Courage National Office Official Page of the Confederation for Unity, Recognition and Advancement of Government Employees

The Confederation for Unity, Recognition and Advancement of Government Employees (COURAGE) is recognized as the leading umbrella organization of public sector unions in the Philippines. It has under its fold the most number of union, association, and group affiliates and the greatest number of individual members. As of 2007, it had a total of 200 unions, organizations, associations and regional formations affiliated with a mass base of more than 300,000 workers from national government agencies, local government units (LGUs), state colleges and universities (SCUs), and government-owned-and-controlled corporations (GOCCs). Established in 1986, COURAGE remains to be in the forefront of the struggle to protect and promote the economic and democratic rights of all government workers; has consistently led the sector to organize along the line of militant, progressive and patriotic public sector unionism (MPMU); and above all, involves actively in the realm of the nationwide movement of the Filipino people for a just society. The new found vigor in union organizing among the ranks of public employees in the Philippines, after a long silence, is an offshoot of the enduring struggle of the basic masses which eventually brought down the rule of the Marcos dictatorship in 1986. Amidst the euphoria of the establishment of the Aquino government, the public sector workers militantly fought against the threat to their jobs in the government-wide reorganization program. Significantly, COURAGE was formed in this period where the clamor for genuine change was sought by all.

𝐄𝐂𝐎𝐍𝐎𝐌𝐈𝐂 𝐑𝐄𝐋𝐈𝐄𝐅 𝐅𝐎𝐑 𝐀𝐋𝐋 𝐍𝐎𝐖!

With inflation hitting a staggering 7.2%, millions of Filipinos are reeling from the soaring costs of basic goods. In response, COURAGE continues to lead the charge for just salaries and comprehensive benefits. We demand a National Minimum Wage aligned with real living wage levels and an immediate increase in the Personnel Economic Relief Allowance (PERA)—which has been frozen at a meager ₱2,000/month for 17 long years—to at least ₱5,000/month.

We welcome legislative proposals that back our cause, such as the recent initiative by Senator JV Ejercito. However, we must address a shortsighted comment circulating on social media claiming that government workers are merely treating public funds as a "milking cow."

The commenter argued that the middle-class demand for lowering taxes (like VAT and travel tax) and increasing take-home pay is "more enduring." Let us be clear: we do not oppose these demands. In fact, we are actively fighting to abolish VAT—a regressive tax that heaviest burdens the poor—and to junk the Oil Deregulation Law, which drives the relentless price hikes fueling inflation.

But while this neoliberal government ignores systemic reforms, ordinary workers need immediate economic relief just to survive. Raising the PERA to a meaningful level is a direct, instantly felt solution for those earning below a living wage.

Ordinary public servants are not "milking" government coffers by demanding the means to survive. Our demands are just, urgent, and non-negotiable.

PERA, gawing ₱5K/buwan!

National Minimum Wage ₱36,000/buwan, ipaglaban!

Junk VAT! Junk Oil Deregulation Law!

The pursuit of technological progress and national development raises important questions about whose interests are served, whose voices are heard, and what consequences these initiatives may have for communities, the environment, and the nation's future.

The Courage School of Unionism and Nationalism (CSUN) invites everyone to an online forum that will critically examine Pax Silica and its implications for national sovereignty, inclusive development, environmental sustainability, and the rights and welfare of affected communities.

IN THE NEWS: Government workers’ unions in Mindanao are losing ground as fewer employees participate in organizing efforts or union activities. Only a few unions remain active in speaking about issues affecting government workers, including salaries, benefits, job security and democratic rights.

DAVAO CITY, Philippines—The Confederation for Unity, Recognition and Advancement of Government Employees (COURAGE) warned Monday that the declining of number of government workers’ unions could worsen as the space for collective advocacy narrows. Jean Orsolino, international affairs officer of C...

Public sector unionism is a fundamental right protected by the Philippine Constitution, civil service policies, and international labor agreements. Unions exist to protect worker welfare, boost morale, improve public service, and serve as a crucial check-and-balance against governance abuses.

However, union leaders and members who speak out often face harassment from forces opposed to worker advocacy.

This is exactly what is happening to Ms. Dianne Masangkay, President of the Consolidated Union of Employees in the National Housing Authority (CUE-NHA). After voicing the union's legitimate concerns, she was abruptly ordered to transfer from her Metro Manila office to Northern Luzon without consultation.

We condemn this retaliatory transfer by the NHA management. It is a clear act of harassment and constructive dismissal designed to intimidate and silence both Ms. Masangkay and the entire union.

Ms. Masangkay has officially appealed this decision. As fellow unionists, we recognize this familiar pattern of union-busting. We stand firmly with her to protect her rights and prevent the weakening of CUE-NHA.

We call on the NHA management and government oversight bodies to immediately uphold and protect the rights of the CUE-NHA President and the union.

We call on all public and private sector unionists to unite and defend our ranks against such attacks to weaken unionism in our country.

ANG LABAN NG ISA AY LABAN NG LAHAT!

Leaders of government workers organizations led by the Alliance of Concerned Teachers (ACT), Alliance of Health Workers (AHW), and the Confederation for Unity, Recognition and Advancement of Government Employees (COURAGE) trooped to offices of senators this day to lobby for the increase of the Personnel Economic Relief Allowance (PERA) which has remained at P2,000 per month since 2009.

The PERA is intended to supplement government workers salaries and provide economic relief amid rising costs. The P500 increase included in the proposed 2027 national budget is too meager and is an insult to government workers whose salaries have been eaten up by inflation for so many years, says ACT Chairperson Ruby Bernardo.

The 7.2 percent inflation rate recorded last month is more than reason enough to adjust the PERA rate to decent levels say COURAGE President Mr. Santiago Dasmarinas Jr. The government workers are demanding that the PERA be adjusted to at least P5,000/month.

The leaders promised to continue lobbying collectively for more decent salaries and the PERA increase and call on fellow government workers to mount more collective actions to support this advocacy. # # #

The RWCs shall culminate in the conduct of a national workers congress of public sector unions wherein government workers' representatives shall be elected to sit as observer members of the Public Sector Labor Management Council (PSLMC) as created by EO 180.

COURAGE, in particular, aims to strengthen public sector unionism in the country through these RWCs and push forward government workers' advocacies for decent salaries and benefits, job security, humane working conditions and democratic rights of government workers including the right to strike and to meaningful participation, not just as observers but as voting members, on public sector labor oversight bodies.

Kapag nag-iisa tayo, madali tayong balewalain.

May karapatan tayong magprotesta. May karapatan tayong mag-organisa.
