Under the leadership of Mayor Cesar R. Pasiwen, the Human Resource Management Office (HRMO) successfully conducted a Work-Life Balance Training designed to nurture the overall well-being of its employees. The activity brought together both permanent and job order personnel, reflecting the LGU’s genuine commitment to creating a supportive and caring work environment for all.

The program opened with a heartfelt welcome from Dr. Hector Gacita, delivered on behalf of the Municipal Mayor, warmly setting the tone for a day of reflection, learning, and meaningful connection.
Adding depth to the experience, Dr. Steven Pasayan, a distinguished lifestyle medicine expert, shared valuable insights on achieving balance, managing stress, and cultivating healthier habits in both work and life. His engaging and relatable approach resonated deeply with the participants, leaving a lasting impression.

In celebration of the 125th Philippine Civil Service Month, the Local Government Unit of Mankayan held a recognition program last September, 2025 to honor its Service Loyalty Awardees who have shown years of unwavering commitment and dedication to public service.

Awarded were Rosemarie M. Dagdagui (Nurse II) and Jocelyn P. Dapdapig (Midwife II) for 25 years; Isidra G. Ammayao (Midwife II) for 20 years; Sheryl S. Claver (Local Revenue Collection Officer I), Novelene O. Galuten (Administrative Aide III – Utility Worker II), and Ronald Allan V. Comila (Administrative Aide IV – Driver II) for 15 years; and Nida C. Anno (Midwife II), Jeremias B. Balong (Agricultural Technologist), Mharidion L. Gas-ing (Architect I), Joan G. KAPEHAN SA SERBISYO; UNDERSTANDING ORAOHRA 2025.
With the full support and approval of Local Chief Executive, Mayor Cesar R. Pasiwen, the Human Resource Management Office (HRMO) of the Local Government Unit of Mankayan successfully conducted the “Kapehan sa Serbisyo: Understanding ORAOHRA 2025.” This initiative forms part of the LGU’s continuous effort to ensure that its workforce remains well-informed and fully equipped with the latest rules and regulations governing personnel actions, in line with the directives of the Civil Service Commission (CSC).

The event brought together the different department heads, their designated representatives, and representatives from the Mankayan Municipal Employees (MAME). Their active participation reflects a shared commitment to strengthening human resource mechanisms and promoting efficiency, transparency, and integrity in public service. The gathering served as an avenue to foster collaboration and to reinforce the importance of merit and fitness as guiding principles in all government appointments and personnel actions.

The discussion was ably facilitated by Atty. Hector D. Dela Cruz, Administrative Officer V (HRMO III), ensuring that all HRMPSB members and participants gained a deeper understanding of the new rules and their proper application.

This activity not only strengthened the capacity of the Human Resource Merit Promotion and Selection Board (HRMPSB) but also reaffirmed the LGU leadership’s dedication to empowering its workforce. By initiating programs such as this, Mayor Cesar R. Pasiwen continues to emphasize the importance of professional development, capacity-building, and adherence to lawful processes as vital foundations for responsive and people-centered governance.
