One BPI Davao: Celebrating 74 Years of Agricultural Excellence and Inclusion
The Bureau of Plant Industry (BPI) Davao National Crop Research Development and Production Support Center (DNCRDPSC) recently marked its 74th Anniversary with a powerful theme: “Buhayin, Pagyabungin, Ingatan: Pagkilala sa Kontribusyon ng Kababaihan at Kabataan sa Paghahalaman para sa masaganang Kinabukasan.”
The three-day festivities kicked off on April 28, 2026, marking a historic milestone as it is the the first time, the center united with its sister offices—BPI Davao Satellite Plant Analysis Laboratory (SPAL), National Seed Quality Control Services (NSQCS), and Plant Quarantine Service (PQS)—under the banner of “One BPI Davao.” This unified approach highlights the collective strength of these offices in achieving the Bureau’s national goals.
The celebration began with a Eucharistic Celebration led by Fr. Edilberto Mahinay, DCD, followed by the blessing of the newly renovated BPI Davao Pavilion.
Flor De Hasmin C. Bayo, MPA, OIC-Center Chief of DNCRDPSC and Regional Manager of PQS-Port of Davao, opened the ceremony with a warm welcome. The event was graced by an esteemed assembly of leaders, including:

Dr. Herminigilda A. Gabertan, BPI Assistant Director Dr. Antonio R. Obsioma, City Agriculturist Representatives from the Department of Agriculture Region XI and various government agencies.
The program served as a heartfelt tribute to the people behind the Bureau’s success. Loyalty awards were presented to long-serving employees, while retired personnel were honored for their lasting contributions. In a touching segment, retirees shared stories of their tenure, bridging the gap between the Center’s rich history and its bright future. The updated IEC Materials were also featured which are valuable for Center's aim of helping our farmers with the latest production technologies. Adding to the day’s significance, BPI Davao reached a historic milestone by becoming the first-ever PhilGAP-certified BPI Center. The certification was officially presented by Mr. William Mugot, Chief of the Plant Product Safety Services Division (PPSSD)
Guests explored interactive booths showcasing the distinct services of DNCRDPSC, SPAL, NSQCS, and PQS. Additionally, a Kadiwa Farmer’s Market was set up, offering a vibrant selection of fresh local produce directly to the community.
Following the formal program, a ceremonial tree planting was held, serving as a living symbol of the Center’s enduring legacy and its commitment to environmental stewardship.
During the event, Director Panganiban toured the Center’s facilities to assess current operations and discuss future developments. The first day concluded on a high note—a meaningful blend of tradition, recognition, and progress that sets the stage for the rest of the three-day celebration.
Guided by the theme of nurturing and protection, BPI Davao concludes its first day of festivities with a renewed sense of purpose. By empowering women and youth and upholding the highest standards of food safety, the Center ensures that the legacy of the last 74 years will continue to flourish in the years ahead.
