Notarization alone does not change a person's name. While a notary public may notarize certain documents, the authority to approve a change of first name belongs to the proper government offices, and the legal process prescribed by law must still be followed.

Ubos sa Republic Act No. 9048, mahimong tugotan ang petition para sa pag-ilis sa first name o nickname kung:

(1) Ang first name o nickname sa petitioner kay kataw-anan, makapakaulaw, lisod isulat o litukon;

(2) Ang bag-ong first name o nickname dugay nang gigamit sa petitioner ug nailhan na siya sa komunidad pinaagi niini; o

(3) Ang pag-ilis sa pangalan makatabang aron malikayan ang kalibog o confusion.

To apply, a petition must be filed with the Local Civil Registrar and supported by the documentary and publication requirements prescribed by the law.

What is happening in our country today is honestly heartbreaking. We have become so consumed by hatred toward certain people and families that we are willing to drag everything down with them, whether they are right or wrong. Instead of standing for what is fair, reasonable, and beneficial to the nation, many people simply stand against whoever they hate the most.

We no longer ask, “Who is right?” We ask, “Who do we want to destroy?” That is the sad reality.

While other nations focus on creating better laws, improving public services, and moving forward as a people, we remain trapped in endless political drama and personal attacks. Mura'g way mga bo-ot. We have become so emotionally driven that sometimes we forget to think critically and objectively. Pakaulaw ra ta.

The painful truth is that poverty is not only about money. A nation can also become emotionally poor, intellectually poor, and morally exhausted. And when hatred becomes louder than reason, everyone loses.

At this moment, it is painful to see how divided and shallow we have become as a people. It is truly sad to be Filipino when destruction feels more important than progress.

In the Symposium by Plato, there is a story told by Aristophanes, often called the Myth of the Androgyne, about how people once had four arms, four legs, and two faces. They were whole and powerful beings, some male, some female, and some both. Because of their strength, they became bold enough to challenge the gods.

Fearing that humans might one day overpower them, Zeus decided to weaken them by splitting them in half instead of destroying them. From then on, each person became only a part of what they once were. Ever since, humans have been searching for their other half, the one who makes them feel complete again.

This is why love can feel so deep and sometimes irrational. It is not just attraction, but a kind of recognition, like you have found someone who understands the void you carry.

Ironically, in that same closeness, we begin to see ourselves in them, even the parts we try to hide. And sometimes, it is not them we struggle with, but the reflection they awaken in us.
