𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐞 𝐨𝐟 𝐋𝐚𝐧𝐚𝐨 𝐝𝐞𝐥 𝐒𝐮𝐫 — In pursuit of stronger, more responsive, and effective barangay governance, the Ministry of the Interior and Local Government (MILG) Lanao del Sur continues to promote good governance, effective service delivery, and meaningful community participation through the 𝐒𝐞𝐚𝐫𝐜𝐡 𝐟𝐨𝐫 𝐌𝐨𝐝𝐞𝐥 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝟐𝟎𝟐𝟔.

On September 7, 2026 (Monday), the Provincial Committee convened at the MILG Lanao del Sur Provincial Office to discuss the rationale, guidelines, and mechanics of the validation process. The committee was chaired by 𝑷𝒓𝒐𝒗𝒊𝒏𝒄𝒊𝒂𝒍 𝑫𝒊𝒓𝒆𝒄𝒕𝒐𝒓 𝑪𝒂𝒅𝒆𝒓 𝑫. 𝑰𝒏𝒅𝒂𝒓 𝑱𝒓., together with Assistant Provincial Director Sohra C. Basir, Amin G. Umpar, Prof. Mahid Rachman, Director of IRLG, Marjorie Ann Sani of PPDO, Johary Ayo of Rawaten Inc. – CSO, and Shunayfah Ali of the Liga ng mga Barangay (LnB). The MILG team was composed of Maesomah Said, Ryana Pukunum, Summiyyah Dimasangka, and Hafsah D. Umpar.

Following the committee’s deliberation, an on-site validation was conducted on September 9, 2026 (Wednesday) in Wao, Lanao del Sur, covering the two potential Model Barangays Barangay Cebuano Group and Barangay Christian Village.

Both barangays warmly welcomed the validation team and actively cooperated throughout the process. They complied with the necessary documentary requirements and participated in the interviews and assessment. MLGOO Ann Shelley Padilla likewise provided valuable assistance and support to the team.

After the validation, the team provided feedback and recommendations, identifying areas that could still be strengthened and requirements that needed to be addressed. The discussions served not only as an assessment but also as an opportunity for the barangays to learn, improve, and further strengthen their governance practices.

Anchored on the Local Government Code of 1991 and the Bangsamoro Local Governance Code of 2023, the Search for Model Barangay seeks to recognize barangays that demonstrate exemplary performance in governance, service delivery, and responsiveness to their communities.

More than recognition, this initiative is about celebrating good practices, sharing meaningful experiences, and inspiring other barangays to raise the standard of local governance.

Because good governance is not only meant to be recognized it is meant to be shared, strengthened, and carried forward as an example for others to follow.

Marking the final day of the validation activities on September 9, 2026, Team 2, led by 𝑨𝒔𝒔𝒊𝒔𝒕𝒂𝒏𝒕 𝑷𝒓𝒐𝒗𝒊𝒏𝒄𝒊𝒂𝒍 𝑫𝒊𝒓𝒆𝒄𝒕𝒐𝒓 𝑺𝒐𝒃𝒓𝒂 𝑪. 𝑩𝒂𝒔𝒊𝒓, together with LoGfa Focal person Sittie Naifa Hadji Ali, Mustapha Said, Fatima Ashiyah Cosain, Fatima-Sohra Macadaag, and Dr. Alyannah Talib conducted the onsite validation in the Municipality of Pagayawan.

The assessment covered seven key elements of functionality, including the presence of a government center and facilities, working elected and appointed officials and functionaries, functional local special bodies and legislative bodies, approved mandated plans and budget, accessible basic services, and sound fiscal management.

The validation was conducted in coordination with 𝑯𝒐𝒏. 𝑴𝒂𝒚𝒐𝒓 𝑲𝒉𝒂𝒍𝒊𝒅𝒂 𝑫. 𝑷𝒐𝒍𝒂𝒐, MLGOO 𝑵𝒖𝒓𝒍𝒂𝒊𝒍𝒂𝒉 𝑴. 𝑨𝒃𝒅𝒖𝒓𝒓𝒂𝒉𝒊𝒎, and the concerned officials and personnel of the LGU of Pagayawan. The validation is being undertaken by two LoGFA Core Teams, each composed of seven validators, tasked to assess the functionality and verify the reported accomplishments of the participating Local Government Units (LGUs).

The assessment covers seven key elements of functionality: Presence of Government Center with Facilities, Presence of Working Elected and Appointed Officials and Functionaries, Functional Local Special Bodies, Functional Local Legislative Body, Approved Mandated Plans and Budget, Available, Visible and Accessible Basic Services, and Sound Fiscal Management.

On September 8, 2026, Team 1, led by Chief Janirah Tago, Atty. Bale Camama, Janina Pangandaman, Johara M. Ibra, and Amin G. Umpar, conducted the onsite validation in the Municipality of Wao.

The validation was facilitated in coordination with 𝑯𝒐𝒏. 𝑴𝒂𝒚𝒐𝒓 𝑬𝒍𝒗𝒊𝒏𝒐 𝑩𝒂𝒍𝒅𝒆𝒗𝒊𝒔𝒐 𝑩𝒂𝒍𝒊𝒄𝒂𝒐 𝑱𝒓., MLGOO 𝑨𝒏𝒏 𝑺𝒉𝒆𝒍𝒍𝒆𝒚 𝑷𝒂𝒅𝒊𝒍𝒍𝒂, and other key officials and the concerned personnel of the Local Government Unit of Wao, whose assistance and cooperation contributed to the smooth and comprehensive conduct and assessment. 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐞 𝐨𝐟 𝐋𝐚𝐧𝐚𝐨 𝐝𝐞𝐥 𝐒𝐮𝐫 - As part of its continuing efforts to promote effective, functional, and accountable local governance, the Ministry of the Interior and Local Government (MILG) – Lanao del Sur Provincial Field Office is conducting the Onsite Provincial Validation for the Local Governance Functionality Appraisal (LoGFA) across the Municipalities of Lanao del Sur.

The validation is being undertaken by two LoGFA Core Teams, each composed of seven validators, tasked to assess the functionality and verify the reported accomplishments of the participating Local Government Units (LGUs).

The assessment covers seven key elements of functionality: Presence of Government Center with Facilities, Presence of Working Elected and Appointed Officials and Functionaries, Functional Local Special Bodies, Functional Local Legislative Body, Approved Mandated Plans and Budget, Available, Visible and Accessible Basic Services, and Sound Fiscal Management.

On September 8, 2026, Team 2, spearheded by the Assistant Provincial Director 𝑺𝒐𝒉𝒓𝒂 𝑪. 𝑩𝒂𝒔𝒊𝒓, LoGFA Focal Person Sittie Naifa Hadji Ali, together with Mustapha Said, Fahad Hadji Ali, Fatima Ashiyah Cosain, Fatima-Sohra Macadaag, conducted the onsite validation in the Municipality of Amai Manabilang.

The validation was facilitated in coordination with 𝑯𝒐𝒏. 𝑴𝒂𝒚𝒐𝒓 𝑺𝒂𝒊𝒅𝒂𝒎𝒆𝒏 𝑳𝒆𝒐 𝑬. 𝑴𝒂𝒏𝒂𝒃𝒊𝒍𝒂𝒏𝒈, MLGOO 𝑹𝒂𝒚𝒂𝒏𝒏𝒂𝒉 𝑨𝒏𝒅𝒊𝒈, and other key officials and the concerned personnel of the Local Government Unit of Amai Manabilang, whose assistance and cooperation contributed to the smooth and comprehensive conduct and assessment. The LGU representatives provided necessary documents, records, and supporting evidence required for verification.

Through the LoGFA onsite validation, MILG continues to strengthen local governance by promoting accountability, functionality, effective service delivery, and compliance with established governance standards among the LGUs of Lanao del Sur.
