๐—Ÿ๐—ข๐—ข๐—žโ•‘ CFOS Dean Prof. Dr. Harold M. Monteclaro (2nd from right) welcomes Dr. Almira Astudillo Gilles (2nd from left), president of The Hinabi Project (THP), an organization dedicated to the promotion, preservation, and practice of the Philippine weaving arts in natural fiber.

Gilles is the former president of the UP Alumni Association Chicago Chapter, who facilitated a donation for a project on โ€œEvaluation of the Marine Protected Areas in San Joaquin, Iloilo,โ€ which was implemented by the Institute of Fisheries Policy and Development Studies, College of Fisheries and Ocean Sciences. She also introduced a supplemental livelihood for women by utilizing the used fine mesh nets into bag accessories, which is one of the public service activities of the institute before pandemic.

At present, the alumni association is funding a new project on โ€œEnsuring the Sustainability of the Marine Sanctuaries of Miagao, Iloilo, through Citizen Science, Capacity Building, and Environmental Education.โ€ This will be implemented by the institute through the leadership of Assoc. Prof. Dr. Liberty N. Espectato (extreme right).

IEC Materials to Boost Awareness of Coastal Communities

CFOS-IFPDS distributed information, education, and communication (IEC) materials to the local government units (LGUs) in the 1st District of Iloilo on January 12, 2026. Five coastal municipalities, namely, San Joaquin, Miagao, Guimbal, Tigbauan, and Oton received Kinaray-a/Hiligaynon-written IEC materials.

The current โ€œAng Bantalanโ€ News Bulletin issue (Issue No.29) covers several topics on closed fishing season that are being implemented in major fishing grounds in the country such as the Visayan Sea, the waters off the Zamboanga Peninsula, and Northern Palawan. These fishing regulations not only aim to improve productivity but also protect the commercially important fish species found in these areas. The Information Material (InfoMat) flyer on the other hand features the importance of marine wildlife and the relevant national laws and policies implemented for their conservation and protection. Some examples of common threatened marine species are also presented in the flyer.

These printed materials were produced through the public service activity titled โ€œDevelopment and Production of IEC and Science Communication Materials for Fisheriesโ€, with funding support from the UPV Office of the Vice Chancellor for Research and Extension (UPV-OCRE) Public Service Funding Window.

This initiative forms part of the Instituteโ€™s commitment to increasing awareness of coastal communities on national and local fisheries laws and policies.

A capacity-building seminar on conducting social science research in fisheries was conducted by the UP Visayas Pearl Oyster Value Chain Analysis (VCA) research team at the Zamboanga State College of Marine Sciences and Technology (ZCSMST). Associate Professor Liberty Espectato, the Project Leader, led the session, and covered topics such as social science research methods, analytical tools, and the importance of research ethics. The lecture-seminar was attended by students who will be conducting their thesis on the value chain analysis of pearl oysters and other bivalves, and the faculty and research staff of ZSCMST.

ZSCMST, through its Officer-in-Charge Vice President for Research, Innovation, and Extension, Dr. Maila Pan, is one of the collaborators of the Pearl VCA Project. This research project is being funded by the Department of Science and Technology - Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD) and implemented through the Institute of Fisheries Policy and Development Studies (IFPDS) of the College of Fisheries and Ocean Sciences, UP Visayas. Also present in the said activity are the Project Assistants of the study, Andre Joshua Zamora and Hazel Colleen Gaya. This collaborative event provided participants with vital skills and knowledge to enhance the quality of their upcoming research in value chain analyses.

Ms. Heather Gale V. Rojo, an undergraduate student of the Institute of Fisheries Policy and Development Studies, College of Fisheries and Ocean Sciences, won first place in the undergraduate poster competition during the 8th International Conference of Fisheries and Aquatic Sciences (ICFAS) held at Grand Xing Imperial Hotel, Iloilo City on 17-19 November 2025, with the theme โ€œFisheries at the Forefront: Ensuring Food Safety, Security and Sustainabilityโ€. Her research paper titled โ€œExamining Nighttime Fishing Vessel Activity in FMA 5 using VIIRS Boat Detection (VBD) โ€, co-authored by Assoc. Prof. Joshua M. Regalado highlighted the use of VIIRS Boat Detection (VBD) for examining fishing activities of nighttime commercial fishing vessels operating within Fisheries Management Area (FMA) 5 and with a focus on vessel activities with the municipal waters within the FMA. The study identified commercial fishing โ€œHotspotsโ€ or areas with high vessel detections and LGUs with the highest frequency of vessel activity from the VBD. The results provide key insights for vessel monitoring and for targeted and purposive law enforcement planning.

ICFAS 2025 was attended by over 300 local and foreign participants from the academe, government agencies, non-government organizations, and the industry sector.
