DTI Tarlac Empowers 4Ps Beneficiaries in Moncada

MONCADA, TARLAC – A total of 612 Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries from all 37 barangays across the Municipality of Moncada were equipped with entrepreneurial knowledge through a series of Entrepreneurial Mind Setting Seminars held from April 7 to 15, 2026, in several barangays, including Ablang-Sapang, Baquero Norte, Sta. Lucia East, Poblacion 2, Tubectubang, Burgos, San Roque, San Leon, and Lapsing.
The activities were facilitated by the Department of Trade and Industry (DTI) through the Negosyo Center Moncada upon the request of the Department of Social Welfare and Development (DSWD). The initiative aimed to prepare the participants for potential business opportunities by strengthening their entrepreneurial foundation and encouraging self-reliance among beneficiaries.
Acting Provincial Director Florencia A. Balilo of DTI Tarlac underscored the importance of mindset development in entrepreneurship, stating,
“Programs like this are essential in building not just businesses, but resilient communities. By equipping our 4Ps beneficiaries with the right mindset and skills, we are opening doors for sustainable livelihood opportunities.”
Meanwhile, DSWD representative Janine Conde highlighted the significance of the partnership, emphasizing that such programs help beneficiaries move beyond financial assistance toward self-sufficiency through entrepreneurship.
The seminar series was facilitated by Business Counselor Mark Dela Cruz and covered topics such as developing an entrepreneurial mindset, recognizing business opportunities, and building resilience in times of crisis. Participants were guided on how to identify and maximize their existing talents, skills, knowledge, and interests as starting points for viable business ventures.
One of the participants, Arlene Reodique, expressed her appreciation for the seminar, sharing,
“Malaki ang naitulong ng seminar na ito sa akin. Natutunan ko na puwede pala akong magsimula ng maliit na negosyo gamit ang skills ko. Mas naging malinaw din sa akin kung paano gawing oportunidad ang mga pagsubok.”
As a way forward, DTI Negosyo Center Moncada, in collaboration with DSWD, is set to roll out skills training programs and additional capacity-building seminars tailored to the participants’ needs.
