Recommendation:
The Committee recommends the approval of the proposed measure to be titled as, Draft Sangguniang Bayan Ordinance No. 2026-21, “An Ordinance Creating Various Career Positions in the Different Offices of the Municipal Government of Nagtipunan, Province of Quirino” for inclusion under Second Reading of today’s Regular Session.

The Presiding Officer declared the ordinance finally enacted as they were unanimously voted upon by all members of the Sangguniang Bayan.

a. Privilege Speech of Hon. Edmund K. Suguitan re: Declaration of State of Calamity.

Hon. Jessie S. Tigas emphasized that, in declaring a state of calamity, it is necessary to gather relevant data from various concerned offices, such as the Municipal Agriculture Office and the Municipal Disaster Risk Reduction and Management Office (MDRRMO). He stressed the importance of close coordination with these offices to ensure that the necessary information is properly consolidated and evaluated.

Thus, the Presiding Officer declared that the Privilege Speech of Hon. Suguitan be forwarded to the Office of the Mayor, Office of the Municipal Agriculture and the Municipal Disaster Risk Reduction and Management Office (MDRRMO) for their appropriate action.

: Pursuant to DepEd Order No. 14, s. 2026 (Guidelines on Learning Continuity in Emergencies) and following the consultation with the members of the Municipal Disaster Risk Reduction and Management Council (MDRRMC) regarding the Yellow Rainfall Warning brought about by Typhoon LUIS, classes in all K-12 levels (Kindergarten to Senior High School), both public and private schools, in the Municipality of Nagtipunan are hereby suspended tomorrow, August 3, 2026.

This measure is being implemented to ensure the safety and well-being of all learners, teachers, and school personnel.
