The National Historical Commission of the Philippines (NHCP), the national agency mandated with promoting our countryโ€™s history and preserving our rich cultural heritage, strongly condemns and refutes the recent Chinese claims over Palawan Island as seen from a social media post circulating in Weibo and other Chinese social media platforms.

The post falsely states that the island of Palawan was once theirs and they have governed it for one thousand years, but the Philippines claims jurisdiction and has named it Palawan. The post originated from the Rednote app, an app similar to Tiktok, and adds that the island should be returned to China. In the contested claim, Palawan island was called โ€œZheng He Islandโ€ after the famous Chinese explorer and seafarer who travelled the seas and oceans of Asia from the 1300s to the 1400s. It is necessary to note that exploration does not equate to sovereign ownership. There exists no evidence to support the settlement of a permanent Chinese population in Palawan which has been continuously populated since 50,000 years ago through archeological data.

From a historical perspective, no accounts of Chinese settlement were seen in available documents, as early as 1521, through the accounts of Italian chronicler Antonio Pigafetta who was part of the first circumnavigation of the world. Palawan was populated by communities of similar cultural affinity with the rest of our archipelago. The head of the expedition had, in fact, made a blood compact with the chief of the community that the NHCP recognized to be in the present day Sitio Tagusao, Brookeโ€™s Point, Palawan. This does not, however, preclude the existence of trade relations as our ancestors have, as we are at present, been trading with our neighbors for millennia.

In years since then, historical maps from various European cartographers from the 1500s to the 1800s recognized the inclusion of Palawan Island in the Philippine archipelago as administered by the Sultanate of Sulu and the Spanish Captain-Generalcy of the Philippines. Later, the 1898 Treaty of Paris, amended by the 1900 Treaty of Washington, clearly defined the areas that would become our republicโ€™s territory in the present day.

Neither does vassalage by a predecessor nation equate to sovereign rule in the present day. Early Filipino polities in Luzon, Visayas, and Mindanao were, at one point or another, closely connected to sultanates and rajahnates in other parts of Southeast Asia. However, our neighbors do not claim sovereignty over Philippine territory over baseless and inaccessible historical fiction. The historical fact clearly and convincingly shows that the Philippines and its predecessor state actors have always exercised sovereignty over our archipelago and over Palawan in particular. No other state contests this fact. Not one. This has been accepted by the international community for more than a century. In the said period, the Chinese state has flip-flopped on its claims that culminated in the infamous Nine-Dash Line which was soundly declared illegal by the Permanent Court of Arbitration through the 2016 arbitral ruling.

The NHCP stands by the policy of the rest of the Philippine Government that not one inch of Filipino sovereign territory is for sale, nor can any be claimed by states that purport to be our friends yet continue to undermine regional stability through the reprehensible use of questionable historical data. Palawan is and will always be Filipino.

The Philippine Navy ships BRP Jose Rizal (FF150) and BRP Gregorio Del Pilar (PS15) recently completed the 1st Maritime Cooperative Activity with the French Navy vessels FS Alsace (D656) and aircraft carrier CVN Charles De Gaulle(R91).

The exercise featured various operations, including Personnel Transfer, Division Tactical Maneuvers (DIVTACS), Photographic Exercise (PHOTOEX) and Coordinated Anti-Submarine Warfare Exercises (CASEX)1. These drills aimed to strengthen naval cooperation, enhance interoperability, and improve coordination among the participating navies.

This maritime exercise marks a significant step forward in bolstering maritime security cooperation between the Philippine Navy and the French Navy, improving their readiness and interoperability across a range of naval operations.

Philippines, France Strengthen Bilateral Defense thru Maritime Cooperative Activity

CAMP AGUINALDO, Quezon City -- The Armed Forces of the Philippines (AFP) and the French Navy engaged in a Maritime Cooperative Activity (MCA) on February 21, marking the AFP's third consecutive week of joint maritime activities in the West Philippine Sea, within the joint operational area of Northern Luzon Command.

The Philippine and French forces collaborated in a series of activities designed to enhance their interoperability, communication, and defense capabilities.

The Philippine assets involved in this MCA include: the BRP Jose Rizal (FF150), BRP Gregorio del Pilar (PS15), C90 aircraft, two FA50s, and Philippine Air Force Search and Rescue (SAR) units.

On the French side, the French Navyโ€™s Aircraft Carrier Charles De Gaulle (R91), Fregate Europeenne Multi-Mission Destroyer Provence (D652), Force Supply Vessel Jacques Chevallier (A725), Air Defense Destroyer Forbin (D620), and Aquitaine-class frigate Alsace (D656) participated in the exercise.

The series of drills include Communications Check Exercise (COMMEX), Division Tactics/Officer of the Watch (DIVTACS/OOW) maneuvers, Photo Exercise (PHOTOEX), Replenishment at Sea, personnel exchange through rigid hull inflatable boats, Anti-submarine warfare exercises, and Dissimilar Aircraft Combat Training.

The successive conduct of MCA with other like-minded nations underscores the growing international focus on maritime security in the West Philippine Sea and aims to strengthen interoperability and defense capabilities among ally and partner nations.

The OCF Seamanship Skills Challenge tested the crew's proficiency and skills in Morse Code, Line Throwing, Flag Hoisting, Knot Tying, Naval Warfare Challenge and Assembly Disassembly of small arms.

Their participation in the challenge showcased their high level of competence and preparedness for diverse maritime operations.

She came late because she has to take removal exams in Mathematics. This means she couldnโ€™t go on breaks.
She ordered double shot of espresso to keep her awake but to no amount, she still dozes from time to time.

She told me that she was not doing well in academics. Not that itโ€™s hard but because she always fell asleep.
There were many times that she couldnโ€™t even finish writing her name in the test papers and would submit it with marks of saliva.
I told her that I do not fall asleep in my classes now and that I sometimes top the courses. I even gave several lectures in many topics which I realized were surprisingly easy.

She told me that she will endure everything to support the education of her younger siblings
I told her that my siblings are all professionals now and I am saving for my further studies
She told me that she has to save so they wouldnโ€™t be a burden to her relatives
I told her that we got a comfortable place to stay with many dogs.

Her phone vibrated and she opened her keypad phone. I told her that I am using iPhone, iPad and MacBook in my work.
I saw envy in her eyes when she saw the pictures of my travels.
I told her that I could afford to travel anywhere in the Philippines and abroad

I asked what branch of service does she intend to join. She has no idea at the moment, she replied.
I told her that I am one of the few female surface warriors navigating the Philippine Navyโ€™s flagship and narrated all my adventures at sea. That was the first time she learned about the navy.

She mentioned having difficulties in physical activities due to her knee injury.
I told her that someone helped me secure a free surgery and I could now run marathons without pain.

She said she has to leave early because thereโ€™s a termination of leaves and privileges.
I told her nothing changes, we still strictly adhere to time.

I looked at her and saw all the struggles she went through. Every dream she has and every plans she wants to pursue, I noted them all. Before we said goodbye, I hugged her and said three things:

1. Never give up, magiging snappy ka din
2. Never lose your morale compass
3. Isiah 43:2
