𝐃𝐈𝐋𝐆 𝐓𝐎 𝐁𝐀𝐑𝐀𝐍𝐆𝐀𝐘𝐒: 𝐅𝐎𝐑𝐌𝐔𝐋𝐀𝐓𝐄/𝐔𝐏𝐃𝐀𝐓𝐄 𝐘𝐎𝐔𝐑 𝐁𝐃𝐏

Pursuant to DILG Memorandum Circular No. 2026-030, all barangays are hereby enjoined to formulate and/or update their respective Barangay Development Plans (BDPs) and corresponding Barangay Development Investment Programs (BDIPs) in accordance with DILG Memorandum Circular No. 2021-087.

Barangays are directed to ensure the following in the preparation and updating of their plans:
✔ Integration of sectoral and thematic concerns;
✔ Active participation of barangay residents and stakeholders;
✔ Alignment with the Comprehensive Development Plans (CDPs) of their respective LGUs; and
✔ Strengthened coordination with neighboring barangays and relevant partners.

All barangays are likewise reminded to submit the status of BDP formulation through the 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐈𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐒𝐲𝐬𝐭𝐞𝐦 (𝐁𝐈𝐒).

Simulan natin sa barangay ang maayos at inklusibong pagpaplano upang matiyak na ang pondo ay naipapamahagi sa mga prayoridad na programa, proyekto, at serbisyong tunay na tumutugon sa pangangailangan ng mamamayan.

Barangay Secretaries of Mondragon, Northern Samar met with MLGOO Christine Dela Rosa on April 21, 2026, in Barangay Mirador to reinforce compliance mechanisms and enhance reportorial efficiency across barangays.

Key discussions focused on the new indicators and Means of Verification (MOVs) for the 2026 Seal of Good Local Governance for Barangays (SGLGB), alongside updates on the Barangay-Based Institutions (BBIs) Functionality Audits. Participants were likewise guided on the timely and accurate submission of reports on priority programs, including Kalinisan sa Bagong Pilipinas, First Time Jobseekers Assistance Act, Full Disclosure Policy, Katarungang Pambarangay Compliance, and the Barangay Road Clearing Program.

Updates were also provided on the submission of the BPOPS Plan for 2026–2028, as well as the 2027 BCPC Annual Work and Financial Plan (AWFP) and the 2025 BCPC Accomplishment Report, underscoring the importance of synchronized planning and documentation.

The activity forms part of sustained efforts to ensure that barangays remain compliant, well-organized, and responsive in the delivery of basic services to their constituents.

The public is reminded to observe the following:
• No drinking of liquor in public places
• Observe proper public decency at all times
• Avoid excessive noise, including videoke use beyond 10:00 PM
• Comply with curfew regulations for minors (where applicable)

Through stronger enforcement, increased police visibility, and responsible community behavior, we can build safer, more livable cities for all.
