Project SPLIT Update|June 12, 2026

The parcelization activity took off on a portion of 307.3009 has of Amy B.Tabug & her co-owners' landholding under a collective CLOA with 12 co-owner/ARBs in actual tillage of their primary rice crop alongside sporadically planted coconut. As Independence Day was observed, so as the ARBs' assumption of ownership & obligation on paying their respective land tax on their own surveyed portion.

The first batch of ARBs were fully served by the coordinated effort of Engr. Kim Lester Cruz"s survey team & DARMO Balud as led by MARPO Charina T. Estoquia, SARPT John Lester E. Padasas with their technical staff, Vicente Canaway & Mark Bravante.

Field Validation Updates on SPLIT Implementation on June 9-11, 2026| Field Validation Team headed by Atty Nicole Louise Bacolod and her staff conducted series of validating their target of 20 landholdings under collective CLOAs at barangays Mapitogo, Palani, Sampad, Poblacion, Tonga & Panguiranan for 3 consecutive days. The event was teamed up with DARMO Balud team headed by its MARPO & her staff.

SPLIT Implementation Updates on June 10, 2026|

A perimeter survey was conducted on a 307.3009 hectares under collective CLOA No. O-2787 as named to AMY B. TABUG and her 109 co owners/ARBs who will be awarded E Titles not later than last quarter of 2026. Said undertaking is to be continued until tomorrow, June 11th as the area is quite enormous.

Engr. Kim Lester Cruz managed the survey team while MARPO Charina T. Estoquia handled her Darmo Balud team in facilitating said activity.

The subsequent activities will take 2 weeks at most to complete the parcelization process.

June 8-9, 2026| As government agencies remain observant of compressed workweek in conserving fuel consumption, double effort with strategy in terms of workload completion for Project SPLIT of DARMO Balud is a usual practice as it continously caters to qualified Agrarian Reform Beneficiaries under collective CLOAs parcelization through
subdivision survey. Four landholdings in a row were taken up on its final stage under Lucy Lubatun, et.al, Ana Arguelles, et.al , Abner Manzanilla, et.al. and Charlie Ariola, et.al. under CLOA Nos. O-2385, O-2061, O-2469 and O-1993, respectively all located at Ilaya, Balud. The combined dynamic dedication yielded positive results of RCT as headed by Atty. Noemi Conag with MARPO Chatina T. Estoquia's team on these landholdings.

The landholding of DOMINADOR B. ESTRELLA, Et. Al., with an area of 54.0595 hectares, covered under Title No. O-2520, Lot No. 101 and located at Barangay Ilaya, Balud, Masbate was parcelized in only a two day span of timeline as mutually set by DARMO-Balud team headed by MARPO Charina T. Estoquia together with her dynamic staff John Lester E. Padasas with their TSS duo and Engr. Kim Lester Cruz of Engr. Richard Tollo's Surveying Office.

It was a fruitful accomplishment on parcelization and at the same time a resolution of a pended adverse claim of adjoining property owner lodged at DARMO-Balud office since 2025. Seventeen (17) ARBs were fully served through Project SPLIT as it glides towards an anticipated 100% 2027 completion witj DARMO Balud as one main contributor in terms of area and number of ARBs served.

June 1-4, 2026| A four day series of Pulong-pulong activities related to Project SPLIT kicked off for Redocumentation Team (RCT) headed by Atty Noemi A. Conag and her staff was successfully facilitated as supervised by MARPO Charina T. Estoquia with her Technical Person, SARPT John Lester E. Padasas as assisted by TSS Vicente Canaway & Mark Bravante to 21 landholdings of VICENTE LUBATON, ET.AL., ANELYN LOPEZ, ET.AL, ANA ARGUELLES, ET.AL., PABIOLA PEREZ, ET.AL., NOE CADIAO, ET.AL., which were located at barangays Ilaya, Panguiranan, Baybay, Quinayangan Tonga, and San Antonio respectively. The landholdings are subject for the World Bank funded project on parcelization of collective CLOAs for individual titling, ultimately generating more taxes on lands awarded by DAR through its agrarian reform laws.

May 18, 2026| Extension of the redoc process for CCLOA Amy B. Tabug, et.al. with 307.3009 has for another day is inevitably needed to fully cater the 117 ARBs identified as co-owners. Other ARBs are now in their senior years, while others are married and for deceased ARBs, their respective successors were identified and documented. They were just too grateful to DAR on this type of program under SPLIT as this saves them from the burden of hiring private surveyors to pursue individual titling and be able to claim actual ownership & responsibilities on paying land taxes. The RCT Team was hired by SPLIT-CPMO to assist the process.

May 18-19, 2026| A two day event on Field Validation of landholdings under CCLOAs were catered to ARBs of Barangays Ilaya, Ubo, Baybay Lumocab, Dao and Guinbanwahan who were just delighted that a free survey & parcelization for individual titling was not just a dream. The events were a start up towards the parcelization process prior to generation of individual titling after conduct of survey under project SPLIT. Saving them from such expense if they do it by themselves is highly appreciated as these ARBs expressed it through a humble meal being offered to the FVT Team headed by Atty. Ann Jeanette Mesa Guardame as co- facilitated by Darmo Balud team.

May 12-14, 2026| On serving 110 ARBs of Amy B. Tabug & her co owners of a landholding under CCLOA No. 00122585 & OCT CLOA O-2787 registeted in 1996 with 307.5009 has, a three day event on redocumentation, re-identification of actual occupants and ironing out issues on consent & lot allocation were conducted consequently at Barangay Hall of Mabuhay, Boncanaway and Jintotolo, Balud, Masbate to ensure that the survey timeline will be met accordingly. As its parcelization survey is set on June, 2026, the 3 day event was critical and of top priority for DARMO Balud as this landholding under Project SPLIT is the largest in terms of area among the 2026 target of DARPO Masbate. MARPO Charina T. Estoquia supervised the RCT Team headed by Atty Kristine D. Densing with the assistance of SARPT John Lester Escat Padasas on said event.
