Pursuant to CDA Board Resolution No. 069, s. 2026, regarding the conduct of a study on dual officership in primary cooperatives, the Legal Affairs Service (LAS) requests the participation of all concerned primary cooperatives in answering the official survey questionnaire.

All Primary Cooperatives are encouraged to accomplish the survey through the Google Form link provided on or before May 21, 2026.

CDA, PICPA Inked Partnership to Strengthen Cooperative Sector Through Memorandum of Agreement

Naga City, Philippines — March 13, 2026 - In a significant step toward enhancing financial governance and sustainability among cooperatives, the Cooperative Development Authority (CDA) and the Philippine Institute of Certified Public Accountants – Camarines Sur Chapter (PICPA) formally sealed a Memorandum of Agreement (MOA) aimed at strengthening collaboration in the areas of financial education, capacity-building, and professional support for the cooperative sector.

The partnership underscores a shared commitment to promote transparency, accountability, and sound financial management practices among cooperatives across the country. Through the MOA, both institutions will work hand in hand in delivering training programs, technical assistance, and advisory services tailored to the needs of cooperative officers, members, and bookkeeping personnel.

Key provisions of the agreement include the conduct of joint seminars and workshops on basic and advanced accounting, auditing standards, and financial reporting. It also highlights the mobilization of Certified Public Accountants to assist cooperatives in improving their financial systems and ensuring compliance with regulatory requirements.

Atty. Emilio D. Escueta, III of CDA Region V Extension Office, Mr. Joel H. Gogola, Chapter President of PICPA CamSur, and Mr. Antonio G. Camalla, Senior Regional Director of the Bicol Regional Council.- PICPA, emphasized that the collaboration addresses the growing need for strengthened financial literacy within cooperatives, particularly in rural and emerging sectors. By bridging the gap between regulatory oversight and professional expertise, the initiative aims to uplift the overall operational efficiency and credibility of cooperatives.

The MOA signing marks a significant milestone in fostering a more resilient and financially empowered cooperative landscape, paving the way for sustainable growth and inclusive economic development in the region.
