The City of Mati participated in the CY 2026 Regional Local People’s Council (LPC) Forum held on September 2, 2026, at the Apo View Hotel, Davao City.

Representing the City of Mati were Mr. Michael Patrick Sibbaluca, CSO Desk Officer; Mr. Felix Arreglado and Mr. Galileo Espinosa, CSO Representatives; with Ms. Shannen Duay serving as the documenter.

The forum provided a meaningful venue for learning, sharing, and strengthening the role of Civil Society Organizations (CSOs) in local governance through the Local People’s Council (LPC). Through the Sharing of Good Practices in LPC Operations, Self-Assessment and Action Planning Workshop, and Open Forum, participants were encouraged to exchange experiences, reflect on current practices, and identify opportunities to further strengthen LPC engagement and participation.

These exchanges also underscored the importance of building a strong and constructive CSO–LGU partnership founded on trust, collaboration, open dialogue, and shared responsibility in addressing community needs and advancing local development. More importantly, the forum emphasized that meaningful CSO participation should go beyond “tokenism”—promoting genuine engagement and recognizing CSOs as active partners in the governance process.

A First-of-its-Kind Local Government Monitoring, Evaluation, and Learning System Pilot-Tested Across 5 Key Offices and PRDP-supported Projects

CITY OF MATI, DAVAO ORIENTAL – In a landmark event during the city's flag-raising ceremony last Monday August 24, 2026, the Results-Based Monitoring, Evaluation, and Learning (RBMEL) System was officially turned over to City Mayor Hon. Joel Mayo Z. Almario.

The RBMEL System is the city's first unified framework that integrates monitoring, evaluation, and learning across all government operations. It represents a significant shift from mere compliance reporting to a results-oriented approach that measures actual outcomes and impact on the community.

The system was conceived by City Planning and Development Officer, EnP Herville V. Pajaron, MPM, who envisioned a governance tool to ensure every peso of public funds yields tangible and meaningful benefits for the people of Mati.

Together with the Monitoring, Learning and Innovation Division (MLID) of the CPDO, the system was developed over months of research, consultation, and design. The team created the instruments, tools, and processes that make up the RBMEL System, including:

Before city-wide rollout, the RBMEL tools were applied and pilot-tested across 5 key offices and their programs:

City Epidemiology Surveillance and Response Unit (CESRU) – Strengthening the city's capacity for disease surveillance and outbreak response.

Promotion of Healthy Lifestyle: Non-Communicable Diseases Program – Addressing lifestyle-related diseases through community education and intervention.

🌳 𝐂𝐢𝐄𝐍𝐑𝐎 (𝐂𝐢𝐭𝐲 𝐄𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭 𝐚𝐧𝐝 𝐍𝐚𝐭𝐮𝐫𝐚𝐥 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞𝐬 𝐎𝐟𝐟𝐢𝐜𝐞)

𝙋𝙚𝙧𝙛𝙤𝙧𝙢𝙖𝙣𝙘𝙚 𝙍𝙚𝙫𝙞𝙚𝙬 𝙤𝙛 𝙀𝙘𝙤𝙣𝙤𝙢𝙞𝙘 𝙀𝙣𝙩𝙚𝙧𝙥𝙧𝙞𝙨𝙚 – Evaluating the efficiency and profitability of city-managed economic enterprises.

𝙋𝙞𝙡𝙤𝙩 𝙏𝙚𝙨𝙩𝙞𝙣𝙜 𝙤𝙣 𝙋𝙍𝘿𝙋-𝙁𝙪𝙣𝙙𝙚𝙙 𝙋𝙧𝙤𝙟𝙚𝙘𝙩𝙨

The RBMEL tools were also applied and pilot-tested on projects funded under the Philippine Rural Development Project (PRDP) – a flagship initiative jointly implemented by the Department of Agriculture and local government units, with financial and technical support from the World Bank.

🌊 𝐈𝐁𝐔𝐈𝐋𝐃 (𝐈𝐧𝐭𝐞𝐧𝐬𝐢𝐟𝐢𝐞𝐝 𝐁𝐮𝐢𝐥𝐝𝐢𝐧𝐠 𝐔𝐩 𝐨𝐟 𝐈𝐧𝐟𝐫𝐚𝐬𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐞𝐬 𝐟𝐨𝐫 𝐋𝐨𝐠𝐢𝐬𝐭𝐢𝐜𝐬 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭)
The I-BUILD component focuses on infrastructure development, including farm-to-market roads, bridges, irrigation systems, and potable water systems.

Under this component, the RBMEL tools were pilot-tested on 9 Potable Water Systems (PWS) across various barangays in the City of Mati. These projects provide clean and safe water to communities, improving health outcomes and quality of life.

🏢 -𝐑𝐄𝐀𝐏 (𝐈𝐧𝐯𝐞𝐬𝐭𝐦𝐞𝐧𝐭 𝐢𝐧 𝐑𝐮𝐫𝐚𝐥 𝐄𝐧𝐭𝐞𝐫𝐩𝐫𝐢𝐬𝐞𝐬 𝐚𝐧𝐝 𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐞 𝐚𝐧𝐝 𝐅𝐢𝐬𝐡𝐞𝐫𝐢𝐞𝐬 𝐏𝐫𝐨𝐝𝐮𝐜𝐭𝐢𝐯𝐢𝐭𝐲)

The I-REAP component supports enterprise development, empowering farmers and cooperatives to compete in bigger markets.

Under this component, the RBMEL tools were pilot-tested on the MADOUMCO Banana Trading Enterprise – a farmers' cooperative engaged in banana production and marketing. The project enhances the cooperative's capacity to produce market-ready goods and improve the livelihoods of local banana farmers.

🌱 𝐏𝐑𝐃𝐏 𝐆𝐫𝐞𝐞𝐧𝐡𝐨𝐮𝐬𝐞𝐬
The RBMEL tools were also pilot-tested on 7 Greenhouses established under the PRDP-funded Organic Agriculture Program. These greenhouses promote sustainable farming practices, increase agricultural productivity, and contribute to food security in the City of Mati.

What the RBMEL System Means for the City of Mati?

With the RBMEL System now officially turned over, the city government is set for full implementation in the upcoming calendar year. All offices and departments are expected to comply with the system's requirements, ensuring that every city project is monitored, evaluated, and learned from.

This initiative is a testament to the City of Mati's commitment to a new era of transparent, accountable, and results-driven governance.

During the Flag Raising Ceremony, the City Planning and Development Office (CPDO) formally turned over to City Mayor Joel Mayo Z. Almario the planning and technical documents for three major development initiatives of the City Government of Mati:

• Sto. Niño Linear Street Walk Development
• Improvement of FGR Baywalk and Waterpark Extension
• Expansion of the City of Mati Integrated Fishport Complex through the Fisherman’s Wharf Concept Development

These documents represent another important step in moving the projects from planning and conceptual development toward implementation, transforming ideas into well-defined initiatives that respond to the needs of communities, strengthen public spaces, enhance tourism and economic opportunities, and contribute to the long-term development of the City.

Through continuous planning, technical collaboration, and coordination with partner offices and institutions, the CPDO remains committed to translating the vision of the People’s Administration into concrete, people-centered, and sustainable development projects for Mati.

Each plan brings us closer to a city that is more livable, connected, resilient, and responsive to its people.

The City Planning and Development Office (CPDO) joined the Groundbreaking Ceremony of the Sto. Niño Linear Street Walk, marking an important milestone in transforming the Sto. Niño corridor into a safer, more walkable, vibrant, and inclusive urban space for the people of Mati.

The project is one of the key outputs of the Open Space Development (OSD) Program under PLANADO, developed through the collaborative planning and design efforts of the City Government of Mati, the Department of Human Settlements and Urban Development (DHSUD) XI, and the University of the Philippines Mindanao.

From site assessments and community consultations to planning, conceptualization, and design development, the Sto. Niño Linear Street Walk reflects a collective effort to rethink our streets—not simply as spaces for movement, but as places where people can walk, meet, interact, support local livelihoods, and experience the city.

For CPDO, this groundbreaking represents more than the start of construction. It is the moment when months of planning and collaboration begin to take physical form.

BE ON TIME. Examinees are required to 𝐚𝐫𝐫𝐢𝐯𝐞 𝐚𝐭 𝐭𝐡𝐞 𝐭𝐞𝐬𝐭𝐢𝐧𝐠 𝐯𝐞𝐧𝐮𝐞 𝐚𝐭 𝐥𝐞𝐚𝐬𝐭 𝐨𝐧𝐞 (𝟏) 𝐡𝐨𝐮𝐫 𝐛𝐞𝐟𝐨𝐫𝐞 𝐭𝐡𝐞 𝐬𝐜𝐡𝐞𝐝𝐮𝐥𝐞𝐝 𝐞𝐱𝐚𝐦𝐢𝐧𝐚𝐭𝐢𝐨𝐧 𝐩𝐫𝐨𝐩𝐞𝐫 to allow sufficient time for registration, verification, and orientation.
