The local government code provides a cardinal rule that every person legally authorized to practice his profession shall pay the appropriate professional tax. Statutorily, a person who has paid the corresponding professional tax shall be entitled to practice his profession in any part of the Philippines without being subjected to any other national or local tax, license or fee for the practice of such profession. This provision under the local government code is, of course, without prejudice to the imposition of income tax under the National Internal Revenue Code on the privilege to earn income.
Any person subject to the professional tax shall write in deeds, receipts, prescriptions, reports, books of account, plans and designs, surveying and maps, as the case may be the number of the official receipt issued to him.
The payment of professional tax is a condition sine qua non. Pay first, exercise later.

The Provincial Treasurer’s Office (PTO) also visited the Municipality of Malabang, Lanao del Sur, for a courtesy meeting with the newly elected Local Chief Executive and key officials. The engagement served as a venue to orient the administration on provincial tax impositions and ensure a clear understanding of applicable tax statutes.

During the visit, the PTO reaffirmed its support through tax information campaigns and the Municipality’s participation in the Business One-Stop Shop (BOSS) program, in line with directives from the Provincial Treasurer. The team likewise provided a detailed briefing on recently enacted tax provisions governing quarry operations, particularly sand and gravel extraction. These efforts form part of the PTO’s broader initiative to equip LGUs with the knowledge and tools needed to improve revenue generation and strengthen local fiscal management.
