Bidding shall be open to all residents of Moncada who are citizens of the Republic of the Philippines and who have resided in this municipality for atleastone (1) year before the date of the bidding.

A bid proposal shall be accompanied by a bidder's bond of One Thousand Pesos (P1,000.00) which shall be paid to the Municipal Treasurer's Office.
