The second and final day of the Public Consultation on the 𝐏𝐫𝐨𝐩𝐨𝐬𝐞𝐝 𝟐𝟎𝟐𝟔 𝐒𝐜𝐡𝐞𝐝𝐮𝐥𝐞 𝐨𝐟 𝐌𝐚𝐫𝐤𝐞𝐭 𝐕𝐚𝐥𝐮𝐞𝐬 (𝐒𝐌𝐕) was successfully conducted on June 3, 2026, at the Provincial Gymnasium, New Capitol Complex, Marawi City. The consultation continued to gather municipal assessors, local officials, stakeholders, and community representatives to further deliberate on the proposed valuation updates and provide valuable insights and recommendations.

The activity forms part of the Province of Lanao del Sur’s compliance with the 𝐑𝐞𝐚𝐥 𝐏𝐫𝐨𝐩𝐞𝐫𝐭𝐲 𝐕𝐚𝐥𝐮𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐀𝐬𝐬𝐞𝐬𝐬𝐦𝐞𝐧𝐭 𝐑𝐞𝐟𝐨𝐫𝐦 𝐀𝐜𝐭 (𝐑𝐏𝐕𝐀𝐑𝐀) or 𝐑𝐞𝐩𝐮𝐛𝐥𝐢𝐜 𝐀𝐜𝐭 𝐍𝐨. 𝟏𝟐𝟎𝟎𝟏, which requires all Local Government Units (LGUs) to update their Schedule of Market Values within the prescribed transition period to establish a uniform, market-based, transparent, and equitable real property valuation system nationwide.

Provincial Assessor 𝐍𝐚𝐛𝐢𝐥𝐚 𝐏. 𝐁𝐚𝐬𝐡𝐢𝐫-𝐆𝐮𝐢𝐧𝐚𝐫, 𝐂𝐏𝐀, 𝐋𝐏𝐓, 𝐑𝐄𝐀, continued to lead the consultation, emphasizing the importance of stakeholder participation in ensuring that the proposed Schedule of Market Values accurately reflects prevailing market conditions while promoting fairness and transparency in property valuation.

Discussions during the second day focused on addressing comments, clarifications, and recommendations raised by participants regarding the proposed market values for lands, buildings, structures, and agricultural properties throughout the province. The consultation provided an avenue for constructive dialogue and collaboration among stakeholders, reinforcing the commitment to a transparent and participatory valuation process.

The successful completion of the two-day public consultation marks a significant step toward the adoption of an updated and responsive Schedule of Market Values that will support equitable property assessment, strengthen local revenue generation, and contribute to the sustainable development of the Province of Lanao del Sur.

During the program, 𝐌𝐨𝐡𝐚𝐦𝐦𝐚𝐝 𝐘𝐚𝐬𝐬𝐢𝐧 𝐀𝐫𝐚𝐟𝐚𝐭 𝐋. 𝐌𝐚𝐩𝐚𝐧𝐝𝐢, 𝐉𝐃, presented the proposed SMV framework, complemented by a video presentation highlighting the extensive data-gathering and validation activities conducted across the province’s 39 municipalities.

Resource Speaker 𝐀𝐫𝐚𝐟𝐚𝐭 𝐆𝐚𝐥𝐨, 𝐋𝐏𝐓, 𝐋𝐓𝐄, 𝐄𝐧𝐏, 𝐑𝐄𝐁, 𝐑𝐄𝐀, 𝐑𝐄𝐂, 𝐌𝐏𝐀, 𝐌𝐁𝐀, provided an overview of RPVARA and emphasized the importance of updating market values to address long-standing valuation issues, promote consistency in property appraisal practices, strengthen local revenue generation, and enhance transparency in property assessment through the adoption of modern valuation standards and digital innovations.

The presentation of the proposed 2026 SMV was organized by property classification to facilitate a clearer understanding among participants. 𝐌𝐚𝐡𝐢𝐝 𝐉𝐫. 𝐁. 𝐀𝐜𝐦𝐚𝐝, 𝐑𝐄𝐁, 𝐑𝐄𝐀, 𝐌𝐏𝐀, presented the proposed market values for residential, commercial, and industrial lands, while 𝐍𝐚𝐬𝐬𝐞𝐫 𝐌. 𝐁𝐚𝐳𝐚𝐫 discussed the classification and valuation of buildings and structures in accordance with the National Building Code and the Manual on Real Property Appraisal and Assessment.

Meanwhile, 𝐒𝐚𝐫𝐢𝐩𝐨𝐝𝐞𝐧 𝐁. 𝐋𝐮𝐜𝐦𝐚𝐧 presented the proposed valuation updates for agricultural lands and discussed the significant developments reflected in the updated market values of major agricultural commodities across the province.

The public consultation continues to serve as an essential platform for stakeholder participation, ensuring that the proposed Schedule of Market Values reflects current market conditions while promoting fairness, transparency, and sustainable local revenue generation for the Province of Lanao del Sur.
