Strengthening Land Use Governance: DAR Romblon conducts Cascading on Land Use Conversion Exemption
ODIONGAN, ROMBLON — The Department of Agrarian Reform Provincial Office of Romblon conducted a cascading activity on DAR Land Use Conversion Exemption on May 19, 2026, at the Skyluxe Hotel in Odiongan, Romblon, attended by key personnel and local government unit representatives (MPDC and Municipal Assessor).
The program commenced with the registration of participants, followed by the opening prayer and singing of the National Anthem. Afterwards, Engr. Rogelio D. Madarcos, CESO V, PARPO II, represented by Atty. Sharon Terrie P. Balagot, OIC – Chief Legal, delivered the welcome remarks, emphasizing the importance of reinforcing the proper implementation of land use policies in the province.
The substantive portion of the program featured two major topics, both presented by Atty. Reparado B. Galos III, Provincial Agrarian Reform Adjudicator.
The first topic centered on the DAR rules governing CARP Exemption, offering participants essential legal guidance on land use conversion exemptions under agrarian reform laws.
Following a short break, the session resumed with the second topic, which focused on DAR Rules on Land Use Conversion. This explored the key criteria used in evaluating exemption applications and understanding how the technical and legal factors collectively influence exemption determinators.
Subsequently, an Open Forum and Question and Answer segment allowed participants to raise concerns, seek clarifications, and engage with the resource speaker on the topics discussed.
The activity was formally closed by the Chief Administrative Officer, Mark Anthony M. Reyes, who expressed appreciation to the resource speaker, participants, and organizers for their commitment to continuous learning and policy advocacy.
The activity on is part of the agency’s continuing efforts to ensure that all personnel and partner stakeholders are equipped with the most current legal knowledge and policy guidelines.
