The activity focused on the validation and finalization of key documents supporting the Certificate of Ancestral Domain Title (CADT) application, including the applied area and indicative map, traditional landmarks and metes and bounds, genealogical data, eldersโ€™ testimonies, and population census.

Through the participation of elders, clan representatives, and community members, the documentary proofs were reviewed, confirmed, and finalized. The process ensured that the documents accurately reflect the communityโ€™s history, traditional knowledge, and continuing relationship with their ancestral domain.

The activity marked an important step toward the recognition and protection of the Mandaya ICC/IPsโ€™ rights over their ancestral domain, strengthening the documentary and community-validated evidence supporting their CADT application.

More importantly, the Balโ€™law-balโ€™law reaffirmed the importance of dialogue, cooperation, and collective action in advancing Indigenous Peoplesโ€™ rights, preserving cultural integrity, promoting environmental stewardship, and pursuing sustainable development in Davao Oriental.

The activity focused on reviewing, assessing, and enhancing the documentary and community-based proofs gathered in support of the CADT application, including the testimonies of elders, genealogical data, validated lists of clans, elders and leaders, and traditional landmarks. The participants also enhanced the corresponding write-ups, presented the draft PDT/SPAR reports, and formulated action plans to address remaining requirements and ensure the completeness and consistency of the documentation.

The activity was attended by representatives of the NCIP Regional Office, headed by Atty. Geroncio R. Aguio, CESO III, and the Provincial Delineation Team, headed by Provincial Officer Julius L. Mabini, LL.B. The review and finalization of the SPAR is an important step in strengthening the documentary foundation of the CADT application, particularly in establishing the Mandaya ICC/IPsโ€™ historical, cultural, genealogical, and territorial connection to their ancestral domain. The completed report will serve as a significant reference in the continuing CADT process and contribute to the recognition and protection of the collective rights of the Mandaya ICC/IPs of San Isidro over their ancestral domain.

๐‘ซ๐’‚๐’—๐’‚๐’ ๐‘ถ๐’“๐’Š๐’†๐’๐’•๐’‚๐’ - The turn-over of the Provincial IP Center on 21 January 2026 marks the realization of a long-awaited dream of the Indigenous Peoples of Davao Orientalโ€”a tangible symbol of recognition, unity, and empowerment. This milestone affirms the rightful place of IPs in provincial governance by providing a dedicated space for preservation, protection, and promotion of the rights and welfare of the indigenous peoples. The Center stands as a safe and accessible venue for dialogue, cultural activities, consultations, and community assemblies, strengthening collective identity while ensuring that IP concerns are heard and addressed within institutional processes.

As a governance hub, the Provincial IP Center plays a vital role in enhancing IP participation in policymaking, coordination, and program implementation. It supports transparent leadership, effective service delivery, and closer collaboration among IP organizations, government agencies, and development partners. More importantly, it opens doors to opportunities for capacity-building and development and partnerships that promote inclusive growth while upholding indigenous knowledge systems, rights, and self-determined development.

The Indigenous Peoples of Davao Oriental extend their deepest gratitude to all who made this historic milestone possible and shared in this momentous celebration for IP empowerment. Special thanks are conveyed to the Honorable Governor Nelson L.
