As part of the Open Space Development (OSD) Component of the PLANADO Program under the Department of Human Settlements and Urban Development (DHSUD), UP Mindanao presented and shared its preliminary planning and design outputs for identified open spaces in Mati City.

The activity provided an opportunity for the City Government of Mati, through the City Planning and Development Office (CPDO), to review the proposed concepts, strategies, and design interventions for the identified sites. Constructive feedback and recommendations were likewise provided to further refine the plans and ensure that the proposed developments respond to the needs, character, and aspirations of the local community.

Mati City is proud to be one of the pilot cities in Region XI under the Open Space Development Program and continues to work closely with UP Mindanao and partner agencies in advancing sustainable, inclusive, and people-centered public spaces.

The presented outputs remain subject to further enhancement and incorporation of comments and recommendations gathered during the presentation. The final outputs and design details will be formally transmitted and turned over to the City Government of Mati upon completion and finalization by the project team.

The City Government of Mati extends its sincere appreciation to UP Mindanao, its faculty members and students, and all partner institutions for their continued collaboration and commitment in shaping vibrant, accessible, resilient, and future-ready public spaces for the people of Mati.

At the 4Ps Exit Conference held on June 1, 2026 at the Samboukan Conference Hall, the City Planning and Development Office (CPDO) – through its Head of the Monitoring, Learning and Innovation Division (MLID) Ms. Realyn T. Bicoy – underscored that poverty alleviation is not a matter of hope but of intentional design.

The transition of graduating families from the Pantawid Pamilyang Pilipino Program requires more than a simple turnover of names. It demands a structured, targeted, and child-sensitive plan that answers one critical question: Transition to what?

Thus, CPDO emphasized that planning must be anchored on targeted interventions – not generic assistance, but context-specific support tailored to each family's gaps:

• For parents: livelihood interventions matched to local economic realities, skills training aligned with available jobs, and financial literacy programs designed for long-term stability.

• For children: sustained access to education and health services, monitoring of school retention, and pathways that prevent them from ever needing conditional cash transfers again.

The true measure of poverty alleviation, as articulated by Ms. Bicoy, is this: the child of a 4Ps parent should never have to become a 4Ps parent themselves.

Through deliberate planning, targeted interventions, and rigorous post-exit monitoring, the CPDO remains committed to ensuring that graduating families do not simply exit a program – they exit poverty. And their children remain out of it.

The Department of Energy (DOE) – Mindanao Field Office recently met with City Planning and Development Coordinator EnP Herville V. Pajaron, MPM and City Administrator Alan E. Andrada to discuss ongoing efforts related to the gathering of baseline and geological data for the exploration of naturally occurring native hydrogen.

The initiative seeks to identify indigenous energy resources and assess areas where native hydrogen may naturally occur, particularly in geological environments associated with ultramafic and ophiolitic rock formations, fault systems, and other natural processes that facilitate hydrogen generation.

Present during the meeting were DOE–Mindanao Field Office personnel John Esor Francess D. Mondoyo, Science Research Specialist II (SRS II); Rendel H. Moises, Science Research Specialist II (SRS II); and Ken B. Segura, Project Evaluation Specialist III (PES III).

The City Planning and Development Office actively participated in the 2-Day Ease of Doing Business Orientation conducted by the Anti-Red Tape Authority (ARTA) held on May 25–26, 2026, at the City Hall Compound, this City.

The activity provided valuable discussions on ARTA mandates and thrusts, RA 11032, the implementation of the 3-signatory rule, Harmonized Client Satisfaction Measurement Report, Zero Backlog Program, and the crafting of the Citizen’s Charter.

Representing the office were EnP Herville V. Pajaron, City Planning and Development Coordinator; Realyn T. Bicoy, Planning Officer III; and Kerl Adriall P. Daligdig, Youth Development Officer III.

EnP Herville V. Pajaron, MPM led the Annual Investment Program (AIP) Coaching for CY 2027, providing technical guidance and strategic direction to participating offices in the preparation and enhancement of their proposed Programs, Projects, and Activities (PPAs).

The coaching activity was attended by key personnel and planning links from the different LGU departments, offices, and partner offices, strengthening coordination and collaboration in the preparation of the City’s investment priorities for the upcoming fiscal year.

The session focused on the alignment of proposed PPAs with the City’s development priorities, sectoral goals, and long-term plans to ensure that programs and initiatives are responsive, sustainable, and beneficial to the community. Discussions also emphasized proper planning, prioritization, budgeting, and compliance with existing planning and investment programming guidelines.

Through this initiative, the City Planning and Development Office continues to promote a more efficient, transparent, and results-oriented planning and investment programming process in support of inclusive and sustainable local development for Calendar Year 2027.

The meeting centered on the review and discussion of the Barangay Gender and Development Plans and Budgets (GPBs) and Accomplishment Reports (ARs), alongside the alignment and preparation of the City GAD Plan for Calendar Year 2027.

The activity served as a venue for strengthened collaboration among member offices and stakeholders in advancing gender-responsive governance and improving the implementation of Gender and Development (GAD) programs, projects, and activities across the city.

Present during the meeting was City Planning and Development Coordinator Herville V. Pajaron, MPM, together with representatives from various offices composing the GFPS Executive Committee.

Through continuous coordination, planning, and collective action, the local government remains committed to promoting inclusive, participatory, and sustainable development for all.

Four (4) Job Order personnel and regular employees from the City Planning and Development Office successfully participated in the Standard First Aid Training with Basic Life Support conducted by the City Disaster Risk Reduction and Management Office on May 18–21, 2026, held at the City Hall Compound.

The four-day training aimed to enhance the participants’ knowledge and practical skills in emergency response, first aid, and basic life support procedures.

The activity reflects the continued commitment of the City Government in promoting workplace safety, disaster preparedness, and the protection of lives through capacity-building initiatives for its employees.

The activity, which assembled at the City of Mati Environmental and Eco-Tourism Center (CMEEC), highlights the importance of environmental stewardship, volunteerism, and shared responsibility in protecting our natural resources.

Through initiatives like this, CPDO continues to support sustainable development and eco-tourism efforts that promote a cleaner, healthier, and more resilient community for both residents and visitors.
