TAMBULIG, ZAMBOANGA DEL SUR — Under the guidance and continued support of NIA Regional Manager Engr. June Nathaniel S. Plaza, the National Irrigation Administration–Zamboanga del Sur Irrigation Management Office (NIA ZDS IMO) successfully conducted the Annual General Assembly of Nagkahiusang Irrigators Inc. on February 24, 2026, at the covered court of Brgy. San Jose, Tambulig, Zamboanga del Sur. The activity was attended by Acting Manager Engr. Girlie M. Detalla, Assistant to the IMO Manager Engr. Rex L. Armentia, SARIS System Chief, Melvin P. Maata, NIA ZDS IMO personnel, and officers and members of the Irrigators Association, demonstrating strong participation and unity among stakeholders.

During the assembly, the officers presented their financial and accomplishment reports, giving members a transparent view of the association’s performance and operational challenges. Plans and programs for the upcoming cropping season were likewise discussed, including the monthly canal clearing schedule to ensure the efficient and continuous delivery of irrigation water.

The assembly strengthened unity, transparency, and active participation among IA officers and members while supporting efficient irrigation management in coordination with the National Irrigation Administration. It also underscored NIA ZDS IMO’s continuing commitment to responsive engagement with farmer-beneficiaries and to promote sustainable irrigation practices and enhance agricultural productivity across the region.

BONIFACIO, MISAMIS OCCIDENTAL — With the support and guidance of the National Irrigation Administration (NIA) Regional Office IX, the NIA–Zamboanga del Sur Irrigation Management Office (ZDS IMO) conducted a Turn-Out Service Area Group (TSAG) Meeting with the Buswak Bonifacio Irrigators’ Association, Inc. The meeting brought together IA officers, members of the Board of Trustees, and farmer-members to discuss pressing irrigation and drainage concerns affecting crop production in the area. The activity was attended by the ZDSIMO Acting Manager Engr. Girlie M. Detalla and Mr. Melvin P. Maata, Senior IDO, Systems Chief of SARIS and DIPRIS, Acting Watermaster, and assigned IDO.

Farmers raised urgent concerns, including the need for a standard check at the TMC Canal in Lower Linconan and persistent drainage problems caused by blocked downstream canals, which have resulted in waterlogged fields and crop damage. The group also requested support for a farm-to-market road to ease harvesting operations, reduce labor costs, and improve access for farm equipment. These concerns were identified as critical to improving water management and protecting farm productivity in the service area.

Engr. Detalla directed NIA technical staff and IA representatives to conduct a joint field inspection on December 16, 2025. The activity included identifying both legal and illegal turnouts along the canal system to address water losses and improve distribution efficiency. A follow-up walkthrough was later conducted with NIA technical personnel, including Planning Engineer Engr. Eric John Morales, Engr. Rex L. Armentia, Assistant to the IMO Manager, IDU personnel, and IA representatives. The inspection helped pinpoint site-specific interventions and areas requiring further planning. NIA ZDS IMO expressed appreciation for the active participation of the Buswak Bonifacio IA and reaffirmed its commitment to responsive, farmer-centered irrigation services through continuous coordination, field validation, and collaborative planning.

MAHAYAG, ZAMBOANGA DEL SUR — With the support and guidance of the National Irrigation Administration (NIA) Regional Office IX, the National Irrigation Administration–Zamboanga del Sur Irrigation Management Office (NIA ZDS IMO) conducted a Turn-Out Service Area Group (TSAG) Meeting with the Starbright Farmers’ Irrigators’ Association (FIA) on December 9, 2025, at Purok 6, Barangay San Jose, Mahayag, Zamboanga del Sur.

The meeting focused on the clearing of canals along Lateral B West and the scheduling of desilting and backfilling works in sections with eroded canal embankments. These activities were identified as priority actions to restore proper water flow and prevent further damage to the irrigation system. NIA ZDS IMO officials, led by Engr. Girlie M. Detalla, together with officers and members of the Starbright FIA, discussed the immediate clearing of obstructed canal sections, the respective responsibilities under the IMT Modified Contract, and the implementation timeline for the upcoming desilting operations.

A survey team was deployed on December 10, 2025, to prepare for the desilting and backfilling activities. NIA ZDS IMO and the Starbright FIA reaffirmed their commitment to ensuring efficient and reliable irrigation services through close coordination, shared responsibility, and adherence to established operational standards, in support of sustained agricultural productivity in the area.

MAHAYAG, ZAMBOANGA DEL SUR — With the support and guidance of the NIA Regional Office IX, the National Irrigation Administration–Zamboanga del Sur Irrigation Management Office (NIA ZDS IMO) conducted a Turn-Out Service Area Group (TSAG) Meeting with A-NOKIA, Inc. on December 15, 2025, at Purok 4, Barangay Kabuhi, Mahayag. The meeting was attended by ZDSIMO Manager Engr. Girlie M. Detalla, Mr. Melvin P. Maata (Sr. IDO/System’s Chief), SWRFT Jaime C. Paran, IDO-A Ms. Grace V. Gella, IA President, Mr. Ruben Saligumba, and TSAG members.

During the discussion, the IA President expressed appreciation to NIA Region IX, under the leadership of Regional Manager Engr. June Nathaniel S. Plaza, for the repair of the Mahayag Irrigation System, which has significantly improved water availability in the area. The association also raised requests for the construction of service roads to facilitate the hauling of rice produce and the installation of a slab bridge to further improve farm access.

Engr. Detalla commended the farmers for practicing synchronized planting and maintaining clean and well-managed irrigation canals, noting that these efforts contribute to efficient water distribution and improved farm productivity. She further emphasized that sustained coordination between NIA and irrigators’ associations remains essential in maintaining system performance and supporting long-term agricultural development. NIA ZDS IMO reaffirmed its commitment to continue providing responsive, farmer-centered irrigation services in line with regional priorities, through close coordination, regular field engagement, and support to initiatives that strengthen irrigation management and farm productivity in Mahayag.

MOLAVE, ZAMBOANGA DEL SUR — The National Irrigation Administration (NIA) – Salug & Dipolo River Irrigation System, with the strong guidance and support of NIA Regional Office IX, proudly celebrated its annual IA Day by gathering twenty-five (25) Irrigators Associations for a day dedicated to unity and appreciation. The festivities opened with a vibrant motorcade around the Municipality of Molave, symbolizing the collective strength and solidarity of the participating IAs as they kicked off this year’s celebration.

A key highlight of the event was the recognition of outstanding Irrigators Associations for exemplary performance in system operation and maintenance and their active involvement in various NIA programs. Friendly basketball and volleyball matches brought added excitement to the celebration, fostering camaraderie and sportsmanship among the IAs. Participants also showcased their creativity and cultural pride through the “Pista sa SARIS & DIPRIS” Table Setting Competition, where beautifully crafted thematic displays reflected each IA’s resourcefulness and teamwork.

The event further featured the awarding of winners for the “Gulayan sa Patubigan” Contest, aligned with MC No. 2025-010, which promotes the establishment of vegetable gardens along irrigation canals and service areas to strengthen food security and sustainable agriculture. The celebration concluded with the Crowning of Miss IA, a meaningful fundraising activity supporting the construction of the Federation Office, an initiative aimed at further enhancing IA operations. This year’s IA Day stood as a heartfelt testament to partnership, collaboration, and shared commitment between NIA and the Irrigators Associations, all working together for a stronger and more resilient farming community.

DIPOLO, MOLAVE, ZAMBOANGA DEL SUR — The National Irrigation Administration (NIA) Zamboanga del Sur Irrigation Management Office (ZDSIMO) convened a System Management Committee (SMC) Meeting at the NIA–SARIS Office to strengthen coordination among local farmers, irrigators’ associations, and partner government agencies on October 24, 2025. The meeting was led by ZDSIMO Manager Engr. Girlie M. Detalla, together with the Institutional Development Officer and System Chief.

The activity brought together local leaders and representatives from the Salug River Irrigation System (SARIS), including Hon. Ruel Omar L. Cabardo, Mayor of Tambulig; Ma’am Ena Marie Saladaga, Municipal Administrator of Mahayag; and several municipal agriculturists, barangay captains, and officers from the 22 Irrigators Associations (IAs) under the system. The discussions focused on the adoption of IA policies into municipal ordinances, the proposed cropping calendar and planting patterns, and updates on priority projects for 2025, such as the Mahayag Dam. Cooperative matters and other operational concerns were also tackled to ensure better coordination at the grassroots level.

On behalf of Regional Manager Engr. June Nathaniel S. Plaza, NIA reaffirmed its strong commitment to supporting farmers and Irrigators Associations through participatory irrigation management and continuous stakeholder engagement. The agency underscored the importance of shared accountability among government partners and farmers to sustain irrigation systems and improve agricultural productivity across Zamboanga del Sur.

BALINTAWAK, PAGADIAN CITY — The National Irrigation Administration Region IX (NIA-9) successfully wrapped up the 10th Founding Anniversary of the Zamboanga Peninsula Regional Federation of Irrigators Association (ZPRFIA) held at the NIA Regional Office, Balintawak, Pagadian City on October 8-9, 2025. The event gathered participants from the Zamboanga del Norte Regional Sub-Office, Zamboanga Sibugay IMO, ZAMBASULTA Regional Sub-Office, and Zamboanga del Sur IMO (CIS, LABRIS, SARIS, and DIPRIS). With the theme “Pagsusulong ng pagkakaisa sa pamamagitan ng tapat at malinaw na pamumuno tungo sa mas maunlad na agrikultura,” the two-day celebration underscored unity, empowerment, and appreciation for the farmers whose dedication sustains the region’s food security and agricultural progress.
The IA Forum on the second day became a platform for farmer-leaders to voice their needs and craft actionable solutions. These included, increasing the palay buying price addressed to the Office of the President, requesting ₱5 subsidies from LGUs, and calling for increased support for fertilizer and fuel inputs. They also proposed inviting representatives from DA, NFA, and other agencies to the next IA Summit, and urged NIA Top Management to continue the Farming Support Services Program, which has greatly benefited farmers across Region IX. The forum reinforced the strong partnership between NIA and the Irrigators’ Associations in promoting farmer-centered and transparent agricultural development.
The celebration culminated in a spirited Sportsfest and Awarding Ceremony, showcasing both camaraderie and talent among farmer-participants. Runners from Zamboanga del Norte and ZAMBASULTA RSO dominated the Dekada Run, while the oldest runner hailed from Zamboanga City. Zamboanga del Sur IMO (SARIS and DIPRIS) swept the Cheerdance Competition and Gulayamanan sa Canal, while ZDSIMO (CIS and LABRIS) clinched the Basketball Tournament championship. The Talentadong IA featuring IDP Implementers captivated the crowd with creative performances, with ZDNRSO emerging as the winner. Zamboanga Sibugay topped the Reel It to Win It contest for highest social media engagement, while SARIS and DIPRIS earned recognition for Best Reels Content. The KADIWA sa NIA exhibit also continued, promoting locally produced goods and supporting farmers’ enterprises.
As the celebration concluded, participants went home with renewed motivation, strengthened unity, and deeper trust in collaboration. The event reinforced NIA Region IX’s commitment to promoting good governance, transparency, and farmer empowerment, building stronger partnerships that ensure the continued success of irrigation and agricultural development in the Zamboanga Peninsula.
