NAVAL, Biliran – The Provincial Government of Biliran successfully concluded the Biliranon Kids: Summer Galaw 2026 Preliminary Culmination Program in the Municipalities of Naval, Kawayan, and Almeria, celebrating the talents, creativity, and athletic potential of Biliranon's young generation.
In his inspiring message, 𝙂𝙤𝙫𝙚𝙧𝙣𝙤𝙧 𝙍𝙤𝙜𝙚𝙡𝙞𝙤 𝙅. 𝙀𝙨𝙥𝙞𝙣𝙖 expressed his pride and gratitude to the children, parents, coaches, trainers, and organizers whose dedication made the program a success. He highlighted the enthusiasm, determination, and teamwork displayed by the young participants, reflecting the promise and potential of Biliran’s future leaders.
Governor Espina emphasized that initiatives such as Summer Galaw help build confidence, discipline, sportsmanship, and a strong sense of responsibility among the youth. He encouraged the children to continue dreaming big, developing their talents, and striving for excellence both in school and in life.
The program served as a meaningful celebration of friendship, learning, and achievement, showcasing the importance of investing in the next generation through sports, arts, and positive community engagement.

During the traditional Monday Flag Raising Ceremony held at the Biliran Provincial Capitol Grounds in Calumpang, Naval, Governor emphasized the importance of unity, dedication, and preparedness as the province approaches its first year under the current administration.
The Governor expressed gratitude to all Capitol employees for their continued commitment to public service and encouraged department heads to begin preparing and submitting their proposed 2027 budgets to ensure timely planning and effective implementation of future programs and projects.
He also reminded everyone to remain vigilant and proactive amid reports of a developing weather disturbance in the Pacific, urging offices to secure facilities and take necessary precautionary measures while there is still time.
As Biliran moves closer to celebrating a year of shared service and achievements, the Governor commended the workforce for their discipline, teamwork, and dedication to serving the people of the province.
“Let us continue working with diligence, understanding, and compassion for those who seek our help. Together, we can build a stronger and more progressive Biliran,” the Governor said.
The ceremony concluded with renewed optimism and commitment from employees to uphold excellence in public service and contribute to the continued growth and development of the Province of Biliran.

The Provincial Local Government Unit of Biliran, through the Office of the Provincial Agricultural Services (OPAS), strengthened its commitment to food security and farmer protection by convening key agricultural stakeholders for a high-level consultative meeting focused on “Super El Niño” preparedness and the implementation of the “Sagip Saka” initiatives.
The gathering united Irrigators Associations, Municipal Agriculturists, rice producers, cooperative leaders, and partner agencies in crafting proactive strategies to safeguard Biliran’s agricultural sector against the threats of extreme dry spells and climate challenges.
𝗚𝗼𝘃𝗲𝗿𝗻𝗼𝗿 𝗥𝗼𝗴𝗲𝗹𝗶𝗼 𝗝. 𝗘𝘀𝗽𝗶𝗻𝗮
reaffirmed the provincial government’s unwavering support for farmers, emphasizing that resilience, cooperation, and innovation are vital in protecting livelihoods and ensuring stable food production across the province.
Provincial Agriculturist Brian S. Sinangote led discussions on sustainable farming strategies, while representatives from the National Irrigation Administration and regional cooperatives highlighted efficient water management systems and stronger market linkages for local producers.
Through strengthened partnerships and unified action, Biliran continues to build a future where every farmer is empowered, every harvest is protected, and every community remains resilient despite climate uncertainties.

The Department of Information and Communications Technology (DICT) – Biliran Province Office warns all LGUs, Barangays, landowners, and the general public to remain vigilant against individuals or groups falsely claiming to be connected with DICT for cellular tower, satellite, or telecommunications projects.

DICT does NOT authorize any individual to collect money, processing fees, reservation fees, commissions, or payments in exchange for telecom-related transactions or “priority” tower projects.

Before entertaining any proposal, always verify the legitimacy of the person or company and require proper documents and authorization.
