The Davao de Oro League of Local Treasurers, Inc. conducted a three-day seminar-workshop focused on the formulation of revenue generation and mobilization plan. The activity aimed to strengthen the capacity of local government units in improving revenue collection systems, identifying potential income sources, and enhancing fiscal management strategies. The resource speaker for the seminar was Mr. Apollo Ebdalin from the Bureau of Local Government Finance (BLGF), who shared his expertise on effective revenue administration, policy updates, and strategies to optimize local revenue generation.

The seminar was attended by the Acting Municipal Treasurer, Wenie D. Portes, together with staff members Lucia C. Paulines and Xenxer G. Sambrano. Throughout the workshop, participants actively engaged in discussions, technical sessions, and collaborative planning exercises designed to address existing revenue gaps and develop practical, data-driven solutions.

The seminar-workshop served as a valuable platform for knowledge sharing, skills enhancement, and strengthening inter-LGU collaboration toward achieving sustainable and improved local revenue performance.

DOE Awards LGU-Nabunturan for Excellence in Oil Governance

December 2, 2025 — Today marks a significant achievement for the Local Government Unit of Nabunturan as we receive the Plaque of Commendation from the Department of Energy – Mindanao Field Office.

We express our sincere appreciation to the Department of Energy for this honor. We also extend our heartfelt gratitude to the dedicated personnel of the Municipal Treasurer’s Office, whose professionalism, integrity, and commitment to public service made this achievement possible.

The LGU remains steadfast in upholding accountability, diligence, and excellence in implementing regulatory measures that ensure accuracy in fuel dispensing and protect the rights and welfare of consumers.

The plaque of commendation was received by Mayor Myrocel C. Balili and Sir Wenie D. Portes, Acting Asst. Municipal Treasurer at Sunny Point Hotel, Davao City.

The Office of Municipal Treasurer of Nabunturan successfully passed and completed the Online Calibration and Sealing Knowledge Assessment as part of the Eligibility Criteria and Requirements for the 2nd Year 2025 Oil Industry Governance Excellence Award - Calibration and Sealing of Fuel Dispensers.

The Municipal Treasurer's Office (MTO) of Nabunturan conducted calibration and sealing on fuel dispensing pumps of fuel retailers in the municipality. This ensures the accuracy and fairness in the measurement of liquid fuels, contributing to consumer protection and compliance with relevant regulations.

The calibration of fuel dispensers is mandated under the DOE Department Circular (DC) No. DC2017-11-0011, which is entitled “Promulgating a Revised Rules and Regulations Governing the Business of Retailing Liquid Fuels.” According to Section 24, titled “Authorized Calibrating Entities and Its Roles,” it clearly states that "The authorized calibrating entities are the City or Municipal Treasurer." This means that the Municipal Treasurer’s Office of Nabunturan is responsible for overseeing the calibration process of fuel dispensing outlets in the municipality.

Moreover, in alignment with Republic Act No. 7394, also known as “The Consumer Act of the Philippines”, Article 61 of Chapter II, entitled “Regulation of Practices Relative to Weights and Measures – General Provisions,” underscores the importance of correct measurement and calibration in all commercial activities involving weights and measures. This regulation helps guarantee that no consumer is disadvantaged by inaccurate dispensing equipment.

As per direction of Ms. Gemma V. Alegro, Municipal Treasurer. The calibration and sealing of fuel dispensing pumps was conducted by Mr. Wenie D. Portes, and Mr. Xenxer G. Sambrano to the fuel retailer outlets in the municipality as follows;
