Escudero III was a former government worker having served as Assistant Secretary for the National Household Targeting System of DSWD, and Director III of the Human Resource Relations Office of the CSC. He earned his bachelor’s degree in Sociology from the University of the Philippines – Los Baños and his law degree from the University of Nueva Caceres in Naga City. He joined the Civil Service Commission in 2008. His master’s thesis entitled Party System Institutionalization in the Philippines was accepted in the 2013 Eastern Regional Organization for Public Administration (EROPA) Conference, in Tachikawa City, Tokyo. During his tenure in the government, he was was involved in the country’s implementation and review of existing anti-corruption measures pursuant to the United Nations Convention Against Corruption (UNCAC). He was named by then President Noynoy Aquino to the UNODC as one of the Prevention Authorities of the country and is one of the country’s governmental experts in the UNCAC implementation and review. He was a member of the GPH Panel in the Coordination Team for the Transition (CT4T) which worked on the transition plan of the Bangsamoro Autonomous Region in Muslim Mindanao. He is a subject matter expert on various topics such as: 1) Effective and Efficient Investigation and Prosecution of Corruption Cases; 2) Code of Conduct for Public Officials and Employees; 3) Quasi-Judicial and Administrative Justice; 4) Anti-Red Tape Act of 2007; 5) Administrative Discipline; 6) Public Service Ethics and Accountability; 7) Public Service Values Program; 8) Administrative Rules on Sexual Harassment, and 9) Public Sector Unionism He is often tapped as a resource person in Congress to discuss civil service matters, such as government reorganization and good governance.
