Earlier this morning, our Municipal Officials headed by our Municipal Mayor, Hon. Edgar R. Capuchino, attended the Moving-Up Ceremony of the ECCD Learners Batch 2025–2026.
During the ceremony, Mayor Egay Capuchino extended his warm congratulations to the ECCD learners for their dedication and enthusiasm in learning at such a young age. He also expressed his appreciation to the parents, guardians, and dedicated ECCD teachers whose continuous guidance, patience, and support play a vital role in shaping the strong foundation of every child’s development.
Congratulations to the ECCD Learners Batch 2025–2026! May this milestone serve as the beginning of many more achievements in your academic journey.

EXECUTIVE ORDER NO. 006, SERIES OF 2026

In compliance with Memorandum Circular No. 114 issued by the Office of the President, the Local Government Unit of Naguilian, Isabela adopts energy conservation measures through the implementation of a FOUR-DAY WORK WEEK arrangement.

Despite this adjustment, essential services will remain fully operational to ensure the uninterrupted delivery of public service.

Exempted Offices include:
• Emergency Response Operations – PNP, BFP, and Ambulance Services
• Public Health and Medical Services – Rural Health Unit (RHU) and Birthing Center
• Disaster Risk Reduction and Management Operations – Naguilian Rescue 101
• Sanitation and Garbage Collection Services
• Traffic Management and Public Safety Operations

Other offices or personnel may still be required to report on Fridays when necessary, depending on the urgency of services and upon instruction of the Local Chief Executive.

The LGU remains committed to efficient governance, energy conservation, and continuous public service for the people of Naguilian.

This prestigious recognition reflects the Municipality’s strong commitment to strengthening its Anti-Drug Abuse Council and intensifying efforts in the implementation of comprehensive, balanced, and community-based anti-drug programs. The HIGHLY FUNCTIONAL rating affirms that our local government unit has met and exceeded the standards set in areas such as policy formulation, program implementation, monitoring and evaluation, resource allocation, and inter-agency coordination.

This milestone stands as a testament to effective leadership and sound governance, as well as a reflection of our collective responsibility in building a healthier, safer, and more secure municipality for present and future generations.

Please be informed that there will be a temporary closure of the road along the Provincial Road in Barangay Magsaysay due to the scheduled Reblocking of the said portion, effective tomorrow, February 12, 2026 at 8:00 AM

This road closure is necessary to ensure the timely completion of the project.
