The Regional Juvenile Justice and Welfare Committee (RJJWC) IV-A and the Regional Sub-Committee for the Welfare of Children (RSCWC) IV-A support the celebration of the 𝟮𝟬𝟮𝟲 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗪𝗼𝗺𝗲𝗻’𝘀 𝗠𝗼𝗻𝘁𝗵 𝗖𝗲𝗹𝗲𝗯𝗿𝗮𝘁𝗶𝗼𝗻 with the sub-theme “𝘓𝘦𝘢𝘥 𝘭𝘪𝘬𝘦 𝘵𝘩𝘦 𝘉𝘢𝘣𝘢𝘺𝘭𝘢𝘯𝘴, 𝘍𝘪𝘭𝘪𝘱𝘪𝘯𝘢𝘴!”, and the 𝟯𝟬𝘁𝗵 𝗢𝗯𝘀𝗲𝗿𝘃𝗮𝗻𝗰𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗣𝗿𝗼𝘁𝗲𝗰𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗚𝗲𝗻𝗱𝗲𝗿-𝗙𝗮𝗶𝗿 𝗧𝗿𝗲𝗮𝘁𝗺𝗲𝗻𝘁 𝗼𝗳 𝘁𝗵𝗲 𝗚𝗶𝗿𝗹 𝗖𝗵𝗶𝗹𝗱 𝗪𝗲𝗲𝗸 with the theme “𝘒𝘢𝘵𝘢𝘸𝘢𝘯 𝘒𝘰, 𝘒𝘢𝘳𝘢𝘱𝘢𝘵𝘢𝘯 𝘒𝘰: 𝘌𝘥𝘶𝘬𝘢𝘴𝘺𝘰𝘯 𝘛𝘶𝘯𝘨𝘰 𝘴𝘢 𝘔𝘢𝘭𝘢𝘺𝘢 𝘢𝘵 𝘓𝘪𝘨𝘵𝘢𝘴 𝘯𝘢 𝘗𝘢𝘨𝘱𝘢𝘱𝘢𝘴𝘺𝘢.”

The RJJWC and RSCWC Secretariat led the training-orientation on “𝗚𝗲𝗻𝗱𝗲𝗿 𝗮𝗻𝗱 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 (𝗚𝗔𝗗)” and “𝗔𝗱𝗼𝗹𝗲𝘀𝗰𝗲𝗻𝘁 𝗦𝗲𝘅𝘂𝗮𝗹 𝗮𝗻𝗱 𝗥𝗲𝗽𝗿𝗼𝗱𝘂𝗰𝘁𝗶𝘃𝗲 𝗛𝗲𝗮𝗹𝘁𝗵” for the residents and staff of the Bahay Pag-asa. Mr. Ray Andrew Villafuerte, DSWD IV-A, and Ms. Bernadette Gatlabayan, DOH IV-A, served as the resource persons of the activity.

Ms. Tanya Criscita Manalo and Mr. Prince Cedrick Malabanan, Regional Child Representatives, served as the facilitators during the training. The activity was held on 24 March 2026 at the Bahay Pag-asa Compound, Biñan City, Laguna.

The Regional Juvenile Justice and Welfare Committee - Calabarzon, together with the Regional Sub-Committee for the Welfare of Children IV-A Calabarzon, triumphantly conducted its Joint 1st Quarter Meeting held on 17 March 2026 at DSWD Field Office IV-A Extension Office, South Park Center, Alabang, Muntinlupa City.

The Joint Meeting was chaired by Ms. Marivi Elnar, Protective Services Division OIC – Division Chief, DSWD IV-A. The two (2) Committees discussed their implemented programs and activities in the last quarter of CY 2025. The Regional Secretariats also presented their Thrust and Priorities, Calendar of Activities, and proposed projects and programs for the year 2026.

The Regional Juvenile Justice and Welfare Committee (RJJWC) IV-A awarded the Certificate of Recognition to Bahay Pag-asa ng Batangan as Regional Finalist in the "Search for Good Practice of Bahay Pag-asa (BPA) Implementation and Championing Restorative Care for Children in Conflict with the Law (CICL)" during the celebration of their 10th Founding Anniversary.

This award reflects the collaboration between the Provincial Government of Batangas and the Bahay Pag-asa MDT, who dedicate their lives to giving these children a second chance. It’s a reminder that "children in conflict with the law" are, first and foremost, still children who need guidance rather than just punishment.

Mr. Mikko Villamayor, RJJWC IV-A Secretariat, conducted a Virtual Orientation on the Juvenile Justice - Management Information System (JJ-MIS) for the LSWDOs of the City of San Pablo, Laguna, and Silang, Cavite on 11 March 2026.

The activity aimed to equip duty bearers with the proper methods for recording pertinent information on CICLs and CARS through the mandatory, centralized information management system.

I𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒 | 𝟏𝐬𝐭 𝐐𝐔𝐀𝐑𝐓𝐄𝐑 𝐅𝐀𝐂𝐈𝐋𝐈𝐓𝐘 𝐕𝐈𝐒𝐈𝐓 𝐎𝐅 𝐑𝐉𝐉𝐖𝐂 𝐈𝐕-𝐀

The RJJWC IV-A embarked on the first spot facility visit this FY 2026 to Bahay Pag-asas and Other Youth Care facilities in Cavite and Laguna Province. Two (2) teams were deployed for a simultaneous facility inspection and monitoring visit to various facilities, including the Second Chance Home, Bahay Pag-asa ng Laguna, Bahay Pag-asa and Youth Center, and Child and Youth Center.

The teams consisted of representatives from the Philippine Information Agency (PIA) IV-A, Regional Sub-committee for the Welfare of Children (RSCWC IV-A), Department of the Interior and Local Government (DILG IV-A), Department of Social Welfare and Development (DSWD IV-A), Department of Health (DOH) IV-A, SOS Children’s Village Lipa, De La Salle University Dasmarinas Bahay Pag-asa, and Provincial Social Welfare and Development Offices (PSWDO) of Laguna, Cavite, and Quezon.

Ms. Joanne Caño, Ms. Nancy Gaspar, and Mr. Mikko Villamayor, RJJWC IV-A Secretariat, led the facility visit and monitoring of detention facilities. Ms. Maridhelle Charisse Pineda, ITO I, also conducted a monitoring of the utilization of the Juvenile Justice – Management Information System (JJ-MIS) at the Second Chance Home and Bahay Pag-asa ng Laguna.

These visits are pursuant to the mandates of the Juvenile Justice and Welfare Act (JJWA) and aim to ensure that Bahay Pag-asa facilities maintain high standards of care and support for the youth, focusing on rehabilitation and providing a supportive environment for second chances.

One of the mandates of the Regional Juvenile Justice and Welfare Committee (RJJWC) is the regular and spot inspection of detention facilities, which includes Bahay Pag-asa, Youth Care Facilities catering to CICL, BJMP, and jails run by LGU and PNP.

Before starting this year's facility visit, the RJJWC IV-A Secretariat conducted an “𝙊𝙣𝙡𝙞𝙣𝙚 𝙊𝙧𝙞𝙚𝙣𝙩𝙖𝙩𝙞𝙤𝙣 𝙤𝙣 𝙩𝙝𝙚 𝙂𝙪𝙞𝙙𝙚𝙡𝙞𝙣𝙚𝙨 𝙤𝙣 𝙩𝙝𝙚 𝘾𝙤𝙣𝙙𝙪𝙘𝙩 𝙤𝙛 𝙈𝙤𝙣𝙞𝙩𝙤𝙧𝙞𝙣𝙜 𝙤𝙛 𝘿𝙚𝙩𝙚𝙣𝙩𝙞𝙤𝙣 𝙁𝙖𝙘𝙞𝙡𝙞𝙩𝙞𝙚𝙨”. This serves as a refresher and familiarizes members of the monitoring teams with the detention visit process and what to look for when visiting different types of facilities.

The activity was attended by the Committee Members from the Department of the Interior and Local Government (DILG) IV-A, Department of Justice (DOJ) IV-A, Department of Health (DOH) IV-A, Regional Sub-Committee for the Welfare of Children (RSCWC) IV-A, Province of Batangas, Cavite, and Laguna, and SOS Children’s Village – Lipa. Ms. Joanne Caño, Regional Secretariat, served as the resource speaker of the online activity.

𝗟𝗢𝗢𝗞 | 𝗥𝗝𝗝𝗪𝗖 𝗜𝗩-𝗔 𝗣𝗥𝗘𝗦𝗘𝗡𝗧𝗦 𝟮𝟬𝟮𝟲 – 𝟮𝟬𝟯𝟬 𝗥𝗘𝗦𝗘𝗔𝗥𝗖𝗛 𝗔𝗚𝗘𝗡𝗗𝗔

On 26 February 2026, the Regional Juvenile Justice and Welfare Committee (RJJWC) IV-A CALABARZON presented its 2026–2030 Research Agenda to the Social Work Department of St. Bridget College, Batangas City.

Ms. Joanne Caño (RJJWC IV-A Secretariat) and Mr. Ser August Perpetua (DSWD IV-A) shared the agenda to the 1st year and 2nd year students, highlighting eight thematic areas addressing pressing juvenile justice concerns:

1. Reoffending of Children in Conflict with the Law (CICL)
2. Mental health services for CICL
3. Local Juvenile Intervention Programs
4. Socioeconomic factors and juvenile delinquency
5. Children and youth participation in rehabilitation
6. Capacity of Bahay Pag-asa staff
7. Aftercare programs for CICLs
8. Community-based intervention and rehabilitation

The agenda reflects RJJWC IV-A’s mandate to conduct continuous research, support program evaluations, and generate data-driven insights to improve juvenile justice and welfare programs in the region.

Dr. Annalie D. Pateña welcomed participants, emphasizing research as a key tool for promoting justice, welfare, and positive change for youth. Dr. Imelda B. Vergara encouraged Social Work students to actively participate in research aligned with the RJJWC agenda. Using the acronym AGENDA, she highlighted: Action, Goals, Engagement, Navigation, Development, and Advocacy—key principles to improve outcomes for youth in conflict with the law. She inspired attendees with the call: “Tara research tayo, tara publish tayo!”

Grateful recognition and support were extended to Dr. Imelda B. Vergara, Institutional Research, Planning, and Publications Officer; Dr. Aida A. Sanohan, Education Program Chairperson; and Rosalie C. Albestor, MSSW, Social Work Program Chairperson.
