What These Reserves Mean: Ending cash balances indicate the pure liquidity of an LGU. These represent unencumbered funds left over from local tax generation, economic enterprises, and national allotments after meeting all operational expenditures for the year.
The Hundred-Million Baseline: It is a testament to the surging economic landscape of the region that every single municipality in the top 53 cleared the fiscal year with over โฑ100 million remaining in cash reserves, with Pamplona, Camarines Sur setting the final boundary at โฑ100,247,283.66.
With these deep financial war chests, Bicol's Top 53 municipalities enter the next fiscal planning cycle with supreme budget independence, minimizing their reliance on debt and maximizing their capacity to fund self-sustaining infrastructure programs.
