𝟏𝟐𝟑 𝐏𝐞𝐭𝐬 𝐑𝐞𝐜𝐞𝐢𝐯𝐞 𝐅𝐫𝐞𝐞 𝐒𝐩𝐚𝐲 𝐚𝐧𝐝 𝐍𝐞𝐮𝐭𝐞𝐫 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬 𝐢𝐧 𝐍𝐮𝐞𝐯𝐚 𝐕𝐚𝐥𝐞𝐧𝐜𝐢𝐚

A total of 123 pets received free spay and neuter services during an activity conducted by the Office of the Municipal Agricultural Services (OMAS) on September 13, 2026, at the OMAS Building in Poblacion, Nueva Valencia, Guimaras.

The activity, conducted in partnership with the Biyaya Animal Care Foundation and in coordination with the Provincial Veterinary Services Office (PVSO), benefited the pet owners of 56 cats and 67 dogs. Among the cats, 27 were spayed and 29 neutered, while 35 dogs were spayed and 32 neutered.

According to OMAS, spaying and neutering used surgical sterilization to prevent reproduction and are among the responsible measures that benefit pets, communities, and animal welfare. The activity provided pet owners with access to free, safe, humane, and responsible surgical procedures.

Further, OMAS said the initiative also seeks to promote responsible pet ownership, help reduce the population of stray and unwanted animals, and contribute to animal welfare and the protection of public health within the community.

The initiative forms part of the municipality’s efforts, together with its partner veterinary organizations, to promote responsible pet ownership and support animal population management in the community.

The Municipal Social Welfare and Development Office (MSWDO) conducted a two-day Comprehensive Barangay Juvenile Intervention Program (CBJIP) Training on September 2-3, 2026, aimed at strengthening the capacity of Barangay Councils for the Protection of Children (BCPCs) to deliver responsive child protection and juvenile intervention programs at the community level.

The training gathered BCPC members composed of Punong Barangays, barangay secretaries, and Kagawad incharge of social services across the 22 barangays in the municipality. By strengthening the knowledge and skills of these frontline community leaders, the activity seeks to improve the barangays’ ability to identify risks, respond to children’s needs, and implement appropriate interventions within their communities.

Anchored on Republic Act No. 9344, or the Juvenile Justice and Welfare Act, as amended by Republic Act No. 10630, the training highlighted the barangay’s responsibility in protecting children and addressing the needs of Children at Risk (CAR) and Children in Conflict with the Law (CICL). Participants were oriented on key principles and approaches, including child protection, diversion, restorative justice, and community-based intervention.

A key focus of the activity was the development and implementation of a Comprehensive Barangay Juvenile Intervention Program responsive to the specific circumstances and needs of each community. Through stronger BCPCs, barangays are better positioned to establish preventive measures, provide timely interventions, and create supportive environments that promote the welfare, rehabilitation, and reintegration of children.

In his message, Mayor Emmanuel C. Galila noted that the training was particularly timely amid recent reports of cases involving the youth. He encouraged the participants to translate the knowledge gained into policies and interventions at the barangay level, and bring the lessons from the training back to their respective communities while underscoring the need for sustained and collaborative efforts in child protection.

“Paagi sa sini nga program kabay nga ang inyo matun-an makabulig sa inyo sa pagdihon sang mga policies kag interventions sa inyo nga level kay kamo gid ya ang frontliners sa pag-atubang sang sini nga mga kaso,” Mayor Galila said.

He further stressed that addressing concerns involving children should be a shared responsibility, with barangays working together not only in resolving problems but also in developing programs that promote the welfare and development of the municipality’s children. “Bululigay kita indi lang sa pagsolbar sang problema, kundi pati sa mga programa para sa aton kabataan,” he said.

The initiative underscores the MSWDO’s commitment to strengthening community-based child protection and juvenile justice mechanisms, recognizing that effective intervention begins at the local level. By empowering BCPCs with the capacity to plan and implement appropriate programs, the municipality moves toward a more coordinated and responsive system that protects children, prevents further risks, and supports every child’s opportunity to grow in a safe and nurturing community.
