A democratic transition requires real districts โ€” and elections on 30 March 2026. The Lend a Hand Relief Charity Initiative was officially conceived in Ramadhan 1446 (2025) in response to the need for a more coordinated and equitable distribution of Ramadhan assistance. Its roots go back to 2018, after the Marawi Siege when volunteers began visiting evacuation centers to provide relief goods to In

ternally Displaced Persons (IDPs). Over time, this humanitarian effort became a regular practice, with volunteers continuing to assist IDPs every Ramadhan. Eventually, the initiative expanded to support Masjids, Torils, and Madrasahs, recognizing the need for food, water, hygiene kits, and other essential aid in these places as well. By Ramadhan 1445 (2024), volunteers began noticing gaps and inefficiencies in aid distribution. These included:
๐Ÿ”ธ Donations concentrated in only a few Torils or Madrasahs, leaving others underserved.
๐Ÿ”ธ A lack of coordination among donors, leading to overlapping assistance in some areas while others received little to none.
๐Ÿ”ธ The absence of a system to track and ensure fair distribution of resources. To address these issues, concerned volunteers initiated the idea of mapping all Torils, Madrasahs, and other areas in dire need, facilitating better coordination and equitable distribution of aid. This realization led to the formation of the Lend a Hand Relief Charity Initiative in 2025, a structured platform dedicated to:
โœ” Bridging donors and beneficiaries to prevent duplication of aid.
โœ” Ensuring fair distribution of food, water, and essential items.
โœ” Fostering transparency and accountability in all relief efforts. Since then, Lend a Hand has been committed to making Ramadhan assistance more organized, impactful, and accessible to those who need it most.

For the Bangsamoro, this vision is realized through a democratic process that honors the spirit of autonomy and ensures that the regionโ€™s leadership truly reflects the will of its people.

The Myth of a Districting VACUUM and the Assault on the Right to Vote

The attempt to justify yet another postponement of the BARMM parliamentary elections by invoking the 120-day COMELEC prohibition period is deeply flawed and alarming. The prohibition on redistricting during the pre-election period is meant to protect elections, not to be weaponized as an excuse to delay them.

Using a self-created legal dilemmaโ€”caused by the BTAโ€™s own failure to act in a timely mannerโ€”to justify postponing elections for the fourth time is an affront to democratic principles and a clear disregard for the peopleโ€™s constitutional right to vote. Governance by delay cannot replace the peopleโ€™s mandate. The solution to poor timing is accountability, not the suspension of democracy.

OPINION: There is growing reason to believe the delay is not accidental.

Inside the BTA, the working assumption appears to be this: run down the clock, frustrate timelines, then hope Congress steps in with an election extension or synchronization to 2028.

That assumption is deeply flawed, legally and politically.

First, there is no pending bill in Congress.

Attempts to float synchronization have gone nowhere.

Lawmakers themselves have said, quietly but firmly, that districting must come first.

Congress cannot extend or synchronize an election whose basic territorial framework is unconstitutional.

Second, the Supreme Court has already spoken.

The Lanang Jr. and Macapaar ruling is final and executory.

Any delay on the pretext of a pending motion, further study, or โ€œpolitical consensusโ€ has no legal value.

Compliance is no longer optional.

Third, timing is unforgiving.

COMELECโ€™s calendar is running.

January 2026 is the filing of COCs.

Without a districting law before that date, the entire electoral process collapses into uncertainty and courts do not tolerate electoral vacuums.

If the BTA is deliberately slowing down, hoping for legislative rescue, it is gambling with the institution itself.

The Supreme Court will not wait for political convenience.

Courts intervene when legislatures fail.

The reality is stark: there is only one lawful path leftโ€”pass the districting law now.

Delay is no longer strategy.

It is risk.
