DAGUPAN CITY, PANGASINAN — Upholding transparency, accountability, and institutional continuity, the Land Transportation Office (LTO) Dagupan District Office formally conducted the turnover of accountabilities of the outgoing Motor Vehicle (MV) Registration Cashier and Supply Officer, today September 2, 2026, ensuring the orderly transfer of official responsibilities and government resources.

The formal turnover facilitated the transfer of authority, official records, documents, supplies, and other accountabilities entrusted to the concerned personnel. The activity was witnessed by representatives from the Commission on Audit (COA) and the Regional Internal Audit Section (RIAS) of LTO Region 1, reinforcing the importance of proper documentation, verification, and accountability in government operations.

More than a routine administrative procedure, the turnover underscored the LTO’s commitment to a culture of transparency and responsible leadership, where every government resource is properly accounted for and every transition is carried out with integrity.

The activity likewise demonstrated that changes in personnel and assignments need not disrupt the delivery of public service. Through a systematic transfer of responsibilities, the LTO ensures that institutional knowledge, records, and operational functions remain intact—strengthening continuity and safeguarding the public interest.

“Accountability does not end with a change in assignment; it is carried forward through every transition.” This principle remains central to the LTO Region 1’s continuing efforts to reinforce internal controls, good governance, and responsive public service.

The LTO Region 1 continues to strengthen its internal systems and governance mechanisms to ensure that every office remains capable of delivering efficient, transparent, accountable, and people-centered services, even amid challenging circumstances.

The initiative is undertaken under the guidance of Department of Transportation (DOTr) Acting Secretary Atty. Giovanni Z. Lopez and LTO Chief Assistant Secretary Markus V. Lacanilao, and under the leadership of Regional Director Glorioso Daniel Z. Martinez and Assistant Regional Director Engr. Eric C. Suriben.

Through strengthened accountability and institutional discipline, LTO Region 1 remains steadfast in protecting public resources, sustaining operational continuity, and delivering “totoong serbisyo para sa bawat Pilipino”.

The Land Transportation Office (LTO) Region 1, through its Regional Law Enforcement Section (RLES), continues to promote a culture of health, wellness, and physical fitness among its personnel, recognizing that a healthy workforce is essential to delivering efficient, responsive, and effective public service.

The initiative underscores the importance of maintaining the physical well-being of LTO personnel, particularly those engaged in law enforcement and field operations where physical readiness, alertness, and endurance are vital in carrying out their duties.

Through regular health and wellness activities, the RLES encourages employees to prioritize physical fitness and adopt healthier lifestyle practices. Beyond improving individual well-being, the initiative seeks to build a workforce that is more energized, disciplined, resilient, and prepared to serve the motoring public.

The program is carried out under the guidance of DOTr Acting Secretary Atty. Giovanni Z. Lopez and LTO Chief Assistant Secretary Markus V. Lacanilao, whose leadership continues to emphasize the importance of strengthening both institutional performance and the welfare of government personnel.

Lumabas sa imbestigasyon ng Land Transportation Office (LTO) na ang Leading Edge Automobiles Philippines, Inc. – BGC Branch (“LEAP-BGC”), isang LTO-accredited motor vehicle dealer, ay nagpahintulot sa LEAP Mandaluyong Branch, na walang sariling LTO accreditation, na magbenta ng 19 na sasakyan gamit ang accreditation ng LEAP-BGC.

Ang LEAP-BGC mismo ang nag-isyu ng sales invoices at nagproseso ng sales reports at registration ng nasabing 19 na sasakyan. Dahil dito, makikita sa records ng LTO na ang mga transaksyon ay ginawa sa ilalim ng accreditation ng LEAP-BGC.

Natuklasan din ng LTO ang mga pagkakaiba sa petsa ng bentahan ng 13 sa 19 na sasakyan. Ang mga petsang ini-report sa LTO ay hindi tumutugma sa aktwal na petsa ng bentahan na nakasaad sa kaukulang sales invoices.

Malaki ang inabot ng administrative fine na ipinataw ng LTO sa LEAP-BGC, batay sa graduated penalty schedule na nagtatakda ng P500,000.00 bawat transaksyon para sa serious offense at P100,000.00 bawat transaksyon para sa less serious offense. Kabilang sa mga paglabag ang pagpapahintulot sa unaccredited LEAP Mandaluyong Branch na magbenta ng 19 na sasakyan gamit ang accreditation ng LEAP-BGC; ang pag-isyu ng sales invoices at pagproseso ng sales reports at registration ng nasabing 19 na sasakyan; at ang maling pag-uulat ng petsa ng bentahan ng 13 sasakyan.

“Hindi natin papayagan na gamitin ang mga accredited dealer bilang front para sa mga unauthorized transactions. Pare-pareho ang ating mga patakaran para sa lahat, at mananagot ang sinumang magtatangkang umiwas o lumusot sa mga ito,” pahayag ni Asec. Lacanilao.

Pinaalalahanan din ng LTO Chief ang lahat ng accredited dealers na sila ang may pananagutan sa pagiging tama at makatotohanan ng lahat ng sales reports, invoices, registration documents at iba pang records na kanilang isinusumite sa ahensya.

“Nakasalalay sa tama at makatotohanang records ang integridad ng ating motor vehicle registration system. Patuloy nating paiigtingin ang monitoring at enforcement upang maprotektahan ang publiko at matiyak na sumusunod ang lahat ng accredited dealers sa mga patakaran at regulasyon ng LTO,” dagdag niya.

Hindi lamang tungkulin ang paglilingkod sa bayan, ito ay isang panata ng integridad, malasakit, at kahusayan. Ito ang muling pinagtibay ng Land Transportation Office (LTO) Region I sa paggunita sa 126th Philippine Civil Service Anniversary (PCSA) na may temang, “Bawat Kawani, Lingkod Bayani: Puso, Dangal, at Galing Para sa Bayan.”

Kaisa ng mga ahensya ng pamahalaan sa buong bansa, binigyang-diin ng LTO Region I na ang bawat kawani ng gobyerno ay may mahalagang papel sa pagtatatag ng isang mas episyente, makatao, tapat, at serbisyong nakasentro sa mamamayan.

Sa isinagawang regionwide flag-raising ceremony, sabay-sabay na lumahok ang mga kawani ng Regional Office at lahat ng District Offices ng LTO Region I sa paglagda sa Lingkod Bayani Commitment Wall, isang simbolikong pagpapahayag ng kanilang kolektibong panata na panatilihin ang mataas na pamantayan ng propesyonalismo, pananagutan, integridad, at dedikasyon sa serbisyo publiko.

Sa kanyang mensahe sa mga kawani, hinikayat ni Regional Director Glorioso Daniel Z. Martinez na manatiling tapat sa kanilang mandato at isabuhay ang tunay na diwa ng paglilingkod. ”Magsilbi ng tapat at mahusay.”

Binigyang-diin ni RD Martinez na ang bawat transaksyon, desisyon, at pakikitungo sa publiko ay isang pagkakataon upang patunayan ang tunay na kahulugan ng pagiging isang Lingkod Bayani.

Aniya, hindi nasusukat lamang ang serbisyo publiko sa dami ng natatapos na transaksyon, kundi sa integridad ng proseso, malasakit sa kliyente, at kalidad ng serbisyong naihahatid sa bawat Pilipino.

Sa pamamagitan ng aktibidad, muling pinagtibay ng LTO Region I officials at employees ang kanilang sama-samang paninindigan na maghatid ng etikal, mabilis, episyente, inklusibo, at mahusay na serbisyo publiko.

Ang paggunita sa PCSA ay kaakibat ng patuloy na pagsusulong ng pamahalaan sa isang burukrasya na mas madaling lapitan, may pananagutan, at tunay na tumutugon sa pangangailangan ng mamamayan, alinsunod sa adhikain ni President Ferdinand “Bongbong” R. Marcos Jr. para sa isang mas episyente at nakatuon sa mamamayan na pamahalaan, sa ilalim ng pamumuno ni Department of Transportation (DOTr) Acting Secretary Atty. Giovanni Z. Lopez at LTO Chief Assistant Secretary Markus V. Lacanilao.

Sa pamumuno ni Regional Director Glorioso Daniel Z. Martinez, katuwang si Assistant Regional Director Engr. Eric C. Suriben, patuloy na itinataguyod ng LTO Region I ang kultura ng serbisyo na nakaugat sa integridad, kakayahan, pananagutan, at tunay na malasakit sa publiko.

Higit pa sa isang seremonyal na gawain, ang Lingkod Bayani Commitment Wall ay nagsisilbing konkretong paalala sa bawat kawani ng LTO Region I na ang kanilang sinumpaang tungkulin ay hindi natatapos sa opisina. Ito ay isinasabuhay sa bawat araw, sa bawat transaksyon, at sa bawat mamamayang kanilang pinaglilingkuran.
