ICYMI | DILG KAWAYAN CONDUCTS AI LITERACY BARANGAY DOCUMENT DRAFTING TRAINING AMONG BARANGAY SECRETARIES

In a move to strengthen digital competencies and improve administrative efficiency at the grassroots level, the Department of the Interior and Local Government (DILG) Kawayan Field Operations Office conducted a two-day AI Literacy and Barangay Document Drafting Capacity-Building Activity for barangay secretaries on June 3–4, 2026 at the Local Government Unit Mayors Conference Hall Kawayan, Biliran.

The activity aimed to equip barangay secretaries with essential knowledge and practical skills in utilizing Artificial Intelligence (AI) tools and enhancing document preparation and records management in their respective barangays.

Serving as the resource person during the training was Kawayan Municipal Local Government Operations Officer (MLGOO) Dexter C. Narrido, who led discussions on the fundamentals of artificial intelligence, its emerging role in public service, and its practical applications in drafting official barangay documents.

The training also provided an opportunity for barangay secretaries to exchange experiences, discuss common challenges in document preparation, and explore innovative approaches to improving administrative operations within their respective barangays.

The conduct of the activity reflects DILG Kawayan's commitment to promoting digital transformation and capacity development among barangay officials, ensuring that local government personnel remain responsive, competent, and adaptive to the evolving demands of public service in the digital age.

PAGPTD, TWG CONVENES JOINT MEETING TO STRENGTHEN PEACE, SECURITY, DEVELOPMENT INITIATIVES

Department of the Interior and Local Government (DILG) Biliran Provincial Office actively participated in the Provincial Advisory Group for Police Transformation and Development (PAGPTD) and Technical Working Group (TWG) Joint Meeting held on June 4, 2026, at the Camp Andres P. Dadizon Compound Larrazabal, Naval, Biliran.

Representing DILG Biliran were Provincial Director Jesus P. Naquila together with Program Manager Blessie P. De Leon, who joined other members of the advisory group in discussing initiatives aimed at strengthening peace, security, and development efforts in the province.

During the meeting, members discussed several important agenda, including the crafting of a resolution for the inclusion of additional PAGPTD members to further enhance stakeholder participation and collaboration. Updates on the Biliran Provincial Police Office (BPPO) Firing Range Project were likewise presented, highlighting the progress of the facility intended to support the operational readiness and capability development of police personnel.

One of the key highlights of the meeting was the oath-taking ceremony of Mr. Ramil E. Velasco, a retired Philippine National Police (PNP) personnel, as a newly appointed member of the PAGPTD.

The Participation of DILG Biliran reaffirmed its commitment to foster stronger partnerships and collaborative governance in support of sustainable development, effective police transformation, and the maintenance of peace and order throughout the province.

READ | DILG: Four New Unified 911 Command Centers Now Fully Operational

The Department of the Interior and Local Government (DILG) on Thursday announced that four newly established Unified 911 Satellite Command Centers (SCCs) in Regions I, II, VI, and VIII are now fully operational, further strengthening the country’s emergency response network and bringing life-saving services closer to communities.

The simultaneous activation of the command centers in Ilocos Norte, Isabela, Iloilo, and Leyte marks another major step in the implementation of the country’s first-ever Unified 911 Emergency Response System, a flagship initiative of President Ferdinand R. Marcos Jr. aimed at ensuring that every Filipino can access emergency assistance quickly, wherever they may be.

For families facing medical emergencies, victims of accidents, communities affected by disasters, and citizens in distress, every second matters. The expansion of Unified 911 is designed to shorten response times, improve coordination among responders, and ensure that help reaches those who need it most.

According to the DILG, the establishment of the new command centers forms part of a broader strategy to decentralize emergency operations, strengthen inter-agency coordination, and build a more responsive and resilient emergency response system nationwide.

A key feature of the new facilities is the deployment of 21 dialect-sensitive Operators and Emergency Telecommunicators who are trained to communicate in the predominant languages spoken in their respective regions. These include Ilocano in Region I; Ilocano, Ibanag, and Yogad/Gaddang in Region II; Hiligaynon (Ilonggo) and Kinaray-a in Region VI; and Waray (Binisaya) and Cebuano in Region VIII.

The Department said language should never be a barrier during emergencies, particularly in situations where clear and immediate communication can mean the difference between life and death.

With the activation of the four new facilities, the total number of Unified 911 Command Centers nationwide now stands at six, including the National Command Center in Metro Manila and the Regional Command Center in Cebu.

The DILG also reported significant improvements in the performance of the Unified 911 system, with efficiency rates reaching 97.23 percent, up from 48.33 percent in 2024 and 70.71 percent during the initial stages of implementation in 2025.

Building on this momentum, the Department announced that four additional command centers are scheduled for establishment within the year as part of efforts to achieve a fully integrated national emergency response network.

Representing DILG Secretary Juanito Victor “Jonvic” C. Remulla Jr. during the simultaneous launching ceremonies, Philippine National Police Chief General Jose Melencio C. Nartatez Jr. said the Department remains committed to further strengthening local emergency response capabilities, including the provision of additional assets and support for local government units.

The Unified 911 Emergency Response System serves as the country’s centralized emergency hotline, allowing citizens to access police, fire, medical, and other emergency services through a single number, anytime and anywhere in the Philippines.

POC PROVINCIAL ASSESSMENT COMMITTEE MEETS FOR 2025 FUNCTIONALITY AUDIT

Biliran Provincial Assessment Committee (PAC) on Peace and Order Council (POC) convened for the 2025 POC Orientation and Audit on June 3, 2026, at the Department of the Interior and Local Government Biliran Provincial Office Function Hall Larrazabal, Naval, Biliran.

Chaired by the DILG Biliran Provincial Director Jesus P. Naquila together with the committee members coming from the Philippine National Police (PNP) Provincial Director PCol Alex F. Delos Santos, Bureau of Fire Protection (BFP) Planning Officer FO III Ma. Rose Namel L. Panis, Bureau of Jail Management and Penology (BJMP) Chief OPNS SJO I Alberto Samejon Jr., Philippine Drug Enforcement Agency (PDEA) Provincial Officer IAV Frederick J. Ocana, and Civil Society Organization (CSO) representatives Tiburcio A. Morales Jr. of APO BISLA and Ma. Mayonaise C. Monton of WORLD KALIPI.

The orientation provided members of the committee with updates on the policies, guidelines, and assessment criteria governing the functionality audit of local POCs. The activity aimed to ensure a standardized and objective evaluation process in assessing the performance of Local Government Units (LGU) in maintaining peace, security, and public order.

Following the orientation, the Provincial Assessment Committee conducted the 2025 Peace and Order Council Audit. Committee members carefully reviewed and validated the submitted documents and reports of the province's eight local government units to determine their compliance with the established functionality indicators.

The activity concluded with the signing of the Consolidated Report Forms and the Provincial Assessment Committee Resolution, formally declaring the provincial audit results and endorsing to the regional audit committee for validation and calibration.

The successful completion of the orientation and audit underscores the collaborative efforts of local government units, national government agencies, and civil society organizations in advancing effective and responsive peace and order governance throughout the province.
