As one of the lead groups that recently held a public protest against floods, corruption, and reclamation, Kilos Bulacan fiercely condemns billionaire Ramon Angโs offer of a 1 million-peso reward to those who will provide information about the critics of their New Manila International Airport/Bulacan Airport and his threat to sue the airportโs critics.
We urge local government officials, concerned citizens, and legislators to push back against this shameless display of oligarchic arrogance.
Rather than address valid scientific criticisms, the billionaire deployed panicked media spectacles. He assumes a million-peso bounty will successfully silence local critics, journalists, and unified Bulakenyos fighting the destructive mega-project that harms the environment and many communities.
Ramon Angโs arrogant and insulting attempt to wash his hands off the disaster paralyzing our province deserves condemnation. It is an absolute, bold-faced lie to claim that burying 2,500 hectares of our natural coastal floodplains under millions of tons of concrete has zero impact on the catastrophic flooding in Bulacan. For generations, the wetlands of Barangay Taliptip and surrounding areas served as our communities' natural shieldโa massive, living sponge that absorbed heavy rains and high tides.
By destroying these ecosystems to clear the path for the New Manila International Airport (NMIA), San Miguel Corporation (SMC) has effectively erected a concrete fortress that bottlenecks our rivers. When Ang uses corporate press briefings to blame third-party bridge repairs, 'natural' ground sinking, or shallow rivers, he is gaslighting millions of displaced Filipinos to protect his bottom line.
Defenders of NMIA falsely claim, without any evidence, that it is not a reclamation project to deflect criticisms, but studies such as โArticulating geomorphology and geohazards in the coastal development issues of communities along the northern coasts of Manila Bay, Philippinesโ authored by Dr. Sandra G. Catane et al. already provide clear scientific elaboration on the said airportโs nature as an environmentally destructive reclamation project. The actual activities carried out to build the airport (such as โinfillingโ) clearly point out to NMIA as a mega-reclamation project.
Moreover, lest we forget, San Miguel Corporationโs own commissioned study on the airportโs impact admitted that the airport will exacerbate flooding in surrounding areas. The said study recommended flood control/mitigation measures which seem to have not been followed and/or effectively completed as our communities are still inundated years after the airportโs construction began.
Our families are trapped in neck-deep, stagnant floods for months on end because San Miguel Corporationโs (SMC) massive dumping of filling materials has restricted the delta, creating a 'dam effect' that stops inland river systems from draining into Manila Bay. No amount of PR maneuvers, million-peso bounties against critics, or performative river-dredging and photo-ops can erase the daily trauma of ruined livelihoods, submerged homes, and displaced fisherfolk.
This is not a mere act of nature; this is systemic, corporate-driven environmental destruction, and our communities will not be silenced until we achieve true accountability, an independent scientific audit of NMIAโs full impact on the environment and communities, and a complete halt to the destruction of Bulacan, Pampanga and nearby provinces too.
Furthermore, we urge the government to develop a national sustainable stormwater management masterplan in coordination with communities, local government units, and scientists/experts rather than just waste billions of pesos again for flood control projects that only serve to line up the pockets of corrupt politicians, bureaucrats, and contractors.
We in Kilos Bulacan stand firm against corporate intimidations, government negligence, and we will consistently put forward the following demands seeking to put an end to the systemic destruction driven by San Miguel Corporation (SMC):
