Following the DPPAR formation, MDTEU personnel proceeded to their respective areas of deployment to perform their assigned duties across the Manila AOR.

Thereafter, PLT JULIAN M TANGAN, Duty Officer, conducted field inspections of deployed personnel to monitor their disposition, visibility, and compliance with duty protocols.

Guided by the directives of PBGEN Arnold C Santiago and under the leadership of PMAJ EMMARK DAVE N. APOSTOL, AC, MDTEU, the Unit continues to uphold discipline, readiness, and responsive public service.

The Manila District Traffic Enforcement Unit (MDTEU) conducted its regular Daily Personnel Accounting Report (DPAR) / Personnel Inspection and Compliance Evaluation (PICE) for all PM Shift personnel prior to their deployment to their respective areas of responsibility.

The activity included the inspection of personnel’s physical appearance, proper uniform, and observance of “Tamang Bihis,” in line with the directives of PMAJ EMMARK DAVE NAVARRO APOSTOL, AC, MDTEU, in accordance with the guidance of PBGEN Arnold C Santiago, District Director, Manila Police District.

During the formation, the Duty Officer reiterated the following guidance and directives:

🔹 5-Point Agenda of the CPNP — Enhanced Managing Police Operation (EMPO); Management of Resources; Morale and Welfare of Personnel; Integrity Monitoring; and Active Community Support

🔹 PPR of the OIC, NCRPO — Prepare, Prevent, and Respond
🔹 Three Mission Priorities — Lesser Crime, Fast Response, and Better-Behaved Policemen

Right after the formation, all PM Shift personnel took a moment to seek God’s guidance, wisdom, strength, and protection as they proceeded to their respective areas of deployment, carrying out their duties with professionalism, discipline, alertness, and dedication to public service.

📢 MDTEU ADVISORY | NO CONTACT APPREHENSION POLICY (NCAP)

The Manila District Traffic Enforcement Unit (MDTEU) reiterates the advisory of Hon. Mayor Francisco Isko Moreno Domagoso regarding the resumption of the No Contact Apprehension Policy (NCAP) in the City of Manila beginning October 5, 2026. https://www.dzrh.com.ph/post/ncap-to-resume-in-select-metro-manila-cities-starting-oct-5

Sa ilalim ng NCAP, ang mga traffic violation na makikita sa pamamagitan ng CCTV, digital cameras, at iba pang authorized technology ay sumasailalim muna sa pagsusuri at validation ng authorized traffic management personnel bago maproseso ang Notice of Violation. Para sa mga motorista na naniniwalang may pagkakamali o sapat na basehan upang kuwestiyunin ang kanilang violation, may online procedure para sa formal protest o contest sa pamamagitan ng itinalagang LGU portal. Ang MDTEU ay nananawagan sa lahat ng motorista na sumunod sa batas-trapiko, maging responsable sa kalsada, at regular na i-check ang official channels para sa anumang traffic advisory o NCAP notification.

Sa NCAP, hindi automatic ang violation. Bawat masagap ng camera ay dumadaan sa review at approval ng authorized city traffic management personnel. Binabase ng ating mga traffic personnel ang violation sa Metro Manila Traffic Code of 2023.

Kung may sapat na basehan para i-contest ang iyong violation, maaaring mag-file ng formal protest online gamit ang official NCAP portal simula October 5.

Personnel of the Manila District Traffic Enforcement Unit (MDTEU) – Hotel Elements, AM Shift, under the supervision of PLT GENE D. REYES, Sector 8 Commander, conducted traffic management, police visibility, and area monitoring along JP Laurel/Nagtahan, Sta. Mesa, Manila, by the directives of PMAJ EMMARK DAVE N. APOSTOL, AC, MDTEU.

The deployment is in line with the guidance of PBGEN Arnold C Santiago, District Director, Manila Police District, and consistent with the directives of the Chief, Philippine National Police, and the OIC, NCRPO, anchored on the following operational principles:

🚨 TRAFFIC SECURITY AND POLICE VISIBILITY DURING TRANSPORT STRIKE AND PROTEST RALLY

From España City Limit towards CRB Mendiola, Manila

The Manila District Traffic Enforcement Unit (MDTEU) personnel, under the supervision of PLT ERICO BUELO NAVELA, Sector 4 Commander and PCPT RICO A GEGABALEN, Duty OD, pursuant to the directives of PMAJ EMMARK DAVE N APOSTOL, AC, MDTEU, and in accordance with the guidance of PBGEN Arnold C Santiago, District Director, Manila Police District, were strategically deployed and manning the area in connection with the ongoing transport strike and protest rally by MANIBELA and PISTON.

MDTEU personnel conducted traffic management, road monitoring, police visibility, and assistance to motorists and commuters, ensuring the orderly movement of traffic and promoting public safety amid the increased vehicular and pedestrian activity in the area.

The deployment forms part of the MDTEU's continuing commitment to maintaining safe, orderly, and efficient traffic flow while ensuring the safety and convenience of the public during significant public activities.

On September 30, 2026, the Manila District Traffic Enforcement Unit (MDTEU), under the leadership of PMAJ EMMARK DAVE N APOSTOL, AC, MDTEU, in accordance with the guidance of PBGEN Arnold C Santiago, District Director, Manila Police District, strategically deployed its personnel across various areas of Manila to ensure effective traffic management, police visibility, and prompt response to the needs of the public.

MDTEU personnel were deployed in various activities and events, manned major thoroughfares and critical intersections, assisted motorists and road users, responded to vehicular incidents and accidents, conducted clearing operations, and continuously monitored traffic conditions throughout the city.

Through coordinated sector operations and active field presence, MDTEU remains committed to maintaining safe, orderly, and efficient traffic movement while providing immediate assistance and responsive public service.

🚨 TRAFFIC MANAGEMENT | POLICE VISIBILITY | AREA MONITORING 🚨

📍 Old Sta. Mesa/Teresa St., Sta. Mesa, Manila, fronting Petron Gas Station

Personnel of the Manila District Traffic Enforcement Unit (MDTEU) – Sector 8, under the supervision of PLT GENE REYES, Sector 8 Commander, conducted traffic management, police visibility, and area monitoring following a report of a gathering involving approximately 30 individuals identified as PUP Agham Youth in the area.

The deployment was undertaken to ensure public safety, maintain orderly movement, and facilitate the smooth flow of traffic while monitoring the situation. Traffic remained light in all directions throughout the activity.

The gathering peacefully concluded at approximately 6:00 PM, with no untoward incident reported.

The operation was conducted pursuant to the directives of PMAJ EMMARK DAVE N APOSTOL, AC, MDTEU, and in accordance with the guidance of PBGEN Arnold C Santiago, District Director, Manila Police District ,demonstrating the Unit’s commitment to proactive police visibility, responsive traffic management, and the safety and security of the public.

The Manila District Traffic Enforcement Unit (MDTEU) continues to conduct sustained citywide traffic enforcement operations and issue Unified Ordinance Violation Receipts (UOVR) to traffic law violators in accordance with existing traffic laws, ordinances, rules, and regulations.

These efforts reflect the Unit’s unwavering commitment to promoting traffic discipline, road safety, orderly movement of vehicles, and responsible road use throughout the City of Manila.

Through continuous visibility, proactive enforcement, and professional engagement with motorists and other road users, MDTEU personnel remain committed to ensuring that traffic rules and regulations are properly implemented and observed.

Personnel of the Manila District Traffic Enforcement Unit (MDTEU) actively participated in the conduct of PULISTENIKS, a physical fitness activity aimed at promoting physical readiness, discipline, camaraderie, and overall well-being among PNP personnel.

The activity serves as part of the Unit’s continuing efforts to maintain personnel who are physically fit, mentally prepared, and operationally ready to perform their duties in traffic management, public safety, and law enforcement.

The conduct of PULISTENIKS also supports the 5-Point Agenda of the Chief, PNP, particularly Morale and Welfare of Personnel, as well as the 4Ms of the OIC, NCRPO — Marunong, Maagap, Magalang, at Maayos.

It likewise reinforces the Three Mission Priorities — Lesser Crime, Fast Response, and Better-Behaved Policemen, through disciplined, healthy, and service-oriented police personnel.
