Severe Winds

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

โ€ข Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
โ€ข Minor to moderate impacts from gale-force winds are possible within any of the areas under Wind Signal No. 2.

The surge of the Northeast Monsoon will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):

24-Hour Sea Condition Outlook

Up to very rough seas over the following coastal waters:
โ€ข Up to 5.0 m: The seaboard of Surigao del Sur.
โ€ข Up to 4.5 m: The eastern seaboards of Northern Samar, Eastern Samar, Siargao-Bucas Grande Islands and Dinagat Islands; the seaboard of northern Davao Oriental.
โ€ข Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.

Up to rough seas over the following coastal waters:
โ€ข Up to 4.0 m: The northern and eastern seaboards of Catanduanes; the eastern seaboards of Albay and Sorsogon; the northern seaboard of Northern Samar; the remaining seaboards of Eastern Samar and Davao Oriental.

โ€ข Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

Other coastal waters have forecast wave heights of less than 2.0 m.

TRACK AND INTENSITY OUTLOOK
โ€ข It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to โ€œOther Hazards affecting Land Areasโ€ for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
โ€ข BASYANG is now moving westward and is expected to turn west northwestward beginning tomorrow (06 February) morning. On the forecast track, the center of BASYANG will make its initial landfall over Surigao del Sur tonight. After crossing Mindanao, it is likely to emerge over Bohol Sea tomorrow morning, and may pass close or make another landfall over Siquijor and the southern portion of Negros Oriental by tomorrow afternoon. By tomorrow evening or Saturday (07 February) early morning, it will emerge over Sulu Sea, then traverse the northern portion of Palawan between Saturday afternoon and evening.
โ€ข BASYANG may further intensify prior to its initial landfall. It will then slightly weaken as it interacts with the landmass but it will likely remain a tropical storm. Further weakening into a tropical depression is forecast by Saturday and will be downgraded into a low pressure area by Monday (09 February).

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

DEPED MINGLANILLA: NO FACE-TO-FACE CLASSES

After a meeting with the MDRRM council, barangay captains, quad bureau, and the District Supervisor of the Department of Education- Minglanilla, the DepEd, through a resolution, has decided to suspend face-to-face classes on February 5 and 6 due to the anticipation of Bagyong Basyang.

Classes will not be disrupted as Alternative Delivery Modes (ADM) will be implemented aron naa gihapon makat-unan atong mga bata bisan og naa sa balay.

Private schools are advised to exercise their discretion regarding class implementation. Please be guided accordingly.
