rehabilitation, empowerment, and community support through sustainable livelihood initiatives.

🎓⚡ EIM NC-II Graduation Ceremony for PDLs Successfully Conducted ⚡🎓

A successful Graduation Ceremony for the trainees of Electrical Installation and Maintenance National Certificate II (EIM NC-II) was held on May 20, 2026, for the Persons Deprived of Liberty (PDLs) from Balanga City Jail and Dinalupihan Municipal Jail, in partnership with TESDA.

This meaningful event highlights the commitment of both jail facilities and TESDA in providing skills training and opportunities for personal growth, rehabilitation, and reintegration into society.

Training accomplishments:
🔹 Balanga City Jail – 10 graduates, with 5 successfully passing the assessment
🔹 Dinalupihan Municipal Jail – 13 graduates, with 4 passing the assessment and 9 completing the training

The ceremony was graced by distinguished guests including Mr. Rolando S. Rojas, Chief of Staff of the Bataan 3rd District Representative; Mr. Ralph Matthew Bertulano and Ms. Harley Duero of TESDA Regional Training Center – Mariveles, Bataan; and TESDA Trainer Mr. John Patrick Jaraba.

Also present were JCINSP Fred A. Payap-a, City Jail Warden, and JINSP Norlan Del Rosario, Municipal Jail Warden, together with the families and loved ones of the graduates who continuously provided support and encouragement throughout the training.

The Electrical Installation and Maintenance (EIM) NC II Assessment for Persons Deprived of Liberty (PDLs) was successfully conducted at Balanga City Jail under the leadership of JCINSP FRED A. PAYAP-A, Warden together with Dinalupihan Municipal Jail.

This meaningful activity aims to equip PDLs with valuable technical skills and nationally recognized certification opportunities that can help them build a better future and improve their chances for productive reintegration into society.
