The Office of the City Veterinarian remains committed to protecting the health and safety of the cityโ€™s livestock and companion animals. The 1st Quarter Veterinary Outreach Program officially began on January 15, 2026, bringing essential veterinary services directly to priority barangays.

โ€ข Services are FREE during Veterinary Outreach schedules in barangays.
โ€ข On regular service days at the City Vet Office, the following fees apply:
โ€“ Castration: โ‚ฑ350
โ€“ Anti-Rabies Vaccination: โ‚ฑ80 (includes โ‚ฑ30 registration fee)

๐Ÿ“‹ Castration Requirements (Dogs & Cats)
โ€ข Pets must be at least 8 months old
โ€ข Must have received Anti-Rabies vaccination
โ€ข Pets must be on fasting before surgery
o No food and water after dinner the night before the scheduled castration
o This is important to avoid complications during surgery the next day

๐Ÿถ๐Ÿท Pet owners and livestock raisers in listed barangays are encouraged to bring their animals on the scheduled dates. Please secure pets with a leash, cage, or harness for everyoneโ€™s safety.

Asenso Pinoy Rep. Atty. Indy Oaminal joined the Subcommittee on the Seal of Good Local Governance under the Committee on Local Government, to discuss the proposed Public Governance Meritocracy Act.

Rep. Oaminal confirmed with the DILG that it supports the shift in measuring governance from a compliance-based system to an output-based system and raised key questions with the PSA and NAPC on data collection, capacity, and institutional arrangements. On incentives, he engaged the DOH, supporting performance-based bonuses while proposing promotions as added motivation for line agencies.

He also cautioned against using inflation as a measure of LGU performance. He agreed that LGUโ€™s can effect inflation, citing how through efficient and effective local governance the Province of Misamis Occidental was transformed from being one of the poorest provinces into one of the highest per capita GDP in the country. However, he noted that not all indicators are within local control, and requested the DepDev to propose metrics to reflect what LGUs can realistically influence in relation to inflation.

Lastly, Rep. Oaminal reiterated his support for the said measures for these will ensure a bigger role of local governments in development through accountable governance.

Continuing his active participation in key legislative discussions, Asenso Pinoy Rep. Atty. Indy Oaminal joined the Committee on Health meeting to deliberate on House Bills proposing An Act Strengthening the Human Organs and Tissue Donation and Transplantation Program.

At a crucial point during the meeting, Rep. Oaminal raised a key ethical question on the provisions allowing compensation for organ donors, asking whether providing non-monetary incentives such as discounts or privileges for organ donors would still be considered contrary to international norms and ethical standards, as compared to direct monetary compensation.

Lastly, he manifested his full support for the proposed measures, emphasizing the importance of strengthening the countryโ€™s organ donation framework to improve access to life saving transplants.
