ISKOLAR' PROGRAM TO EMPOWER
INDIGENT STUDENTS

MARAWI CITY, LANAO DEL SUR — May 6, 2026

The Provincial Government of Lanao del Sur officially marked a milestone in educational
development today with the launching and orientation of the "Ranaw Iskolar" program at the Social Hall, New Capitol. The initiative aims to provide comprehensive academic support to underprivileged youth in the province, ensuring that financial barriers do not hinder their pursuit of higher education.

Opening the ceremony, Sanggunian Panlalawigan Board Member and Majority Floor Leader Ansary Ringo Usman Gandamra expressed profound gratitude to the Almighty for the realization of this program. He emphasized that the initiative is a testament to the local government's commitment to serving the poor and creating pathways for their success.

Ranaw Youth Development Officer Jamil Faisal Saro Adiong provided the rationale and overview of the scholarship. He clarified that the Ranaw Iskolar committee strategically selected specialized degree programs such as Occupational Therapy, Veterinary Medicine, Speech- Language Pathology, Respiratory Therapy, Special Needs Education, and Nutrition and Dietetics. These courses were chosen specifically because they are currently in high demand within Lanao del Sur but remain unavailable in the province and neighboring regions.

Offering his message of support, Board Member Omar-Ali Mangondato Sharief underscored the program's life-changing potential. He noted that the scholarship is a vital lifeline for families struggling with the rising costs of college education, ensuring that deserving students can focus on their studies without the burden of financial instability.

Vice Governor Mohammad Khalid "Mujam" Raki-in Adiong, one of the primary authors of
the program, shared his long-term vision which began in 2019. He stressed the importance of sustainability, noting that the provincial government has designed the program to ensure that funds are utilized effectively and that the project remains a permanent pillar of support for the youth.

Ranaw Iskolar is designed as an all-expenses-paid scholarship package. It covers tuition and miscellaneous fees, while providing a monthly stipend, food allowance, and dormitory.

During the session proper, BWC Lanao del Sur Executive Assistant II Dr. Hasana H. Malic-Unda presented the salient features of the Provincial Action Plan on Women, Peace, and Security (PAPWPS). She underscored that the plan aims to establish an evidence-based baseline for strategic planning, resource allocation, and program implementation-moving beyond gender parity toward the genuine inclusion of diverse women in peacebuilding processes.

She further discussed the plan's guiding principles, legal framework, as well as the existing conflict dynamics and security risks affecting women in the province.

Simultaneously, heads of offices, assistant heads, and representatives convened for an executive session facilitated by Independent GAD Consultant Dr. Sittie Jehanne Mutin. The session aimed to deepen understanding of programs chargeable to the GAD fund and to clarify how such funds should be utilized in alignment with GAD principles.
