𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒| Members of the Municipal Peace and Order Council – Special Action Committee on Anti-Insurgency (MPOC-SAC) convened at the Liga ng mga Barangay Conference Hall on June 01, 2026 discussing matters on the municipality’s proposed declaration in achieving Stable Internal Peace and Security (SIPS).

The meeting commenced with an opening message from Hon. Reynaldo L. Bagayas, Jr, Acting Municipal Mayor, stressing the need of those who holds public office to be firm in championing peace and order. The discussion highlighted the briefing on guidelines, criteria, and processes for the declaration of SIPS of the municipality including the roles of the concerned agencies in supporting the municipality’s peace and security measures. Said discussion was spearheaded by MAJ Bilver Butale of the 1st Special Forces Battalion. Following the briefing, parameters and requirements were also presented in the level of the AFP, the municipality and the barangay. To further grasp the process, conduct of SIPS Declaration flow chart was presented beginning with the JAPIC Certification, signing of Memorandum of Understanding through the Municipal Peace and Order Council (MPOC), Provincial Peace and Order Council (PPOC) Resolution declaring SIPS for City/Municipality, RJPSCC adopting the resolution from the PPOC, Regional Peace and Order Council (RPOC) adopting the resolution from the RJPSCC, and issuance of the recognition seal.

Prior to the adjournment, an insightful exchange of ideas went on between MAJ Bilver Butale, MLGOO Christie Cubero, Chief of Police Rogie Ortencio, Sangguniang Bayan Committee Chairperson on Peace and Order Hon. Raquel Bayacag and the Peace and Order Champions of the 22 barangays of the municipality.

𝗗𝗜𝗟𝗚 𝗥𝗲𝗴𝗶𝗼𝗻 𝟭𝟬 𝗮𝗱𝘃𝗮𝗻𝗰𝗲𝘀 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗚𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲, 𝗲𝗺𝗽𝗼𝘄𝗲𝗿𝘀 𝗦𝗮𝗻𝗴𝗴𝘂𝗻𝗶𝗮𝗻𝗴 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆𝘀 𝗶𝗻 𝗠𝗮𝗻𝗼𝗹𝗼 𝗙𝗼𝗿𝘁𝗶𝗰𝗵

To enhance the legislative competence of barangay officials, the Department of the Interior and Local Government (DILG) Region 10, through Regional Director Bruce A. Colao, served as a resource person during the Sangguniang Barangay Assembly: Refresher Course on Barangay Legislation held on February 9, 2026, at Dahilayan Forest Park, Barangay Dahilayan, Manolo Fortich, Bukidnon.

The refresher course was conducted to reinforce the barangay’s crucial role in grassroots governance. The activity aimed to ensure that barangay leaders are well-equipped with the necessary knowledge and skills in crafting sound, responsive, and enforceable local policies that address the needs of their respective communities.

In his discussion, RD Colao covered essential topics such as the roles and functions of the Sangguniang Barangay, the barangay legislative process, parliamentary procedures, the order of business during legislative sessions, and the inherent powers of barangays as provided under existing laws. He underscored the importance of observing proper legislative protocols, transparency, and accountability in the passage of barangay ordinances and resolutions to avoid legal and procedural issues.

RD Colao also emphasized that effective barangay legislation serves as a foundation for peace and order, social development, and the efficient delivery of basic services. He encouraged barangay officials to actively exercise their legislative authority while ensuring alignment with national policies and adherence to good governance principles.

The activity forms part of the Department’s continuing capacity development initiatives for barangay officials, reflecting the agency’s commitment to strengthening local governance structures, promoting legislative excellence, and empowering barangays to become more responsive and resilient institutions.(𝘋𝘐𝘓𝘎𝘉𝘶𝘬/𝘋𝘒. In line with the 𝗔𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻 𝗳𝗼𝗿 𝗚𝗼𝗼𝗱 𝗚𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲, a priority agenda of Mayor Rogelio N. Quiño, the Sangguniang Bayan of Manolo Fortich convened a Sangguniang Barangay Assembly on February 10, 2026 at Dahilayan Forest Park. The assembly served as a 𝗥𝗲𝗳𝗿𝗲𝘀𝗵𝗲𝗿 𝗖𝗼𝘂𝗿𝘀𝗲 𝗼𝗻 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗟𝗲𝗴𝗶𝘀𝗹𝗮𝘁𝗶𝗼𝗻𝘀, empowering local leaders with updated knowledge and best practices.

The learning session and engagement was led by DIR. Bruce Augusto Colao, CESO V, Regional Director of DILG Region X, as the resource speaker, and was attended by Punong Barangays, Barangay Councilors, SK Presidents, Barangay Secretaries, and Barangay Treasurers from all 22 barangays of the municipality.

In view of Tropical Depression “BASYANG” and based on the latest weather forecast from DOST-PAG-ASA, face-to-face classes in Manolo Fortich on all levels are suspended on February 5, 2026.

Accordingly, schools may resort to alternative modes of teaching and learning.

However, concerning teaching and non-teaching personnel, the same shall be left at the discretion of the School Heads.
