The Department of Labor and Employment (DOLE) Davao de Oro Field Office joined the global observance of the World Day Against Child Labor, reaffirming its commitment to protecting children from exploitation and promoting their right to education, health, and a safe environment.

As part of the commemoration, DOLE personnel, partner agencies, and stakeholders proudly displayed the symbolic red card bearing the message "Red Card sa Child Labor," sending a strong and unified call to end child labor in all its forms. The red card serves as a powerful reminder that child labor has no place in society and that every child deserves the opportunity to learn, grow, and enjoy a proper childhood.

The observance emphasized the importance of collective action among government agencies, local government units, employers, workers, communities, and families in safeguarding children's rights and welfare. Through information campaigns and advocacy activities, participants highlighted the harmful effects of child labor and encouraged the public to report cases involving children engaged in hazardous or exploitative work.

DOLE Davao de Oro Field Office reiterated its support for programs aimed at preventing child labor and assisting affected children and their families. The office also underscored the need for continued collaboration to ensure that children remain in school and are protected from conditions that may hinder their development.

By raising the "Red Card sa Child Labor," the agency joins the nationwide movement advocating for a future where every child is free from labor exploitation and empowered to reach their full potential.

The World Day Against Child Labor is observed annually on June 12 to raise awareness and encourage action toward the elimination of child labor worldwide.

The Department of Labor and Employment (DOLE) Davao de Oro Field Office facilitated the 2nd Quarter Meeting of the Service Contracting Industry Tripartite Council (ITC) on June 10, 2026, held at Denโ€™s Cafรฉ & Resto Bar, Bonifacio Street, Davao City.

The meeting was attended by 35 participants representing the government, management, and labor sectors, reflecting strong tripartite cooperation in addressing issues and strengthening policies in the service contracting industry. It was presided over by Mr. Dondi Solis, Vice-Chair for the management sector, who facilitated the discussion. Vice Chair for the labor sector Ms. Josefina Lim also actively participated and gave voice to the concerns and welfare of workers. The DOLE Davao de Oro Provincial Director Neil Allan R. Baban was also present and provided guidance, emphasizing the agencyโ€™s continued commitment to protect and promote the welfare of workers in the service contracting sector.

During the meeting, the council discussed key concerns and updates affecting service contracting arrangements, with particular emphasis on the strengthening and refinement of existing resolutions to better address the recurring issues encountered by service providers and security agencies. The discussions focused on improving compliance with labor standards, enhancing accountability measures, and ensure that all workers under service contracting are properly protected in accordance with existing labor laws and regulations.

One of the key highlights of the meeting was the agreement to further strengthen the implementation of the Drug-Free Workplace policy among service providers and security agencies. The council stressed the importance of strict compliance with this policy to maintain discipline, safety, and productivity in the workplace. In addition, the council also discussed the need to support and review resolutions that aim to improve compensation, promote fair wage practices, and enhance the overall working conditions of deployed personnel.

Overall, the meeting served as an important platform for open dialogue and cooperation among government, employers, and workers. It strengthened their shared commitment to continuously improve policies, address gaps in implementation, and promote fair and proper labor practices.

NABUNTURAN, Davao de Oro โ€“ The Department of Labor and Employment (DOLE) Davao de Oro Field Office, led by Provincial Director Neil Allan R. Baban, conducted a High Visibility, High Impact (HVHI) Joint Inspection Program for the Construction Sector on June 9, 2026, to strengthen compliance with labor standards, occupational safety and health (OSH) regulations, and other statutory requirements in the construction industry.

To effectively cover the identified project sites, personnel from DOLE and partner agencies were divided into two inspection teams. One team inspected the Construction (Completion) of the Multi-Purpose Building (Hall of Justice) in Barangay Cabidianan, Nabunturan, while the other inspected the Construction of a Five-Storey Thirty-Classroom Administrative/Academic Building at the Davao de Oro State College (DDOSC) Compostela Main Campus in Compostela, Davao de Oro.

The simultaneous inspections aimed to assess contractorsโ€™ compliance with General Labor Standards (GLS), Occupational Safety and Health Standards, social welfare legislation, and other applicable regulations governing construction establishments.

Joining the activity were representatives from the Department of Public Works and Highways (DPWH) Regional Office XI, DPWH 1st and 2nd District Engineering Offices, Bureau of Fire Protection (BFP), Technical Education and Skills Development Authority (TESDA) Davao de Oro, Municipal Engineering Offices of Nabunturan and Compostela, Social Security System (SSS), Pag-IBIG Fund, Philippine Health Insurance Corporation (PhilHealth), and the Department of Science and Technology (DOST) Davao de Oro.

Prior to the inspection, the Compostela Team paid a courtesy visit to Dr. Lilybeth M. Matunhay, President of Davao de Oro State College, to discuss the objectives and scope of the inter-agency inspection and strengthen collaboration in promoting safe and compliant construction practices.

During the inspection, DOLE Labor Inspectors evaluated compliance with labor standards, including the payment of wages and statutory benefits, provision of welfare facilities, and implementation of occupational safety and health measures. Particular attention was given to the use of personal protective equipment (PPE), installation of safety signages, implementation of safety protocols, and maintenance of safe working conditions.

Representatives from SSS, PhilHealth, and Pag-IBIG Fund likewise verified the registration and coverage of workers under mandatory social protection programs, while the Bureau of Fire Protection (BFP) assessed compliance with fire safety regulations and emergency preparedness measures. Other participating agencies examined compliance with engineering, technical, and workforce competency standards based on their respective mandates.

The inspection activities were also covered by local media outfit Juander Radyo Nabunturan, helping amplify public awareness on the government's efforts to ensure labor law compliance, workplace safety, and workers' welfare in the construction industry.

The activity concluded with an exit conference where recommendations were presented to project representatives and contractors. The participating agencies emphasized the importance of continuous compliance with labor laws, occupational safety and health standards, and social protection policies to ensure the welfare and protection of workers in the construction sector.

Facilitating and assisting the conduct of the High Visibilityโ€“High Impact (HV-HI) Joint Inspections were the DOLE Davao de Oro Field Office Labor Inspectors, composed of Senior Labor and Employment Officers Isidrick M. Paqueo, Ryan D. Roldan, and Lym R. Ongoy, together with Labor and Employment Officer III Shalove E. Cruz.

The HVHI Joint Inspection Program reflects the government's continuing commitment to promoting decent work, enhancing workplace safety, and fostering a culture of compliance and accountability across construction projects in Davao de Oro.

In support of Brigada Eskwela 2026, the Department of Labor and Employment (DOLE) Davao de Oro Field Office, under the leadership of Provincial Director Neil Allan R. Baban, successfully conducted an orientation for the second batch of beneficiaries under the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program on June 2, 2026, through a virtual meeting via Google Meet.

The orientation was spearheaded by Mr. Melvin L. Cocamas, DOLE-DORFO Livelihood Development Specialist. The activity brought together TUPAD beneficiaries, school heads, and coordinators from 47 participating schools across the province, including elementary, integrated, and secondary schools. The orientation served as a venue to discuss program guidelines, implementation procedures, and the respective roles and responsibilities of stakeholders in ensuring the successful implementation of the project.

As part of the activity, beneficiaries also participated in an orientation on the Yaman ng Kalusugan (YAKAP) Program conducted by Ms. Rubilyn L. Jumalon, Social Insurance Officer from PhilHealth Nabunturan. During her presentation, Ms. Jumalon discussed the importance of PhilHealth membership, healthcare benefits, and available services for members and their qualified dependents. The session aimed to enhance beneficiariesโ€™ awareness of their health insurance coverage and encourage them to maximize the benefits available under the National Health Insurance Program.

The activity likewise prepared beneficiaries for their deployment in support of Brigada Eskwela 2026. A total of 242 beneficiaries under Batch 2 are expected to render ten (10) days of work under the emergency employment program. Their assigned tasks include the repair and maintenance of school facilities, waste management and clean-up activities, landscaping and beautification efforts, and other school improvement initiatives identified by participating schools.

During the orientation, beneficiaries were also briefed on program policies, work expectations, occupational safety measures, and the proper documentation required for the efficient implementation of the project. School heads and coordinators were reminded of their responsibilities in supervising, monitoring, and ensuring the timely completion of assigned activities throughout the beneficiariesโ€™ engagement.

To date, 60 schools have participated in the initiative, with 100 beneficiaries engaged under Batch 1 and 242 under Batch 2, providing temporary employment opportunities to a total of 342 individuals.

Through this collaborative effort, the TUPAD Program continues to fulfill its mandate of providing short-term employment assistance to disadvantaged and displaced workers while contributing to the improvement of learning environments and the successful preparation of schools for the opening of the incoming academic year.
