Barangay Agrarian Reform Committee (BARC) Reorganization

The Program Beneficiaries Development Division of Department of Agrarian Reform Provincial Office – Romblon, led by CARPO Cosme Jaime M. Mendoza, successfully facilitated the reorganization of the Barangay Agrarian Reform Committee (BARC) of Barangay Hinagoman.

The BARC is composed of various representatives, including agrarian reform beneficiaries and landowners, with designated voting and non-voting members. It is established to help facilitate the implementation of the Comprehensive Agrarian Reform Program (CARP) at the community level, particularly in land acquisition and distribution, as well as in the resolution of agrarian disputes. Its functions include verifying beneficiaries, mediating disputes, and ensuring farmers’ access to support services.

Upon completion of the BARC reorganization targets, the newly elected representatives will participate in a mass oath-taking ceremony and undergo a series of capacity-building trainings to further strengthen their knowledge of their roles and responsibilities.

The Provincial Agrarian Reform Coordinating Committee (PARCCOM) convened on May 21, 2026, at the DARPO-Romblon Conference Room for their monthly meeting, providing monitoring updates on the implementation of the Comprehensive Agrarian Reform Program (CARP) in the province.

The gathering served as a vital platform for collaboration, transparency, and accountability, driven by a shared commitment to social justice and inclusive development.

Through collective action with partner agencies, PARCCOM continues to strengthen its role in ensuring that agrarian reform policies will benefit farmers and rural communities.

Strengthening Land Use Governance: DAR Romblon conducts Cascading on Land Use Conversion Exemption

ODIONGAN, ROMBLON — The Department of Agrarian Reform Provincial Office of Romblon conducted a cascading activity on DAR Land Use Conversion Exemption on May 19, 2026, at the Skyluxe Hotel in Odiongan, Romblon, attended by key personnel and local government unit representatives (MPDC and Municipal Assessor).

The program commenced with the registration of participants, followed by the opening prayer and singing of the National Anthem. Afterwards, Engr. Rogelio D. Madarcos, CESO V, PARPO II, represented by Atty. Sharon Terrie P. Balagot, OIC – Chief Legal, delivered the welcome remarks, emphasizing the importance of reinforcing the proper implementation of land use policies in the province.

The substantive portion of the program featured two major topics, both presented by Atty. Reparado B. Galos III, Provincial Agrarian Reform Adjudicator.

The first topic centered on the DAR rules governing CARP Exemption, offering participants essential legal guidance on land use conversion exemptions under agrarian reform laws.

Following a short break, the session resumed with the second topic, which focused on DAR Rules on Land Use Conversion. This explored the key criteria used in evaluating exemption applications and understanding how the technical and legal factors collectively influence exemption determinators.

Subsequently, an Open Forum and Question and Answer segment allowed participants to raise concerns, seek clarifications, and engage with the resource speaker on the topics discussed.

The activity was formally closed by the Chief Administrative Officer, Mark Anthony M. Reyes, who expressed appreciation to the resource speaker, participants, and organizers for their commitment to continuous learning and policy advocacy.

The activity on is part of the agency’s continuing efforts to ensure that all personnel and partner stakeholders are equipped with the most current legal knowledge and policy guidelines.

Sa pangunguna ni CARPO Cosme Jaime M. Mendoza ng Program Beneficiaries Development Division, nagsagawa ang DARPO-Romblon ng serye ng koordinasyon sa mga barangay ng bayan ng Concepcion upang makakalap ng mahahalagang datos mula sa Barangay Development Plan—isang mahalagang hakbang sa patuloy na pag-update ng Agrarian Reform Community Development Plan ng Maestre De Campo Special ARC.

Mainit at buong pusong tinanggap ni Mayor Nicon F. Fameronag ang grupo ng DAR at agad na naglaan ng suporta mula sa mga kawani ng munisipyo upang maging maayos at mabilis ang pagsasakatuparan ng mga layunin ng programa. 🤝

Bukod dito, naging bahagi rin ang DARPO-Romblon sa isinagawang General Assembly ng Maestre De Campo Agrarian Reform Cooperative (MADECO), kasama ang isang makabuluhang capacity building training na naglalayong higit pang palakasin ang kakayahan ng mga samahan at benepisyaryo sa isla. 📚🌱

Sa patuloy na pagtutulungan at pagkakaisa, inaasahang sisibol at lalago sa lalong madaling panahon ang Sibale Agri-Micro Finance Incorporated (SAMIN)—isang panibagong pag-asa tungo sa mas matatag at mas maunlad na kabuhayan para sa mga magsasaka at mamamayan ng Sibale. 🌾
