DISIPLINADU KU, MANGAWANI KU!

In compliance with Republic Act No. 9003 (Ecological Solid Waste Management Act of 2000) and Municipal Ordinance No. 044-2016 (Ecological Solid Waste Management Ordinance of the Municipality of Mexico, Province of Pampanga), the Local Government of Mexico, Pampanga, through its Municipal Environment and Natural Resources Office, conducted an Information, Education, and Communication (IEC) Campaign regarding Proper Ecogical Solid Waste Management, including Proper Waste Segregation. This campaign took place from February 25, 2025, to April 20, 2025, across all 43 barangays in the municipality.

Proper solid waste management is not only essential for a clean and healthy environment, but it is also a legal obligation under Municipal Ordinance No. 044-2016, known as the Ecological Solid Waste Management Ordinance of the Municipality of Mexico, Province of Pampanga.

Every resident is urged to properly segregate biodegradable, recyclable, residual, and special waste. The ordinance strictly prohibits the improper disposal of garbage, including littering in public places, open burning of waste, illegal dumping, and mixing of segregated trash. Violators may face fines, community service, or other penalties as provided by law.

The photos show the content of the following Municipal Ordinances:

A. Municipal Ordinance No. 044 - 2016, known as the Ecological Solid Waste Management Ordinance of the Municipality of Mexico, Province of Pampanga;

B. Municipal Ordinance No. 035 - 2017, known as the Anti-Littering Ordinance of the Municipality of Mexico, Province of Pampanga; and

C. Municipal Ordinance No. 023 -

โ™ป๏ธ MANDATORY WASTE SEGREGATION

As indicated in Section 17 (Segregation of Solid Waste) of Municipal Ordinance No. 044 - 2016, known as the Ecological Solid Waste Management Ordinance of the Municipality of Mexico, Province of Pampanga, states that "The Municipal Government of Mexico shall evaluate alternative roles for the public and private sectors in providing collection services, type of collection system or combination of systems, that best meet their needs: Provided, that SEGREGATION OF WASTES shall primarily be conducted AT THE SOURCE, to include household, institutional, industrial, commercial and agricultural sources: Provided, further, that wastes shall be segregated into the categories provided in Section 18 hereof."

The Local Government Unit (LGU) and its component barangays shall actively promote among its constituencies the reduction and minimization of wastes generated at the source; responsibility for sorting and segregation of biodegradable and non-biodegradable wastes shall be at the household level and all other sources.

Starting JUNE 01, 2025, letโ€™s come together as a community to make a real difference by practicing waste segregation. Proper waste management is essential for reducing landfill impact, improving recycling efficiency, and protecting our environment from pollution. By making mindful choices about how we sort our waste, we can contribute to a cleaner, healthier, and more sustainable future.

Municipal Ordinance No. 023-2022 also known as "Anti-Open Burning Ordinance" in the Municipality of Mexico, Province of Pampanga.

Study shows that open burning of garbage poses health risks to those exposed directly to the smoke. It especially affects people with sensitive respiratory systems, as well as children and the elderly. In the short term, exposure to smoke can cause headaches, nausea, and rashes. Over time, it can increase the risk of developing heart disease.

Section 3 of this Ordinance states that the following acts shall be prohibited within the territorial jurisdiction of this municipality:

- Open burning of trash, garbage, agricultural waste, and solid waste or any refuse.

Any person, whether natural or juridical, found violating this Ordinance shall be subjected to a penalty under section 8 of this Ordinance.

Section 8. PENALTY. - Any person, whether natural or juridical, found violating this Ordinance shall be subjected to the following:

The Barangay Solid Waste Management Committee as deputized by the Local Chief Executive through MENRO, shall serve a Warning Notice to the violator/s to enforce this Ordinance for the consecutive violations committed by them within a grace period of one (1) month.

Provided, however, if the latter continued his/her violation/s of this Ordinance after the one (1) month grace period, the violator/s shall then be subjected to the following fines and/or pernalties:

A. FIRST OFFENSE โ€“ Php 500.00 or 3 to 5 days community service.

B. SECOND OFFENSE โ€“ Php 1,500.00 or 5 to 7 days community service.

C. THIRD OFFENSE โ€“ Php 2,500.00 or 6 months to 1 year of imprisonment upon discretion of the court.

โ™ป๏ธ MANDATORY WASTE SEGREGATION

As indicated in Section 16. Article II of the 1987 Philippine Constitution under its state policies, โ€œThe state shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature". This acknowledges that the state is obligated to protect the environment for the benefit of the people. This then encompasses the Local Government Units and the barangays who are also obliged to act with regards to the protection and preservation of the environment.

๐Ÿšฏ KNOW THE RULES: PROHIBITED ACTS ON SOLID WASTE ๐Ÿšฏ under Municipal Ordinance No. 018 - 2016, Municipal Ordinance No. 044 - 2016, and Municipal Ordinance No. 035 - 2017.

The global community acknowledges that Ecological Solid Waste Management (ESWM) is a critical issue needing serious attention. The aggressive pursuit of economic growth by developing countries like the Philippines has led to the manufacture, distribution, and use of products, as well as the generation of waste that contributes to environmental degradation and global climate change.

Proper waste management is everyoneโ€™s responsibility! To protect our environment and health, certain acts related to solid waste are strictly prohibited.

Here are some prohibited acts along with their respective fines and penalties that you should be aware of! โฌ‡๏ธ

1. Littering, Throwing, and Dumping of Waste;
2. Open Burning of Solid Waste;
3. Causing or Permitting the Collection of Non-Segregated or Unsorted Waste;
4. Open Dumping;
5. Unauthorized Removal of Recyclable Materials intended for Collection by Authorized Persons; and
6. Transport and Dumping in Bulk of Collected Domestic, Industrial, Commercial, and Institutional Wastes in areas other than Centers of Facilities prescribed under this ACT.

Solid Waste Management (SWM) has become a critical issue that demands global attention, particularly in developing countries like the Philippines. As these nations aggressively pursue economic growth, there is an inevitable increase in the production, distribution, and consumption of goods, leading to the generation of significant amounts of waste. The improper handling and disposal of this waste contribute to environmental degradation, polluting air, land, and water systems, and exacerbating global climate change. Industrialization and urbanization, while driving economic development, often outpace the capacity of waste management infrastructure, leading to the accumulation of hazardous and non-biodegradable materials in landfills, waterways, and urban spaces.

Moreover, the lack of adequate recycling systems and effective waste disposal methods aggravates this issue, as much of the waste generated remains untreated or poorly managed. Consequently, the environmental impacts are profound, contributing to ecosystem destruction, greenhouse gas emissions from waste, and worsening public health conditions. To address these challenges, a more sustainable approach to economic development is needed, one that integrates effective SWM practices, emphasizes resource conservation and reduces the environmental footprint of economic activities.
