Proud Leadership, Proven Integrity: MENRE-LDS Earns Back-to-Back Unmodified Opinion from COA-BARMM for CY 2025
The Ministry of Environment, Natural Resources and Energy โ Lanao del Sur (MENRE-LDS) has once again achieved a significant milestone, receiving an Unmodified (Unqualified) Opinion from the Commission on Audit โ BARMM (COA-BARMM) for Calendar Year 2025.
This marks the second consecutive year that MENRE-LDS has earned the highest audit distinction, following its first recognition in CY 2024. This achievement reflects the agencyโs steadfast commitment to sound financial management, transparency, and accountability in the use of public funds.
It can be recalled that in CY 2024, MENRE-LDS made history by receiving its first-ever clean audit opinion from COA under the leadership of Provincial Director Asmarie M. Labao. The audit was conducted under the supervision of Senior Auditor Sahania M. Lucman, CPA, whose expertise and guidance contributed significantly to the agencyโs success.
This achievement was formally presented during the recent exit conference between COA and MENRE held on February 26, 2026, while the official audit observations were received on March 3, 2026.
An Unmodified (Unqualified) Opinion is issued when auditors conclude that an agencyโs financial statements are presented fairly, in all material respects, and in accordance with applicable COA accounting and reporting standardsโsignifying that financial records are accurate, reliable, and fully compliant.
Provincial Director PENREO Asmarie M. Labao expressed his heartfelt gratitude and commendation to all MENRE-LDS personnel, frontlined by the two diligent CENREOs, Asnawi Dataman and Ashawie T. Pangandaman, for their dedication, integrity, and unwavering commitment to public service, which led to this remarkable achievement.
This accomplishment was made possible through the strong support of the MENRE LDS family and the continued guidance of Audit Group Team No. 20, Group D, led by State Auditor IV Sahania M. Lucman, CPA, with the assistance of State Auditor II Nor-hashima Salacop, CPA, under the supervision of Abdullah F. Dimaampao, CPA.
MENRE-LDS continues to implement key environmental programs, including:

This back-to-back recognition underscores MENRE-LDSโs strong commitment to environmental stewardship, good governance, and financial integrity, setting a benchmark for excellence within the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
