🚀 Proving that digital transformation knows no boundaries.

Despite being a 5th Class Municipality, LGU Santa Maria, Romblon continues to demonstrate its commitment to innovation and good governance by embracing digital transformation initiatives, including the adoption of the Philippine National Public Key Infrastructure (PNPKI).

As part of the eLGU Users Training, the DICT Romblon Provincial Office also conducted a PNPKI Orientation, Users Training, and Cybersecurity Awareness Session on August 3, 2026, facilitated by Resource Person Mr. Oliver Musca Jr.

The activity equipped officials and personnel with essential knowledge on digital signatures, secure online transactions, and cybersecurity best practices—key components in building a more secure, efficient, and citizen-centered government.

LGU Santa Maria's willingness to adopt emerging digital technologies proves that meaningful digital transformation is not defined by the size or income classification of a municipality, but by its vision and commitment to better public service.

𝗘𝗟𝗚𝗨 𝗦𝗬𝗦𝗧𝗘𝗠 𝗗𝗘𝗣𝗟𝗢𝗬𝗠𝗘𝗡𝗧: 𝗔𝗗𝗠𝗜𝗡 𝗧𝗥𝗔𝗜𝗡𝗜𝗡𝗚 𝗔𝗡𝗗 𝗦𝗬𝗦𝗧𝗘𝗠 𝗦𝗘𝗧-𝗨𝗣

The Department of Information and Communications Technology (DICT) – Romblon successfully conducted a five-day eLGU System Deployment: Admin Training and System Set-Up for the Local Government Unit of Sta. Maria, Romblon, held at the LGU Sta. Maria from August 3 to 7, 2026. This intensive activity aimed to equip local personnel with the necessary technical skills to utilize modern technology for faster and more efficient public service, in line with the Ease of Doing Business (EODB) Act.

Through hands-on sessions, participants engaged in in-depth discussions on managing the Electronic Local Government Unit (eLGU) System and its integration with the eGovPH App. To ensure system reliability and readiness for live operations, the team successfully conducted a comprehensive User Acceptance Testing (UAT) and a practical dry run on the final day. The training emphasized proper configuration to ensure that transactions—from business permits to civil documents become seamless, transparent, and more accessible to the public.

The LGU of Sta. Maria is highly commended for its proactive initiative and commitment to digitalization. This effort is a crucial step in implementing RA 11032, or the Ease of Doing Business (EODB) Act, which aims to reduce red tape and accelerate government processing. This initiative highlights DICT Romblon’s dedication to modernizing the province. By empowering local offices, DICT Romblon continues to ensure that every citizen experiences fast, honest, and reliable government transactions.

The DICT Romblon Provincial Office successfully facilitated the Cybersecurity Awareness and eLGU Building Permit and Certificate of Occupancy (BPCO) Users Training for the Municipality of San Andres, Romblon on July 22-23, 2026.
This initiative aimed to capacitate LGU personnel on the BPCO module—designed to digitize and streamline local building permits and certificates of occupancy—while equipping them with critical data security strategies. Participants underwent hands-on training on end-to-end workflows to ensure operational readiness.
The BPCO System enables constituents to:
-Apply online for building permits and certificates of occupancy
-Track the status of their applications
-Receive approvals and updates electronically

On July 21, 2026, the Department of Information and Communications Technology (DICT) Romblon Provincial Office solidified its commitment to digital transformation by joining the official launch of the Department of Trade and Industry’s (DTI) PalengQR PH Plus Program under the "Digitally Nation" initiative at the Odiongan Covered Court. With Odiongan marking its milestone as the second municipality in Romblon and the 12th in the MIMAROPA region to adopt the program, DICT Romblon stood alongside local leaders and partner agencies to drive digital financial inclusion to the grassroots level.

To support the transition to a cashless economy, DICT Romblon showcased the eGov PH mobile application at its information booth and spearheaded afternoon learning sessions at the Municipal Hall for local MSMEs and tourism enterprises. During these sessions, DICT personnel empowered merchants with Cybersecurity Awareness to protect their businesses from scams like phishing and deepfakes, while providing comprehensive training on Digital Branding and Marketing to help local entrepreneurs effectively navigate artificial intelligence (AI) tools, build brand identities, and expand their reach online.

The Department of Information and Communications Technology (DICT) Romblon Provincial Office is proud to announce the successful completion and graduation of thirty (30) scholars of the DICT SPARK General Virtual Assistance 2.0 Technical Training, held on July 16, 2026 at the Bulwagan, Municipal Hall of Odiongan, Romblon.

The graduation ceremony marks the culmination of a comprehensive training program that included an Orientation, five (5) days of Face-to-Face Hands-On Technical Training at the CCMADI Building of Romblon State University, five (5) days of Online Training via Zoom, a ten (10)-day Online Campaign, and a final assessment — all aimed at equipping the scholars with in-demand digital skills for online employment and livelihood opportunities.

The thirty (30) graduating scholars, all residents of Odiongan, have successfully completed the program and are now certified and work-ready General Virtual Assistants, prepared to take on the demands of the digital economy and contribute to the socio-economic development of their community. This milestone is a testament to the dedication, perseverance, and commitment of the scholars who chose to invest in themselves and embrace the opportunities offered by the digital world. 🌟🔥

DICT Romblon extends its sincerest gratitude to its partner agencies whose generous support and collaboration made this program a resounding success — the Local Government Unit of Odiongan led by Mayor Roger Q. Fodra, for their steadfast partnership and support in advancing the welfare and digital capabilities of the constituents of Odiongan, Romblon State University, represented by Dr. Catherine Bhel Aguila, for graciously providing the CCMADI Building as the training venue and for their invaluable institutional support throughout the conduct of the program; and the Provincial Government of Romblon led by Governor Trina Alejandra Firmalo-Fabic, for her unwavering commitment to digital empowerment and inclusive development across the province. 🤝

The 𝗗𝗜𝗖𝗧 𝗠𝗜𝗠𝗔𝗥𝗢𝗣𝗔 𝗖𝘆𝗯𝗲𝗿𝘀𝗲𝗰𝘂𝗿𝗶𝘁𝘆 𝗕𝘂𝗿𝗲𝗮𝘂 invites all schools in the MIMAROPA Region to participate in the ASEAN-Japan Cybersecurity Awareness Video Competition 2026 – MIMAROPA Regional Competition. Schools are encouraged to submit student-created videos that are educational, intended for the general public, and promote awareness on a specific aspect of cybersecurity.
The Top 3 video entries will be recognized and awarded, while the Top 1 winning video will represent the MIMAROPA Region at the national level, with the opportunity to advance to the international stage. Submission of entries is open until July 31, 2026.
