MAYOR RB AQUINO SIGNS ₱391.81-MILLION ANNUAL BUDGET FOR 2027; PRIORITIZES HEALTHCARE, EDUCATION, DISASTER MANAGEMENT, INFRASTRUCTURE, AND SOCIAL SERVICES
MONCADA, TARLAC — Mayor Ramon Benito “RB” M. Aquino officially signed Appropriation Ordinance No. 2026-002 on October 19, 2026, approving the Municipality of Moncada’s ₱391,811,403.00 Annual Budget for Calendar Year 2027, with priority investments in healthcare, education, infrastructure development, social services, disaster preparedness, and agricultural support.
The signing followed the unanimous approval of the Annual Budget by the 12th Sangguniang Bayan during its 41st Regular Session on October 13, 2026, presided over by Vice Mayor Jessie E. Aquino.
Among the administration’s key priorities for 2027 is the strengthening of the Moncada Super Health Center through the expansion of healthcare services and improvement of its capacity to respond to the growing medical needs of Moncadenians.
The budget also supports preparatory arrangements for the operationalization of Moncada Polytechnic College (MoPC), a major educational initiative of the Municipal Government aimed at expanding access to affordable and quality tertiary and technical-vocational education. The approved ordinance provides for the creation and funding of several plantilla positions necessary for the operation of the local college.
Infrastructure development likewise remains a priority, with emphasis on the implementation of quality and sustainable public infrastructure projects that will improve public facilities and enterprises, support economic activities, and enhance the delivery of essential government services.
The Aquino administration also identified the strengthening of social welfare programs and assistance to vulnerable sectors as a key priority, alongside continued investments in programs that promote inclusive development and improve the well-being of Moncadenians.
Recognizing the municipality’s vulnerability to natural disasters and changing climatic conditions, the 2027 spending priorities also include strengthening disaster risk reduction and management (DRRM), emergency preparedness, and response measures for the potential effects of the Super El Niño, particularly on water resources, agricultural production, and affected communities.
Support for farmers and the agricultural sector will likewise be pursued through programs intended to strengthen agricultural productivity and innovation, improve access to technical assistance, and enhance the resilience of farming communities against climate-related challenges.
The Annual Budget was principally authored and sponsored by Coun. Dean Michael V. Duque, Chairperson of the Committee on Finance, Ways and Means and Appropriations, and co-sponsored by all the Members of the Council.
The measure underwent committee budget hearings on September 28–29, 2026, as part of the Sanggunian’s legislative review of the proposed expenditures and development priorities of the Municipal Government. The members of the Moncada People’s Council also took part in the budget hearing as part of the LGU’s participatory and shared local governance.
With the Chief Executive’s approval, the Annual Budget will undergo the appropriate budget review process in accordance with applicable laws and regulations, in preparation for its implementation beginning January 1, 2027.
The signing of the 2027 Annual Budget marks another significant step in the shared commitment of the Executive and Legislative Departments to advance responsive governance, strengthen public services, and pursue sustainable and inclusive development for the people of Moncada. # # #
