Kaya Nanay, Tatay, Lolo, at Lola, maging maalam at mapagmatyag. Huwag maniwala agad sa mga maling impormasyon na nababasa o napapanood online.

✅TANDAAN: Ang bakuna kontra measles at rubella ay mahigit 50 taon nang nagbibigay proteksyon sa ating komunidad laban sa nakakahawang sakit at pagkamatay. Sumangguni sa inyong healthcare worker, Rural Health Unit o doktor para sa inyong mga katanungan.

On August 10, 2026, the Provincial Department of Health Office – Biliran proudly launched the 𝐥𝐚𝐮𝐧𝐜𝐡𝐞𝐝 𝐭𝐡𝐞 𝟐𝟎𝟐𝟔 𝐌𝐞𝐚𝐬𝐥𝐞𝐬-𝐑𝐮𝐛𝐞𝐥𝐥𝐚 𝐚𝐧𝐝 𝐕𝐢𝐭𝐚𝐦𝐢𝐧 𝐀 𝐒𝐮𝐩𝐩𝐥𝐞𝐦𝐞𝐧𝐭𝐚𝐥 𝐈𝐦𝐦𝐮𝐧𝐢𝐳𝐚𝐭𝐢𝐨𝐧 𝐀𝐜𝐭𝐢𝐯𝐢𝐭𝐲 (𝐌𝐑-𝐒𝐈𝐀) in Caibiran, Biliran. This landmark event underscored the province’s unwavering commitment to advancing public health and protecting children from vaccine-preventable diseases. The national campaign 𝐭𝐚𝐫𝐠𝐞𝐭𝐬 𝐜𝐡𝐢𝐥𝐝𝐫𝐞𝐧 𝐚𝐠𝐞𝐝 𝟔–𝟓𝟗 𝐦𝐨𝐧𝐭𝐡𝐬, ensuring they are safeguarded against measles, rubella, and vitamin A deficiency.

The ceremony was graced by the presence of the Department of Health Eastern Visayas staff—𝐃𝐫. 𝐉𝐨𝐞𝐲 𝐅𝐚𝐫𝐦𝐚, 𝐌𝐬. 𝐉𝐨𝐫𝐞𝐞𝐧𝐚 𝐂𝐞𝐫𝐯𝐚𝐧𝐭𝐞𝐬, 𝐌𝐫. 𝐑𝐞𝐳 𝐃𝐚𝐜𝐨𝐜𝐨, 𝐚𝐧𝐝 𝐄𝐧𝐠𝐫. The program formally signaled the start of the immunization drive, showcasing the dedication of 𝐏𝐃𝐎𝐇𝐎 𝐩𝐞𝐫𝐬𝐨𝐧𝐧𝐞𝐥, 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐇𝐞𝐚𝐥𝐭𝐡 𝐎𝐟𝐟𝐢𝐜𝐞𝐫 𝐃𝐫. 𝐏𝐞𝐫𝐞𝐳, 𝐑𝐮𝐫𝐚𝐥 𝐇𝐞𝐚𝐥𝐭𝐡 𝐔𝐧𝐢𝐭 (𝐑𝐇𝐔) 𝐬𝐭𝐚𝐟𝐟, 𝐚𝐧𝐝 𝐇𝐮𝐦𝐚𝐧 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞𝐬 𝐟𝐨𝐫 𝐇𝐞𝐚𝐥𝐭𝐡 (𝐇𝐑𝐇) in reaching every child and community. Most notably, the strong and active involvement of the community—parents, barangay officials, and local organizations—reflected a spirit of cooperation and trust in the health system.

This collaborative effort not only reinforced the significance of immunization but also embodied the province’s steadfast pursuit of Universal Health Care (UHC). By working together, Biliran continues to safeguard the well-being of future generations and strengthen the resilience of communities against measles and rubella.

Recognizing the vital role of Local Health Boards (LHBs) in shaping responsive and integrated local health systems through effective policy direction, resource allocation, and multisectoral collaboration, the 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐇𝐞𝐚𝐥𝐭𝐡 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐁𝐢𝐥𝐢𝐫𝐚𝐧, in partnership with the 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐭𝐡𝐞 𝐈𝐧𝐭𝐞𝐫𝐢𝐨𝐫 𝐚𝐧𝐝 𝐋𝐨𝐜𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 (𝐃𝐈𝐋𝐆), successfully conducted three batches of the 𝐎𝐫𝐢𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧/𝐑𝐞-𝐨𝐫𝐢𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐋𝐨𝐜𝐚𝐥 𝐇𝐞𝐚𝐥𝐭𝐡 𝐁𝐨𝐚𝐫𝐝 𝐌𝐞𝐦𝐛𝐞𝐫𝐬, 𝐇𝐞𝐚𝐥𝐭𝐡 𝐏𝐚𝐫𝐭𝐧𝐞𝐫𝐬, 𝐚𝐧𝐝 𝐒𝐭𝐚𝐤𝐞𝐡𝐨𝐥𝐝𝐞𝐫𝐬 𝐨𝐧 𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐞𝐝 𝐋𝐞𝐚𝐝𝐞𝐫𝐬𝐡𝐢𝐩 𝐚𝐧𝐝 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐟𝐨𝐫 𝐚𝐧 𝐄𝐟𝐟𝐞𝐜𝐭𝐢𝐯𝐞 𝐋𝐨𝐜𝐚𝐥 𝐇𝐞𝐚𝐥𝐭𝐡 𝐁𝐨𝐚𝐫𝐝 on July 21, 22, and 28, 2026, at Mondelo's Nature Park, Balacson, Kawayan, Biliran.

Anchored on the Local Health Board Guidebook, jointly developed by the Department of Health and the Department of the Interior and Local Government, the activity sought to strengthen the leadership, governance, and oversight capacities of Local Health Board members, health partners, and key stakeholders. Specifically, it aimed to enhance their understanding of their mandates, roles, and responsibilities, enabling them to effectively lead evidence-informed planning, policy formulation, resource mobilization, and oversight in the implementation of local health programs and services.

Through this initiative, the Provincial DOH Office reaffirmed its commitment to supporting local governments in building high-performing, accountable, and resilient health systems in line with the goals of Universal Health Care.

Held in three (3) batches, the activity served as a milestone in strengthening grassroots health care by enhancing strategic approaches for the effective implementation of PuroKalusugan. Its primary aim was to improve primary health care service delivery and empower barangays and puroks to address community health needs while ensuring alignment with national health standards and policies.

The 𝗜𝗟𝗛𝗭 𝗣𝘂𝗿𝗼𝗞𝗮𝗹𝘂𝘀𝘂𝗴𝗮𝗻 𝗗𝗶𝘀𝘁𝗿𝗶𝗰𝘁 𝗡𝘂𝗿𝘀𝗲𝘀,𝗠𝗮𝗿𝗰𝗼 𝗦𝗼𝗹𝗶𝗱𝗼𝗿, 𝗥𝗡, and 𝗝𝗲𝘀𝘀𝗮-𝗔𝗻𝗻 𝗥𝗮𝗺𝗶𝗿𝗲𝘇, 𝗥𝗡, together with 𝗡𝗛𝗪𝗦𝗦-𝗱𝗲𝗽𝗹𝗼𝘆𝗲𝗱 𝗛𝗥𝗛-𝘁𝗿𝗮𝗶𝗻𝗲𝗱 𝗣𝘂𝗿𝗼𝗞𝗮𝗹𝘂𝘀𝘂𝗴𝗮𝗻 𝗧𝗲𝗮𝗺 𝗟𝗲𝗮𝗱𝗲𝗿𝘀 as Resource Speakers, enriched the sessions with technical expertise and practical guidance. The training emphasized that effective health promotion goes beyond service delivery—it empowers communities to adopt healthier practices, fosters preventive care, and builds resilience against common health challenges. By orienting BHWs on the PuroKalusugan Manual, participants gained a clearer understanding of standardized approaches, integrated priority health programs, and monitoring mechanisms that ensure consistency and accountability in grassroots health initiatives.

Ultimately, this initiative strengthened collaboration among health partners, improved health outcomes, and fostered a culture of shared responsibility and collective empowerment, ensuring the well-being of all Biliranons.

The 𝐐𝐮𝐚𝐫𝐭𝐞𝐫𝐥𝐲 𝐂𝐨𝐨𝐫𝐝𝐢𝐧𝐚𝐭𝐢𝐯𝐞 𝐜𝐮𝐦 𝐂𝐨𝐧𝐬𝐮𝐥𝐭𝐚𝐭𝐢𝐯𝐞 𝐌𝐞𝐞𝐭𝐢𝐧𝐠 with PuroKalusugan Team Leaders, ILHZ Nurse Supervisors, PHO Program Coordinators, and LGU partners in Biliran Province was 𝐬𝐩𝐞𝐚𝐫𝐡𝐞𝐚𝐝𝐞𝐝 𝐛𝐲 𝐃𝐌𝐎 𝐕, 𝐂𝐚𝐫𝐥𝐨 𝐆. 𝐍𝐚𝐫𝐭𝐞𝐚, 𝐌𝐃, together with 𝐃𝐌𝐎 𝐈𝐕, 𝐕𝐚𝐧𝐞𝐬𝐬𝐚 𝐑𝐚𝐦𝐢𝐫𝐞𝐳, 𝐑𝐍, 𝐌𝐏𝐌, 𝐚𝐧𝐝 𝐇𝐞𝐜𝐭𝐨𝐫 𝐄. 𝐌𝐮𝐧𝐝𝐚𝐥𝐚, 𝐑𝐍, 𝐑𝐌, 𝐌𝐏𝐇 on July 9-10, 2026 at Fragoch Tourist Inn, Naval, Biliran.

The session underscored the importance of close coordination given the multi-program and multi-level nature of the PuroKalusugan Strategy. It served as a structured platform to harmonize implementation approaches, address operational challenges, and ensure alignment with local health priorities and Universal Health Care (UHC) goals. Stakeholders reviewed progress, shared field-level insights, resolved issues, and collectively planned next steps to strengthen integrated primary care delivery.

The 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐇𝐞𝐚𝐥𝐭𝐡 𝐎𝐟𝐟𝐢𝐜𝐞𝐫𝐬 𝐚𝐧𝐝 𝐃𝐓𝐓𝐁𝐬 have spoken updates on municipal-level implementation, highlighting service delivery challenges and resource gaps, while ensuring coordination among RHUs, barangay health workers, and PuroKalusugan teams. Moreover, The 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐇𝐞𝐚𝐥𝐭𝐡 𝐎𝐟𝐟𝐢𝐜𝐞 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 𝐂𝐨𝐨𝐫𝐝𝐢𝐧𝐚𝐭𝐨𝐫𝐬 provided program-specific updates, targets, and implementation issues, supporting integration of standards and consolidation of agreed actions.

𝐈𝐋𝐇𝐙 𝐃𝐢𝐬𝐭𝐫𝐢𝐜𝐭 𝐍𝐮𝐫𝐬𝐞 𝐒𝐮𝐩𝐞𝐫𝐯𝐢𝐬𝐨𝐫𝐬, 𝐉𝐞𝐬𝐬𝐚-𝐀𝐧𝐧 𝐓. 𝐑𝐚𝐦𝐢𝐫𝐞𝐳, 𝐑𝐍, 𝐚𝐧𝐝 𝐌𝐚𝐫𝐜𝐨 𝐒𝐨𝐥𝐢𝐝𝐨𝐫, 𝐑𝐍, contributed inputs on service delivery coordination within ILHZs, identifying operational gaps affecting continuity and quality of care, and supporting alignment of activities with PhilHealth mechanisms. Meanwhile, along with the 𝟔 𝐌𝐓𝐃𝐏𝐬 and the 𝐏𝐮𝐫𝐨𝐊𝐚𝐥𝐮𝐬𝐮𝐠𝐚𝐧 𝐓𝐞𝐚𝐦 𝐋𝐞𝐚𝐝𝐞𝐫𝐬—Elna Sanoy, Jennifer Abilar, Agnes Williams, Kilsey Muchamiel, Delma Bendecio, Ma. Ju Desabille, Iris Joanne Tabunan, and Ryan Paul Rostata—shared implementation status, accomplishments, and field-level challenges in their assigned municipality, while exchanging best practices and lessons learned in community-based service delivery. Their active participation in problem-solving and action planning reinforced the collective commitment to advancing the PuroKalusugan Strategy across Biliran Province.

Please be informed that the MSCC Meeting, originally scheduled for June 30, 2026, has been rescheduled, due to the suspension of government work under Executive Order No. 69, Series of 2026.

Pursuant to the Executive Order issued by the Municipality of Naval, classes at all levels (public and private) and government work were suspended effective June 29, 2026, at 1:00 PM, due to the prevailing Low Pressure Area (LPA). In consideration of the safety and convenience of all participants, the meeting has been moved to a later date.
