“PN-NSWF and BFAR Strengthen Partnership with Scuba Training Agreement and Dive Boat Blessing”⚓🌊

December 8, 2025 – The Philippine Navy–Naval Special Warfare Force (PN-NSWF) and the Bureau of Fisheries and Aquatic Resources (BFAR) officially strengthened their partnership with the signing of the Scuba Training Agreement, led by BFAR National Director Elizer S. Salilig and NSWF Acting Commander CAPT Julien Dolor, PN (GSC). The event, held at the NSWF Headquarters, featured welcome remarks, an overview of the training program, and photo documentation of the ceremony. The program continued with the awarding and blessing of BFAR’s dive boat, formally marking its turnover to the Philippine Navy–NSWF. The event was also attended by Ms. Rhoda S. Bacordo, OIC-BFAR NMFDC, and Mr. Pierre Easter L. Velasco, National Focal Person of the DA-BFAR F/B Pagbabago Livelihood Development Program.

The DA-BFAR F/B Pagbabago Livelihood Development Program successfully conducted its FY 2025 Year-End Review and FY 2026 Strategic Planning Workshop on December 2–5, 2025 at the BFAR-NMFDC, Navotas City. The four-day activity brought together program implementers, regional focal persons, and key stakeholders to assess the year’s accomplishments, identify operational gaps, and consolidate insights essential for strengthening the delivery of services to fisherfolk beneficiaries.

The workshop also served as a venue for formulating strategic directions and priority actions for FY 2026, ensuring that the program remains aligned with national fisheries development goals and continues to advance inclusive, sustainable, and community-driven livelihood initiatives across coastal communities.

Opening Program of the 50th Batch Trainer's Training on the Construction, Repair and Maintenance of Fiberglass Reinforced Plastic (FRP) Boats

The training officially commenced at 8:00 AM on October 27, 2025, in Nueva Valencia, Guimaras, marking the start of a capacity-building initiative aimed at strengthening local fisheries management and livelihood development. Participants began the day with registration, attendance checking, and pre-assessment activities, setting a productive tone for the sessions ahead.

The program opened with a warm welcome message from Councilor Jun Galila of Nueva Valencia, who thanked the BFAR Central Office and participants for their support. Mr. Matt Doyola of BFAR Region 6, introduced the FB Pagbabago Program, highlighting its goals and implementation.

Ma’am Rhoda S. Bacordo, MGM, OIC-NMFDC, delivered an inspiring message highlighting the importance of the 47-footer FRP patrol boat to be provided, emphasizing its vital role in strengthening the municipality’s efforts to combat illegal, unreported, and unregulated (IUU) fishing.

The Awarding and Turnover Ceremony of Five (5) Units 30-Footer FRP Flat Boats was held at the BFAR Provincial Fisheries Office in Luna, Apayao.

This initiative aims to strengthen the capacity of local fisherfolk by providing durable fishing vessels that ensure their safety and efficiency in fishing operations.

September 27, 2025 - Closing Ceremony of the 49th Batch Trainer's Training on the Construction, Repair, and Maintenance of FRP Boats

The participants have successfully completed a 12-day training program under the supervision of personnel from the F/B Pagbabago Livelihood Development Program. Held at Don Pedro Village in Barangay Marulas, Valenzuela, the training aimed to enhance the participants' skills and knowledge in FRP boat construction and the production of FRP value-added products. Throughout the program, participants engaged in hands-on activities and practical learning experiences designed to promote self-sufficiency and community development.
