𝐎𝐏𝐄𝐑𝐀𝐓𝐈𝐎𝐍𝐒 𝐀𝐔𝐃𝐈𝐓 | EXIT CONFERENCE ON PROJECT IDENTIFICATION AND PLANNING SUPPORT PROCESSES

The Provincial Internal Audit Office (PIAO) successfully conducted the Exit Conference on the Audit of the Project Identification and Planning Support Processes on July 6, 2026, at the Senior Citizen Activity Hall, Capitol Complex, Davao de Oro Province.

The conference was attended by representatives from the Provincial Planning and Development Office (PPDO), headed by EnP. Alicia M. Graciadas, MPA, together with PG Assistant Department Head Atty. Reynaldo O. Castardo, EnP, CE, EnP. Prime Enrique R. Rendon, EnP. Vivien S. Bermudez, and Sir Cris E. Redulosa.

Also present were representatives from various provincial offices, including the Provincial Engineer's Office (PEO) headed by Acting Provincial Engineer Engr. Joy C. Manabat, together with Engr. Geraldine T. Ybarra and Engr. Dominador Almedilla; the Provincial Human Resource Management Office (PHRMDO) headed by Acting PG Head Janet I. Tanhueco; the Provincial Budget Office (PBO) headed by PG Department Head Eva Jean S. Licayan, together with PG Assistant Department Head Cristie M. Plaza, CPA; the Provincial Assessor's Office (PASSO) headed by PG Department Head Engr. Jose Niel Acosta, together with PG Assistant Department Head Salome Y. Olaguer; the Provincial Agriculture Office (PAGRO) represented by Engr. Arnold Del Pilar and Engr. Teresita A. Lucas; the Provincial Disaster Risk Reduction and Management Office (PDRRMO) headed by PG Head Joseph Randy M. Loy, RN; the Provincial Environment and Natural Resources Office (PENRO) headed by PG Head EnP. Marilyn A. Perlas; the Provincial Treasurer's Office (PTO) represented by PG Assistant Department Head Metodio Duat III, CPA; and the Provincial Information and Communications Technology Office (PICTO) headed by PG Head Joyzel R. Odi.

The audit engagement assessed the effectiveness and adequacy of the Province's project identification and planning support processes, with emphasis on ensuring that:

✅ Projects identified are selected in accordance with the approved Provincial Development and Physical Framework Plan (PDPFP) goals, strategies, and spatial framework, with documented justification demonstrating alignment and consistency;

✅ The project identification process complies with prescribed laws, policies, guidelines, and established procedures;

✅ Roles and responsibilities of the offices involved are clearly defined, coordinated, and consistently observed;

✅ Project identification is supported by adequate data, technical studies, and meaningful stakeholder participation;

✅ Project prioritization is based on clear, objective, and documented criteria using an established scoring system; and

✅ Identified projects are aligned with the Province's budgetary resources, technical capability, and implementation capacity.

The Exit Conference provided a venue for the presentation of audit observations, validation of audit results, and discussion of recommendations aimed at strengthening governance, improving planning processes, and promoting transparent, accountable, and evidence-based project identification and prioritization in the Provincial Government of Davao de Oro.

𝐌𝐀𝐍𝐀𝐆𝐄𝐌𝐄𝐍𝐓 𝐀𝐔𝐃𝐈𝐓 | The Provincial Internal Audit Office (PIAO) successfully conducted the Exit Conference on the 𝑯𝒐𝒖𝒔𝒊𝒏𝒈 𝑷𝒓𝒐𝒋𝒆𝒄𝒕 𝑶𝒗𝒆𝒓𝒔𝒊𝒈𝒉𝒕 𝒂𝒏𝒅 𝑪𝒐𝒎𝒑𝒍𝒊𝒂𝒏𝒄𝒆 𝑷𝒓𝒐𝒄𝒆𝒔𝒔, with the participation of department heads and representatives from different offices of the PLGU Davao de Oro. The activity forms part of the Province's continuing efforts toward strengthening the management of housing projects in the province through effective oversight, monitoring, and compliance with established policies and procedures.

During the conference, the audit team presented the findings and recommendations resulting from the housing project audit engagement, while the concerned offices expressed their commitment to implementing the necessary actions to further strengthen project management, improve operational efficiency, and ensure compliance.

The activity was also honored by the presence of Engr. Raul Mabanglo, who expressed his support for the commitments of the concerned offices and underscored the importance of accountability, transparency, and effective project implementation for the benefit of the province's constituents.

𝐎𝐏𝐄𝐑𝐀𝐓𝐈𝐎𝐍𝐒 𝐀𝐔𝐃𝐈𝐓 | As part of the ongoing audit engagement on the Provincial Development and Physical Framework Plan (PDPFP) Project Identification and Planning Support Processes, the audit team successfully conducted a series of field activities, including project verification, key personnel interviews, and data-gathering initiatives.

These activities were undertaken to validate project information, assess the effectiveness of planning support mechanisms, and gather relevant evidence necessary for the audit. Through direct coordination with concerned offices and stakeholders, the team was able to obtain valuable insights and documentation that will contribute to a comprehensive evaluation of the project identification and planning processes.

The conduct of these activities reflects the commitment to ensuring transparency, accountability, and adherence to established planning and development guidelines in support of effective local governance and sustainable development.
