The Municipality of Minalin held its Monday Flag Raising Ceremony today at 7:00 AM, marking the start of the implementation of the Flexible Work Arrangement / Four-Day Work Week in the Municipal Government.

This initiative is in line with Memorandum Circular No. 114 issued by the Office of the President and Executive Order No. 03 issued by the Provincial Governor, encouraging government offices to adopt energy conservation measures and flexible work arrangements.

In response, the Municipal Government of Minalin issued Executive Order No. 145, directing the implementation of energy conservation measures and the adoption of flexible work arrangements in the local government.

📌 Key Provisions of Executive Order No. 145

1. Flexible Work Arrangement
Municipal offices, except those providing essential services, shall adopt the following schedule:
• Monday to Thursday
• 7:00 AM – 12:00 NN
• 1:00 PM – 6:00 PM

2. Energy Conservation Measures
All offices shall strictly observe energy-saving practices, including:
• Air-conditioning units to be turned on only starting 8:30 AM, turned off during lunch breaks, and not used beyond 5:00 PM, with thermostat settings not lower than 24°C
• Turning off lights and electronic equipment when not in use
• Activating power-saving modes on office equipment
• Minimizing elevator use and encouraging the use of stairs
• Conducting virtual meetings whenever possible
• Limiting official travel to essential functions only
• Observing fuel efficiency measures for government vehicles

3. Exempted Personnel
Personnel rendering essential services shall maintain their regular work schedules, including:
• Medical personnel at the Rural Health Unit and Super Health Center
• Maintenance and security personnel
• Rescuers and transport staff
• Other personnel required to perform urgent on-site duties to ensure continuity of essential services

Energy Conservation Measures Ordered by the President 💡

READ: Government offices are ordered to set their air-conditioning units not colder than 24 degrees Celsius as part of the energy conservation measures ordered by President Ferdinand Marcos Jr.

The Inter-Agency Energy Efficiency and Conservation Committee (IAEECC) ordered all government agencies to immediately comply with the following energy saving measures:

- Activating sleep settings on office equipment
- Adjusting the AC unit thermostat to not lower than 24 degrees Celsius, and keeping doors of air-conditioned spaces closed to maintain ambient temperature
- Adoption of Flexible Work Arrangements or recommending the implementation of 8 hours straight office operation whenever practical and applicable, and subject to applicable rules and regulations
- Turning off the lights and computers during lunch breaks (except in offices where "No Noon Break"
policy is implemented) and after office hours, and whenever not in use
- Replacement of lighting systems to LED and air conditioners to inverter technology, and the use of appliances with higher energy efficiency ratings
Utilize renewable energy (RE) on-site such as solar photovoltaic (PV), if applicable
